ParagraphQuestion/ CommentProposed Action/ ChangeGovernment Response
Attachment_1a-_Equipment_Specification_Requirements_(10172016)Band 8Row 38The booklet face trim requirement is restrictive and we prohibit open competion. Would DLA consider lessoning the Face Trim restriction to that of just booklet makerOnline booklet maker configuration available.The Government cannot lesson this requirement because the complexity of the Government's customers requirements need to have a face trimmer.
Attachment_1a-_Equipment_Specification_Requirements_(10172016)Band 8, Band 11, Band 12, & Band 13Row 27The single pass 2-sided scan requirement is restrictive and we prohibit open competion. Would DLA consider lessoning the "scanning both sides of originals in a single pass" for the Auto document Feeder.Auto document Feeder for hardcopy originals capable of scanning both sides of originals -- minimum 5.25" x 6" maximum 11" x 17"The Government cannot lesson this requirement because the Government requires documents process efficiently and a double pass through would negate efficiencies.
Attachment_1a-_Equipment_Specification_Requirements_(10172016)Band 9 & Band 10Row 28The single pass 2-sided scan requirement is restrictive and we prohibit open competion.
Attachment_1a-_Equipment_Specification_Requirements_(10172016)Band 8, Band 11, Band 12, & Band 13Row 27The minimum 4" x 6" sheet size scan requirement is restrictive and we prohibit open competion. Would DLA consider lessoning the 5.25" x 6.00 for the Auto document Feeder. YesAuto document Feeder for hardcopy originals capable of scanning both sides of originals -- minimum 5.25" x 6" maximum 11" x 17"The Government will accept a minimum of 5.25" x 6" with a maximum of 11" x 17". Attachment 1a has been updated.
Attachment_1a-_Equipment_Specification_Requirements_(10172016)Band 9 & Band 10Row 28The minimum 4" x 6" sheet size scan requirement is restrictive and we prohibit open competion. Would DLA consider lessoning the 5.25" x 6.00 for the Auto document Feeder.Auto document Feeder for hardcopy originals capable of scanning both sides of originals -- minimum 5.25" x 6" maximum 11" x 17"The Government will accept a minimum of 5.25" x 6" with a maximum of 11" x 17". Attachment 1a has been updated.
Attachment_1a-_Equipment_Specification_Requirements_(10172016)Interface ConsiderationsWill DLA remove the JDF requirement for Bands 8 & 9? This will provide a significant lower cost for the lower volume bandsThe Government is removing the JDF requirement for Bands 8 & 9. Attachment 1a has been updated.
Pre-Solicitation Notice dated 4/22/201612Please clarify the restriction of 1,000 employees for the NAICS code identified. This has been posted without a set-aside restriction.This acquisition is being held on an unrestricted basis so the 1,000 employee entry doesn't apply.
Attachment 5 - Procurex1AllPlease explain the full process for the Procurex auction vs the full proposal package with Price, Technical and Past Performance due on 12/5. There are so many line items on the price sheets, not sure how this can be done in an auction format.The participating vendors will provide overall pricing during the reverse auction and then IAW Attachment 3 the winning vendor must provide CLIN pricing breakdown to the Government within 48 hours of the reverse auction ending.
Attachment 2 - Locations1AllRequest a list of current equipment for each of these locations as well as identify which VB is anticipated for each location.See Attachment 5 - B&W Device Inventory List
Attachment 1b - PricingAllAllRequest that a line item be added for each option year for OCONUS shipping charges. Without an understanding of how many units are going to each of these locations by year or a separate line item to detail this cost by year, vendors will need to assume worst case and build a high cost into the equipment pricing. It is in the customer's best interest to only pay for specific shipments as required and not vendors assumptions.It was the intention based upon the previsous contract that shipping charges would be included within the price of the item(s). Line #10's Equipment List should help in defining the pricing for each item.
Attachment 1 - PWS33.2Request that this section be revised to state "does not maintain at least a 90-% MUA for two (2) consecutive months for the same service issue with an equivalent device as evaluated and approved by DLA Document Services".The Government has reviewed this request and will stay with the current language for paragraph 3.2.
Attachment 1 - PWS99.2Request that this section be revised to accept only NEW equipment. Allowing remanufactured equipment gives an unfair competitive advantage to the only company who has a reman program. This inclusion makes this RFP basically a sole-source procurement.This is a Federal requirement and the Government is mandated to accept remanufactured items.
Attachment 1 - PWS911.1RFP states that "Offerors will have the opportunity to list the cost of removing the equipment when pricing the contract." However I do not see a line item in the price charts for this cost.There are two columns on Attachment 1b that allows prospective vendors to provide pricing with and without trade-ins.
Attachment 1a - SpecsBand 8Request that the speed be reduced to 80 to allow more competition and reduced cost to the customers.This is a hard set requirement and cannot be reduced from 85 to 80 PPM.
Attachment 2 - LocationsPages 1 - 2Columns USN and USMCPlease confirm if any of the units designated for Navy or Marines will require NMCI.NMCI is not a requirement.
RFP SP7000-16-R-1007Pages 17-33Reps 7 CertsPlease confirm if providing the SAM confirmation is sufficient rather than completing the Reps & Certs manually.IAW FAR 52.212-03, "The offeror shall complete only paragraphs (b) of this provision if the Offeror has completed the annualy representations and certification electronically via the SAM web site…"
RFP SP7000-16-R-1007Pages 9-1052.225-1, 52.225-3,
52.225-5, 52.225.13Since the TAA and Buy America clauses are not showing as required for this contract, please provide details on the restriction on Certain Foreign Purchases that does apply.FAR 52.225-1 doesn't apply because IAW DFARS 225.1101(2)(i)( E)(1), DFARS 252.225-7021 applies (RFP updated to include DFARS 252.225-7021);

52.223-1 doesn't apply because the estimated value is more than $191K;

52.225-5 doesn't apply because IAW DFARS 225.1101(6) DFARS 252.225-7021 applies;

FAR 52.225-13 added to RFP

RFP SP7000-16-R-1007Page 1Box 8Due to the complex nature of this RFP and the fact that many vendors will require answers to the questions before knowing if they are able to submit a response, we request 3 weeks after distribution of Q&A for the package due date.The RFP response date will be extended to a Government approved date based upon when the answers to the Q&A's are posted and when considering the Government schedule for award.
Facility List -
Attachment 2On the Facility List Attachment 2 - Please confirm this list is strictly a listing of Facility Locations by Agency.Yes , the attached facilities list is representive of locations under DLA.
Facility List -
Attachment 2On the Facility List Attachment 2 - In column A it lists the Office. Please advise if this is the DLA Office that will be procuring for the Facilities listed.All orders will come out of Headquarters contracting.
CLIN Structure - Attachment 1bIt is requested that DLA provide a list of Government owned devices by location in order to evaluate trade-in allowances.A list will be generated of the volume band level for each office group location.
CLIN Structure - Attachment 1bConsumables: Please clarify if DLA requires Toner or Toner and Staples to be provided Attachment 1b states Toner & Staples / Section 4.1.1 in the PWS states Paper and Staples are excluded.Please clarify where in Attachment 1b that toner & staples is noted because the Government cannot locate this requirement within this attachment.
N/APlease advise if DLA will allow Subcontracting?Subcontracting is allowed and there are many clauses in the RFP that cover subcontracting. Also, propsective vendors are required to submit a small business subcontracting plan IAW FAR 52.219-9 and DFARS 252.219-7003. The Government suggests that all prospective vendors fully review and understand all terms and conditions of the RFP prior to submitting a proposal in response to the RFP.
Equipment Specification Requirements -
Attachment 1aRows 47 and 48 (Band 8) or other rows on other bandsIn each Band level of MFP under Security - please clarify - are you stating the Operating System of the MFP/Copier itself must only use Windows 10, Solaris 10 or a Windows 2012 Server?The OS requirement for Windows 10, Solaris 10, Windows 2012 Server applies to the non-attached front end controller for the MFP/Copier. The software on the embedded MFP/copier itself must be STIG compliant and allow for disabling of uneccessary services. Note that if the MFP/Copier is running a standalone complete OS it must still meet these OS requirements.
PWS21.6PWS 1.6 specifies Document Management Software on Attachment 1a. However - Attachment 1a does not have a tab with these specifications.There isn't a Government specification for this software. Prospective vendors must propose a document manager software solution on Attachment 1a that will work with their proposed devices.
Equipment Specification Requirements -
Attachment 1aRow 11 (Band 8) and other rows for other bandsPlease define DSF in the Attachment 1a. If Digital StoreFront - (instead of a 3D modeling file format) - please confirm that all devices in the fleet need to be able to print from Digital StoreFront.Not all devices will need to print from Digital Storefront , however, a proposed solution should still be provided in Attachment 1a.
Facility List -
Attachment 2Is there any special rigging or circumstances at these locations to be able to price out removal?As stated in the PWS section 11.1, contractor shall be responsible for removing and disposing of existing equipment if award is made on a trade-in basis. IAW DFARS 217.7004 the KO will make a determination if it's in the best interest of the Government to award with or without trade-ins prior to award.
Attachment_1a-_Equipment_Specification_Requirements_(10172016)Band 8 - 11Scanner & PCThe Fiery Rip has the capability to act as both a make-ready and scanning platform. By utilizing the built in scanner/adf on the printer, will the use of the Fiery in this capacity be exactable to the Government? This will reduce the complexity of the solution, allow for a more compact footprint and reduce procurement cost as well as IT support cost.Remove the requirement for Standalone scanner and PCThis requirement will not be removed because this proposed option doesn't allow for extensive document manipulation.
Attachment_1a-_Equipment_Specification_Requirements_(10172016)Band 8 - 11Auto document Feeder for hardcopy originals capable of scanning both sides of originals in a single pass minimum 4" x 6" maximum 11" x 17"This requirement is vendor specific and will not allow for fair and open competetion per the FAR.Change the requirement to " Auto document Feeder for hardcopy originals capable of scanning both sides of originals minimum 5.5" x 6" maximum 11" x 17"The Government will accept a minimum of 5.25" x 6" with a maximum of 11" x 17". Attachment 1a has been updated.
Attachment_1a-_Equipment_Specification_Requirements_(10172016)Band 10 - 13High capacity stitcher (minimum 150 sheets)This requirement is vendor specific and will not allow for fair and open competetion per the FAR.Change the requirement to " High Capacity sticher ( Minimum 100 sheets ) "The government will make the change to Minimum 100 sheets
Attachment_1a-_Equipment_Specification_Requirements_(10172016)Band 8 - 11Equipment must use one of the following DLA approved operating systems: (Mark yes to one or no to all as appropriate).The Fiery controller uses Win 7 & 8. Will the Government accept as an approved operating Systems?Change the requirement to allow win 7 & 8 on the rip.As FY17 DOD requires all systems to be Windows 10 Compliant. Therefore, this requirement cannot be changed.
Attachment_1a-_Equipment_Specification_Requirements_(10172016)Band 8 - 13Network ReadyWill these printers be attached to the Governments network or be attached to only the workstation supplied by the vendor?Please clarify the requirement.The equipment shall operate and coexist on a network.
Attachment_1a-_Equipment_Specification_Requirements_(10172016)Band 12Minimum 150 Impressions Standard Configuration (PPM/IPM) Per Minute text weight (20# Bond - 75g/m2) paper minimumWill the Government accept 135 ppm ?Change the requirement to "Minimum 135 Impressions Standard Configuration (PPM/IPM) Per Minute text weight (20# Bond - 75g/m2) paper minimum"This is a hard set requirement and cannot be reduced from 150 to 135 PPM
Attachment_1a-_Equipment_Specification_Requirements_(10172016)Band 12/13Auto document Feeder for hardcopy originals capable of scanning both sides of originals in a single pass minimum 4" x 6" maximum 11" x 17"In the production space devices above 135 ppm are printer only with out scanning or ADF. Will the government accept a printer only device? This requirement is vendor specific and will not allow for fair and open competetion per the FAR.Remove this requirementThe government cannot lessen this requirement as it will restrict the government's ability to provide required services to its customers.
Attachment_1a-_Equipment_Specification_Requirements_(10172016)Band 13Minimum 200 Impressions Standard Configuration (PPM/IPM) Per Minute text weight (20# Bond - 75g/m2) paper minimumBased upon current technology from all manufacturers, any print system that can meet the specifications for this response rated at 200 ipm (or higher) will be rated at that speed for duplex printing only. Simplex printing will be one half that speed (i.e. 200 ipm duplex, 100 ipm simplex, or an average of 150 ppm for an equal mix of simplex/duplex). Will the government accept a system that prints at 150 ipm for all jobs, simplex or duplex?Change the requirement to " Minimum 150 Impressions Standard Configuration (PPM/IPM) Per Minute simplex or Duplex, text weight (20# Bond - 75g/m2) paper minimum"This is a hard set requirement and cannot be reduced from 200 to 150 PPM
Attachment_1a-_Equipment_Specification_Requirements_(10172016)Band 13Auto document Feeder for hardcopy originals capable of scanning both sides of originals in a single pass minimum 4" x 6" maximum 11" x 17"In the production space devices above 135 ppm ate printer only with out scanning or ADF. Will the government accept a printer only device?Remove this requirementThe government cannot lessen this requirement as it will restrict the government's ability to provide required services to its customers.
Attachment_1a-_Equipment_Specification_Requirements_(10172016)Band 8-13Auto document feeder for hardcopy scanning orginalsPer the Governments direction to reduce equipment procurement and out years support costs would the Government consider a MFD devices over procuring a secondary legacy scanner.If the vendor can provide fully functional MFD style equipment that supports the scanning requirements would the Government consider removing the stand alone scanner requirement?This is a Government requirement and it cannot be changed.
Attachment_1a-_Equipment_Specification_Requirements_(10172016)8Scanner specificationsWhy the stand alone scanner costs.Can DLA explain how they utilize a stand alone scanner being utilized with a fully funcational MFD style production device?Proposed products must meet specifications provided in attached PWS as a standalone scanner is required for image manipulation and document processing.
Attachment_1a-_Equipment_Specification_Requirements_(10172016)Band 8-13Operating SystemsWIN 10From the way this reads it does not look like these devices are intended to go on the network since they will be printing both unclassified and classified. If this is correct would the government be using the PC workstation as the means to submit and pull scan jobs from the MFD device?The equipment shall be able to operate and coexist on a network meeting all specific security requirements. In addition, the Government will take the device off the network prior to printing out classified documents.
