About this file

This amendment modifies solicitation SP700022Q1021 for the lease of up to 320 multifunctional devices, accessories, and office document devices for delivery outside the contiguous United States in Korea. The amendment posts responses to questions submitted by vendors regarding specifications such as paper tray capacities required, page per minute speeds, and whether pull print software must be quoted. It clarifies that network intrusion detection and common criteria certification are requirements that must be met through device testing and certification rather than separate software certifications. No incumbent contractor was previously performing these services, as this is a new contract requirement.

Question/ Comment

Proposed Action/ Change

Question-on VB-4NC (quantity of 1), how many paper trays does the government require? The number of paper trays is not listed in the PWS for VB-4NC.

Answer-The PWS does list the paper trays needed for the VB-4NC:

One (1) Bypass Tray [100 Sheet Minimum] - Up to 11" x 17" Two (2) Adjustable Paper Trays [500 Sheet Minimum/Tray] - Up to 11" x 17" One (1) High Capacity Tray [2,000 Sheet Minimum] - 8.5 x 11

Question-Would the government kindly reduce the page per minute speed for VB-2NC from 35ppm to 30ppm? Reducing the page per minute speed will allow offerors to propose lower-cost MFDs to the government which assists in lowering the US taxpayer burden. A five page per minute decrease in MFP printing speed is undetectable to end users and will not reduce end user productivity

Answer-The PPMs we have listed are the standard DLA is using for contracts now including the large PRNTR IDIQ. These speeds were determined by Policy and Support based on market research, showing that all major manufacturers could support those specs. For those reasons, we are not going to change the specs.

Question-Would the government kindly reduce the page per minute speed for VB-3NC from 45ppm to 40ppm? Reducing the page per minute speed will allow offerors to propose lower-cost MFDs to the government which assists in lowering the US taxpayer burden. A five page per minute decrease in MFP printing speed is undetectable to end users and will not reduce end user productivity.

Answer-The PPMs we have listed are the standard DLA is using for contracts now including the large PRNTR IDIQ. These speeds were determined by Policy and Support based on market research, showing that all major manufacturers could support those specs. For those reasons, we are not going to change the specs.

Question-Does the government require a for-fee pull print software to be quoted along with the MFDs?

Answer-No

Question-The Army’s own CHESS office has provided guidance that due to a national emergency Executive Order 13873 has been issued to protect the United States Army from foreign adversaries creating vulnerabilities in information and communication. To ensure the US Army has the most secure technology to mitigate risk, would the government consider amending the RFQ to include the following security features?

Security Features:

1. The device must perform a BIOS validation at startup and automatically reboot if an anomaly is present.

2. The device must offer firmware whitelisting to guarantee only vendor created secure digitally signed firmware can be used for upgrades.

3. The device must continuously monitor memory for malware injection attacks during run-time and automatically reboot if a memory anomaly is detected.

4. The device must monitor outbound network connections/DNS requests, providing intrusion detection, to thwart malware from communicating with external servers; and automatically reboot if an anomaly occurs.

a. This network intrusion detection technology must be previously tested and certified by a

Answer-“Devices not SOFTWARE are tested with the CCC schema that gets published for MFDs. IDS/IPS are a part of a DEVICE. When it involves common criteria certification, there are NO separate CCC certs published for the software- just the MFD. (part 4 A and B) DoD STIG covers the other concerns. (BIOS integrity, logging) All of our devices must have a CCC published prior to lab testing and complete successful lab test involves compliance with the DoD MFD STIG. (only ports 443, 9100 and 515 OPEN on DoD ACAS scan)”

3rd party certification body for IT security. Documented proof of this intrusion detection 3rd party testing must accompany responses.

b. This network intrusion detection technology must be Common Criteria Certified and documentation of the Common Criteria certification must accompany responses.

5. The device must have the ability to connect to a SYSLOG server to report security events that occur.

6. The device must offer self-healing BIOS without an on-site technician visit.

Question-We are hoping to find out if there is (was) an incumbent contractor performing these services, or if this is a brand new contract.

If there is an incumbent, could you please provide the current / previous contract number?

Answer-The requirement is for a brand new contract.
