This is a combined synopsis/solicitation for the purchase of commercial products and commercial services prepared in accordance with the format in Subpart 12.6 – Streamlined Procedures for Evaluation and Solicitation for Simplified Acquisition Procedures, in conjunction with FAR Part 13, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This solicitation is issued as a Request for Quotation (RFQ) number SP7000-24-Q-0018.
This notice incorporates provisions and clauses in effect through Federal Acquisition Circular (FAC) 2024-05 effective 22 May 2024, and Defense Federal Acquisition Regulation Supplement (DFARS) DPN 30 May 2024 edition, and Defense Logistics Acquisition Directive (DLAD) Current to Revision 5, and PROCLTR 2024-06 Effective 10 June 2024.
This is a 100% small business set aside requirement. The associated North American Industrial Classification System (NAICS) code is 333310 Product Suppy Code (PSC) 3610, with a small business size standard of 1000 employees.

1. Quotations may be submitted in contractor format and shall include:
(1) Company name, address, telephone number, and e-mail address.
(2) Solicitation number
(3) Contractor Unique Entity ID and Commercial and Government Entity (CAGE) Code
(4) Unit Price and extended price for CLIN
(5) Technical information (as stated below under FAR 13.106-2)
(6) Signed acknowledgements of amendments (applicable only if any amendments are issued against this solicitation)
2. Contractors shall include the following statement on every page of their quotation, “SOURCE SELECTION INFORMATION – SEE FAR 2.101 AND FAR 3.104.”
3. Contractors are required to include a copy of the FAR provision 52.212-3-Offeror Representations and Certifications- Products and Commercial Services with its proposal, or may indicate completion of the representations and certifications on the internet at https://www.sam.gov/SAM/ Failure to include the certifications along with the price proposal or to complete the certifications on the internet may result in elimination from consideration for award.
4. Ensure that Attachment 1 is completed and returned with your quote.
5. Ensure that Attachment 2 is read to understand what work will be required.
6. Ensure that specifications in Attachment 3 are met.
7. Ensure that you follow the request from Attachment 4.
8. Failure to meet requirements for all attachments will disqualify vendor from further consideration.

(d) Comptroller General Examination of Record. The Contractor shall comply with the provisions of this paragraph (d) if this contract was awarded using other than sealed bid, is in excess of the simplified acquisition threshold, as defined in FAR 2.101, on the date of award of this contract, and does not contain the clause at 52.215 -2, Audit and Records --Negotiation.
(1) The Comptroller General of the United States, or an authorized representative of the Comptroller General, shall have access to and right to examine any of the Contractor's directly pertinent records involving transactions related to this contract.
(2) The Contractor shall make available at its offices at all reasonable times the records, materials, and other evidence for examination, audit, or reproduction, until 3 years after final payment under this contract or for any shorter period specified in FAR Subpart 4.7, Contractor Records Retention, of the other clauses of this contract. If this contract is completely or partially terminated, the records relating to the work terminated shall be made available for 3 years after any resulting final termination settlement. Records relating to appeals under the disputes clause or to litigation or the settlement of claims arising under or relating to this contract shall be made available until such appeals, litigation, or claims are finally resolved.

(a) Definitions. As used in this clause - Department of Defense Activity Address Code (DoDAA C) is a six position code that uniquely identifies a unit, activity, or organization.
Document type means the type of payment request or receiving report available for creation in Wide Area WorkFlow (WA WF).
Local processing office (LPO) is the office responsible for payment certification when payment certification is done external to the entitlement system.
Payment request and receiving report are defined in the clause at 252.232-7003, Electronic Submission of Payment Requests and Receiving Reports.
(b) Electronic invoicing. The WA WF system provides the method to electronically process vendor payment requests and receiving reports, as authorized by Defense Federal Acquisition Regulation System (DFARS) 252.232-7003, Electronic Submission of Payment Requests and Receiving Reports.
(c) WAWF access. To access WA WF, the Contractor shall -
(I) Have a designated electronic business point ofcontact in the System for Award Management at https://www.sam.gov and
(2) Be registered to use WA WF at https:/ /wawf.eb.mil/ following the step-by-step procedures for self-registration available at this Web site.
( d) WA WF training. The Contractor should follow the training instructions of the WA WF Web-Based Training Course and use the Practice Training Site

(t) WAWF payment instructions. The Contractor shall use the following information when submitting payment requests and receiving reports in WA WF for this contract or task or delivery order:
(1) Document type. The Contractor shall submit payment requests using the following document type(s):
(i) For cost-type line items, including labor-hour or time-and-materials, submit a cost voucher.
(ii) For fixed price line items -
(A) That require shipment ofa deliverable, submit the invoice and receiving report specified by the Contracting Officer.
