a. The Defense Logistics Agency (DLA), specifically the Information Operations Document Services organization, is assigned by Department of Defense (DoD) Instruction 5330.03, responsibility to deliver document management and automation services encompassing electronic conversion, retrieval, output and distribution of digital and hardcopy information. Document Services accomplishes electronic document management (EDM) by working with Information Operations portfolio project managers in their use of commercial off the shelf (COTS) based solutions.
b. The EDM solution, currently hosted within DLA (on premise implementation), provides a full range of EDM capability based on the OpenText Electronic Information Management platform, to include Content Server and software application components that provide workflow, records management and business process management utility. As an EDM service provider to the needs of Defense Agencies (including DLA), Military Services and Federal Agencies, Document Services operates the OpenText platform primarily in a Software-as-a-Service orientation as viewed by customers. This ‘solution’ is branded as Document Automation Content Services.
2. Scope: The scope of this PWS is to acquire technical and technical management capability to perform all functions outlined in Section 3 below, specifically to achieve outcomes using the DACS COTS solution identified in in paragraph 1 above. Blanket purchase agreements (BPA) were established for technical support, with technical qualifications established for each BPA holder. The requirements of this PWS fall entirely within the technical performance requirements established by the BPA; however, a new categorization of technical performance has been established.
Contractors responding to this Performance Work Statement (PWS) are not required to further justify their technical qualification; however, responses to this PWS require the submission of sample resumes for the technical and management personnel that will be available to perform the requirements identified in paragraph 3 below, under a contract award.
3. Performance Requirements and Qualification/Experience Standards:
a. The following three sections identify performance requirements by category of capability. Experience standards are clearly defined for each area. Performance reporting is addressed in paragraph 9. Each section represents a category of performance capability that will be acquired by DLA in defined blocks for the based and option years of the awarded contract. The Contractor must be able to deliver the total capability estimated for the base and each option year. Estimated units of capability are identified in paragraph 4.
b. System Administration (SA) to implement and maintain the solution; troubleshoot, repair and document DACS solution anomalies; analyze, plan, track, manage, and report activities and operations of the system; web page design, development, implementation and maintenance;
system documentation, problem isolation, tracking, resolution, hardware and software installation; and, maintenance, upgrades and equipment refresh. The DACS solution infrastructure component may be operate on a single server or hosted in a virtual server environment.
SA performance outcomes will be delivered for all DACS portfolio projects and will require the Contractor achieve clearly documented results using the following experience and qualification standards:
(1) Analyze, evaluate, and provide resolutions for data anomalies, system errors, and degraded performance associated with EDM databases, interfaces, and data management procedures.
(2) Address and resolve issues with system equipment including web and database servers, data transmission networks and other equipment associated with the COE production environment
