CONTRACTING APPROVAL: The justification, as presented above, is accurate and complete to the best of my knowledge and belief. Additionally, I have determined that the anticipated cost to the Government will be fair and reasonable.

| Text2: DLA Information Operations has a need to issue a sole source contract action to continue lease support for multi-functional devices (MFD) without using competitive procedures. An award for a new lease is in progress with the possibility of deliveries taking place earliest by February 1, 2020, the sole source contract will cover continued lease support starting September 1, 2019 through September 30, 2019, with one 4-month option from October 1, 2019 to January 31, 2020, and two, 1-month options to cover the months of February and March of 2020. |
| Text3: Continued MFD lease support for 1 month,with1 four-month option, and 2 one-month options to include full service maintenance, all consumable supplies (excluding paper), key operator training, networking functionality, security accreditation along with technical and network installation support. |
POP: September 1, 2019 through September 30, 2019, with one 4-month option from October 1, 2019 to January 31, 2020, and two, 1-month options to cover the months of February and March of 2020.
Estimated value of the expected 1 month is $11,109.00 Estimated total value of the expected 7 month contract is $77,763.00.
| Text5: Although other vendors are available to supply MFDs with consumables and services; there is a short time period to allow installation. There is no other vendor that would be able to deliver new devices in time for a September 1, 2019 start date. The devices are in place and need to be extended on a sole source contract. Since the devices in place are under a lease, no other vendor can service the lease of another vendor without violating the lease terms. The only way to ensure uninterrupted support to the Warfighter is to issue a contract to the current vendor. | |
| Text6: Market research indicates that an adequate competition pool exists for requirements of this type. The contract will only be in place for up to 7 months to account for the time time needed to award the follow on contract, device testing, and 30 days delivery on the follow on contract. | |
| Text7: Attempting to do a short-term contract via competitive procedures would result in unacceptable delays to achieve contract award and delivery/installation of new equipment; both of which would cripple the customer. The unacceptable delays would entail removal of the 40 devices currently in place, re-competing the short term rental, and delivery of the short term rental, during which the customers would be without devices. An up to seven month contract will provide adequate time for the delivery and installation of new devices. | |

| Text11: An RFI was posted on the Federal Business Opportunities (FBO) website. The incumbent vendor has expressed interest in providing sole source support for this contract until a replacement contract is established. One late RFI response was received from Global Solutions. Although other vendors are available to supply MFDs with consumables and services, there is a short time period to allow installation. There is no other vendor that would be able to deliver new devices in time for a September 1, 2019 start date. |
| Text12: EMS Policy and Support is developing a new process and Tracker system that will track all active EMS contracts and actions. This system will include the contract term dates, customer engagement dates, and all details related to issues or problems with replacement requirements or contract delays. The CRS and EPC personnel will be trained on this new process/system near the FY end. This new tracker system will be used to conduct EPC and CRS personnel, weekly and monthly discussions. This new system should resolve or minimize sole source contracts for extension of MFD service. |
