Text2: This requirement for a sole source award for the printing and delivery of fuel coupons to support US/NATO military and civilian personnel without using competitive procedures. The coupons are highly sensitive and require specialized products, processes and equipment to print. The coupons must be printed, approved and received prior to 30 August 2018.
Text3: This requirement is for printing five (5) types of Italian Fuel Coupons. LPG, IT and G Series, 100 Liter Benzina Senza Piombo, and P Series other than 100 Liter Benzina Senza. Total amount of Italian Fuel Coupons to be printed is 2,978,660 in support of the US/NATO Commands in Italy, NSA, Naples, Italy withThe fuel coupons need to be printed on high density fluorescent paper with a numismatic background and micro text, have an anti-photocopy effect, and use thermochromic ink. For anti-counterfeiting purposes the coupons must have a bar code, serial number and the reverse side of all coupons must have 3 latent graphic images of the Italian seal, The Department of Defense seal, and the NATO star seal visible when exposed to black light or sunlight. Unique binding, packaging, and secured delivery due to the items being "cash equivalent" is also requested due to the sensitive nature of the coupons. The estimated value action
Text5: Solicitations providing for full and open competition have been posted on FBO.gov for fiscal years 13-17. Each year the only vendor to fully respond and submit a quote has been PCC Giochi Servizi. This source has complied with producing acceptable products in the specified time and does so securely and efficiently.
Text6: As a result of the request for quotes solicited from 2013-2017(SP7000-15-Q-0049, SP7000-16-Q-0042, SP7000-17-Q-1015) and RFI SP7000-18-RFI-1009 posted on FBO there were numerous attempts to seek competition. Vendors are restricted by the specialized equipment and ink required to meet this requirement, the quick delivery timeline and the security risk for delivering the fuel coupons, as these items are controlled and are considered "cash equivalent"
Text7: Due to the complexity and controlled nature of the printing, packaging, and delivery of the fuel coupons, altering the SOW could risk the fraud protection developed for this requirement; as the fuel coupons are treated as cash and have a cash value. If the fuel coupons would be duplicated after production with the controlled serial numbers or the coupons stolen during transportation, the United States Government could be held liable for not only the amount of the fuel coupons printed but also the taxes that the fuel coupons are exempt from. This requirement is developed in conjunction with the Italian Government to determine the yearly quantity and controlled serial number (bar code) for each individual coupon.
This is considered unusual and compelling urgency due to the fact that if these coupons are not printed and received in time, US Forces will not have fuel ration cards and are unable to receive fuel. Normally, there is more sufficient time to post on FBO but due to the Italian Government switching to fuel cards, the amount of printed coupons was not determined until 2 months later than normal.
FAR Part 17.206 evaluation for a 50% increase shall also be included for this requirement.

Text4: 5.202(a)(2)-The proposed contract action is made under the conditions described in 6.302-2 (or, for purchases conducted using simplified acquisition procedures, if unusual and compelling urgency precludes competition to the maximum extent practicable) and the Government would be seriously injured if the agency complies with the time periods specified in 5.203.
Text8: SP7000-18-RFI-1009 was posted on FBO for five (5) days and resulted in three interested vendors. One vendor stated they were able to do this requirement in FY17 but were not able to meet the very specific timeline were contacted directly and stated that they cannot guarantee to meet the delivery date and will decline to provide a quote. Two other companies responded, one could not meet the timeline and the other did not have the capability to perform this requirement. The RFI resulted in no sources that could comply with the requirement in the short time frame.
Text9: The Italian Government, NATO and US military forces are working on switching to fuel cards instead of coupons. As long as the need for printing of fuel coupons, DCSO Harrisburg East will continue to do market research and post sources sought/RFIs for this requirement.
File details come from the government source that posted it.
