1 INTRODUCTION

1.1 The Partnership for Peace Consortium (PfPC) of Defense Academies and Security Studies Institutes, located at the Marshall Center in Garmisch-Partenkirchen, Germany, is a voluntary association of institutes of higher learning in defense and security affairs. The mission of the PfPC is to strengthen defense and military education through enhanced national and institutional cooperation in order to promote defense institution building through defense education enhancement and sustain regional stability through multinational education and research.

1.2 The PfPC strengthens democracies through knowledge, by creating networks of educators and researchers from defense academies and security studies institutes in order to share best practices and develop concrete solutions to common challenges.

1.3 Historically, the PfPC has been responsible for producing a number of different publications. These publications include the scholarly journal, Connections - a quarterly journal in both hard copy and online - as well as Annual Conference Proceedings (each year), and Athena Papers, which are published on an occasional basis. All of these publications are available in both printed versions and online, via the journal website. The content of these publications is complex, requiring understanding of and background in the most difficult military, socioeconomic, political, technical, and scientific issues. The publications consist of either a compilation of works from a variety of contributors (Connections), many of whom are not native speakers of English or single author publications such as Athena Papers and Annual Conference Proceedings, which may be written by native speakers of English or by authors from non-English speaking countries. The PfPC will also publish books as edited volumes; the first was a product of the PfPC’s Countering Terrorism Working Group, entitled "The Dangerous Landscape:

International Perspectives on Twenty-First Century Terrorism; Transnational Challenge, International Responses." The PfPC may publish another book during FY16, on a topic to be determined.

1.4 By publishing articles from East and West on the themes indicated, Connections and other PfPC publications serve as a mechanism for harmonizing views on common security challenges in the Euro- Atlantic and Eurasian areas.

1.4.1 The PfP Consortium publications, in particular the quarterly journal Connections, encourage research on issues of high priority to the international security community. These publications are effective strategic communication tools for the U.S. and other stakeholder governments. The list of featured themes for PfPC publications are selected on an annual basis without impinging on academic integrity and freedom. The FY15 issues, for example, featured such topics as Euro-Atlantic Integration, Russia’s Foreign Policy, the South Caucasus, and Women, Peace and Security. FY16 topics will likely be a subset of Cyber Security, Environmental Security, Military in Crisis Management, Connected Forces Initiative; Security, Stability, and Reconstruction Operations, Good Governance in Security and Defense, Contemporary Challenges in Defense Education, Armed Non-state Groups, Border Security, Reshaping and Reforming Armed Forces, Gender Studies, Combating Terrorism, Transnational Threats, Conflict Resolution.

1.4.2 PfPC publications engage the efforts of experts from numerous nations, including PfP Partners, and is managed by an all-volunteer Editorial Board of international scholars. Partner researchers and educators use Connections as a cost-free tool for research and teaching in their home institutions, bringing rigorous reasoning Into the education and policy making processes of Partner nations. PfPC publications, whether accessed in paper form or via the website, are not only important research resources for scholars in the region we serve, but also a platform for scholars in former communist countries to publish their views to a western audience.

1.4.3 The publication's target audience is mostly scholars, scientists, students of security studies, political science, international relations, and related fields, as well as practitioners and decision makers in the field (e.g. senior military and civil service representatives, politicians, diplomats, and professors). Currently PfPC publications are distributed to some 800 institutions, libraries, and universities in 59 countries.

1.5 Connections is published in Russian as well as English. Connections is published in Winter, Spring, Summer, and Fall. The journal consists of several articles of varying lengths, covering a variety of topics. The English-language version of the articles covers up to approximately 245 pages but is typically between 100 and 130 pages; Russian editions are generally up to one-third longer in length. 400 copies of the journal in Russian will be published each quarter, with approximately 300 copies packaged and mailed to subscribers and approximately 100 copies coming to the Marshall Center. However the offeror should propose a pricing scheme that will enable growth of the distribution list. Athena Papers are approximately the same length as an edition of Connections, while Annual Conference Proceedings are approximately 245 pages in length. A similar distribution list is used for Annual Conference Proceedings and for Athena Papers. The contractor will maintain the distribution list – which will be provided to the offeror upon contract award - and will notify the PfPC of requests by individuals and institutions to join the list.

Additionally, the PfPC will occasionally notify the contractor of additions to the list.

The US Government will retain sole rights to the distribution list.

1.6 The website for the PfPC publications exists at www.connections-qj.org and the contractor will maintain the site, ensuring the site is optimized for search engines.

The contractor will upload all newly produced publications to the website, ensuring proper content tagging of articles and journal editions.

1.7 PfPC publications will be provided to the Contractor after English language content-editing and copy-editing has been completed. Connections as well as all other PfPC products for publication will be supplied to the contractor in the form of English copy-edited Microsoft Word electronic files. These files will include each article or chapter. Contractor will produce the table of contents and the text for the cover (front, back and both inside pages).

1.8 For the Russian-language version of Connections, a successful contractor is one who produces the journal to a standard acclaimed by its target Russian audience as a model for clear, accurate, and grammatically correct translation. For all PfPC publications, both the print editions and the electronic versions of PfPC products are of the highest quality. The relationship between the PfPC and the contractor are professional, courteous and proactive in identifying and resolving issues.

1.9 The PfPC seeks formatting, typesetting, proof reading, printing, packaging and shipping of its publications. Additionally the PfPC requests that the contractor perform tasks to get Connections placed in index/aggregator services. The PfPC requires that the journal Connections be placed on the Connections website (www.connections-qj.org/) and that the website be maintained, the layout be modified (see the attached wire diagram for guidance on the article pages), and an article submission/upload capability be added to the website. The PfPC requires that previous editions of the journal Connections be converted from Microsoft Word format to HTML. Lastly, the PfPC requires monthly stats on Connections journal and article downloads and page views, sessions, and demographics. For Russian editions, the PfPC requires translation and copy editing of the English content into Russian. The PfPC publications include Connections the Quarterly Journal, Annual Conference Proceedings, Athena Papers, and other papers and monographs as needed (optional LINE ITEMs).

In case the PfPC Editorial Board decides to change the layout of the cover, the vendor will be provided with the new design. Alternatively, if the vendor declares that he has the facilities and personnel to do a layout change, an addendum to the contract has to be set in place by DAPS before the vendor begins his work on the layout change. The change will require approval by the PfPC. Vendor must provide the PfPC with a complete digital version of the publication in Russian upon completion of the project (PDF format - please see attached PDF of the Winter 2015 edition of Connections that is formatted as required, including metadata).
