About this file

This is a Justification for an Exception to Fair Opportunity under FAR Subpart 16.5, issued by the Defense Logistics Agency (DLA) Contracting Services Office Philadelphia for a sole-source contract modification.

The document authorizes a modification to JETS Task Order SP4709-24-D-0034/SP4709-26-F-0032 to award additional Functional Support services to ZanTech-Calibre Solutions on a sole-source basis. The requirement involves program and application system support for the Disposition Integration Web (DIW) Program Office, which manages the disposal of excess military property through reutilization, federal agency redistribution, and public auction programs. The modification expands the scope under Task Area 2 – Defense Business Systems (DBS) Life Cycle Management, Acquisition, Sustainment, Maintenance and Technical Support (IUS 0003). ZanTech-Calibre Solutions will provide full functional support including requirements gathering, business process analysis, design, and testing to support the DIW 2.0 transformation initiative approved on June 18, 2026. All support personnel must possess a BA/BS degree and minimum five years of experience. The initial Task Order was competitively awarded to ZanTech-Calibre Solutions on March 17, 2026, following fair opportunity consideration of all eligible small business JETS IDIQ contract holders solicited on January 14, 2026. The sole-source modification is justified based on economy and efficiency, citing ZanTech's status as the incumbent sustainment vendor with established technical understanding of existing systems, development baselines, and project objectives. The Contracting Officer determined anticipated costs will be fair and reasonable using price analysis techniques including comparison with competitive price lists and market research for similar services.

JUSTIFICATION FOR AN EXCEPTION TO FAIR OPPORTUNITY

UNDER FEDERAL ACQUISITION REGULATION (FAR) SUBPART 16.5

1. REQUIRING AGENCY AND CONTRACTING OFFICE:

Requiring Agency:

Defense Logistics Agency (DLA) Information Operations (J6)

J62FB

74 North Washington ST Battle Creek Mich 49017

Contracting Activity:

DLA Contracting Service Office Philadelphia (DCSO-P) 700 Robbins Avenue Philadelphia, PA 19111-5092

2. NATURE AND/OR DESCRIPTION OF ACTION(S) BEING APPROVED:

Pursuant to Federal Acquisition Regulation (FAR) 16.507-6(b)(3) the action being approved is an exception to the fair opportunity process. This justification authorizes and approves the procurement of additional tasking from ZanTech-Calibre Solutions via modification of ZanTech- Calibre Solutions (JETS) Task Order SP4709-24-D-0034/SP4709-26-F-0032 (“Initial Task Order”). The work to be performed under this modification must be issued to ZanTech-Calibre Solutions on a sole-source basis in the interest of economy and efficiency because it is a logical follow-on to the work being performed under the Initial Task Order. All small business JETS Indefinite Delivery, Indefinite Quantity (IDIQ) contract holders were provided a fair opportunity to be considered for the Initial Task Order award.

SOURCE SELECTION SENSITIVE INFORMATION – SEE FAR 2.101 and 3.104

This modification will provide Functional Support as a subtask under Task 2 paragraph 2.3.2.1 under the revised Performance Work Statement (PWS). The additional support to be provided is detailed below in Section 3.

3. DESCRIPTION OF THE SUPPLIES OR SERVICES REQUIRED TO MEET THE

AGENCY’S NEEDS, INCLUDING THE ESTIMATED VALUE:

This requirement is for Functional Support under JETS Task Order SP4709-24-D-0034, Task Area 2 – Defense Business Systems (DBS) Life Cycle Management, Acquisition, Sustainment, Maintenance and Technical Support – IUS 0003.

The Defense Logistics Agency (DLA) requires program and application system support for the Disposition Integration Web (DIW) Program Office. The DIW Program Office operates a suite of applications and systems to support its specific mission.

DLA Disposition Services manages the disposal of excess property from military services, prioritizing reutilization within the Department of Defense (DoD), then offering it to other federal agencies, or donating it to state/local/tribal law enforcement agencies and other qualified organizations. Disaster relief is also supported through humanitarian assistance, with property also available through foreign military sales programs and auctions/online bidding.

ZanTech-Calibre Solutions will provide full functional support for the range of solutions and services required to manage DIW’s information technology needs. ZanTech-Calibre Solutions will ensure compliance with Federal, Department of Defense (DoD), and DLA IT and security requirements, policies, procedures, and standards as applicable for both unclassified, sensitive, and classified environments. All contractors supporting DIW application will have these minimum Requirements: BA/BS with at least five (5) years of experience.

This acquisition will provide additional Functional Support for DLA Information Operations (J6). The support will address the additional requirements associated with Disposition Integration Web (DIW) Performance Work Statement (PWS) and resource estimate. This modification is for ZanTech-Calibre Solutions Functional Support as defined under Task 2 paragraph 2.3.2.1 under the revised Performance Work Statement (PWS) expanding the scope of support to include Functional IT Support. The work to be performed by virtue of this modification is an addition to the current ZanTech-Calibre Solutions (JETS) Task Order SP4709-24-D-0034, which was competitively awarded on September 30, 2026.

4. IDENTIFICATION OF THE EXCEPTION TO FAIR OPPORTUNITY AND THE

SUPPORTING RATIONALE, INCLUDING A DEMONSTRATION THAT THE

PROPOSED CONTRACTOR’S UNIQUE QUALIFICATIONS OR THE NATURE OF

THE ACQUISITION REQUIRES USE OF THE EXCEPTION CITED:

Pursuant to FAR 16.507-6(b)(3), an exception to the fair opportunity process is justified because award of the additional work described in Section 3 must be issued to ZanTech on a sole-source basis in the interest of economy and efficiency because this requirement is a logical follow-on to ZanTech’s Initial Task Order. As indicated in Section 2, all small business JETS IDIQ contract holders were given a fair opportunity to be considered for the Initial Task Order award.

The initial DLA J62FB Functional Support Services requirement was solicited to all eligible small business JETS IDIQ contract holders on January 14, 2026. The Initial Task Order was competitively awarded to ZanTech-Calibre Solutions (JETS) Task Order SP4709-24-D- 0034/SP4709-26-F-0032 on March 17, 2026.

This modification is for expanded Functional Support for the addition of the Defense Business Systems (DBS) Life Cycle Management, Acquisition, Sustainment, Maintenance and Technical Support – IUS 0003 task. The need for functional support has been assessed as a Functional Support priority not contemplated at the time of the initial Task Order award. Based on the CIO/PEO approval on 18 June 2026 to initiate DIW 2.0 transformation, additional new functional analysis will be required for requirements gathering, analysis, design, and testing support.

ZanTech-Calibre Solutions is the incumbent sustainment vendor and is currently performing the software development efforts required under the Performance Work Statement (PWS). The additional functional support taskings are directly tied to, and necessary to enhance, the development work already being executed under the current task order.

The need for this expanded functional support is driven by the 18 June 2026 decision to initiate the DIW 2.0 transformation. That decision materially increases the scope of effort and requires additional functional analysis to support requirements gathering, business process analysis, design, and testing. These activities are essential to ensuring the transformation is implemented effectively and that development efforts remain aligned with operational and technical requirements.

Adding a new vendor to perform this work would introduce unnecessary transition risk, extend project timelines, and increase overall cost. A new contractor would require significant time to gain familiarity with the existing system environment, development baseline, processes, and transformation objectives before contributing effectively. That learning curve would delay execution and create avoidable inefficiencies at a critical point in the DIW 2.0 effort.

By contrast, incorporating this additional scope into the current contract provides the most efficient, logical, and cost-effective path forward. As the incumbent, ZanTech-Calibre Solutions already possesses the technical understanding, functional context, and continuity needed to execute the expanded effort without disruption. Modifying the current contract will minimize schedule delays, reduce duplication of effort, and provide the best opportunity for a successful DIW 2.0 transformation.

In direct response to the additional functional analysis support need, the initial Task Order requires modification to attain Functional analysts to provide in-depth analysis of the DIW IT environments. The additional functional support taskings are directly tied to, and necessary to enhance, the development work already being executed under the current contract.

This work is a logical addition to the Initial Task Order as the expected deliverables are a direct extension of what ZanTech currently provides. With the modification, ZanTech will now provide functional Support as listed under Task 2 of the PWS.

Awarding this additional work to ZanTech by virtue of the proposed Modification is not only logical, but also the most efficient and economical manner of fulfilling this Agency requirement as ZanTech currently provides IT Support services for DLA Information Operations (J6). The proposed Modification will allow the Government to preserve resources it would otherwise need to expend to solicit this requirement and award to an alternate source. Adding a new vendor to perform this work would introduce unnecessary transition risk, extend project timelines, and increase overall cost. A new contractor would require significant time to gain familiarity with the existing system environment, development baseline, processes, and transformation objectives before contributing effectively. Additionally, ZanTech is currently executing multiple efforts under the Initial Task Order and needs to keep the work with the current support team to sustain continuity of daily operations. Accordingly, this Modification must be issued to ZanTech on a sole-source basis in the interest of economy and efficiency as it is a logical follow-on to the Initial Task Order.

5. A DETERMINATION BY THE CONTRACTING OFFICER THAT THE

ANTICIPATED COST TO THE GOVERNMENT WILL BE FAIR AND REASONABLE:

As the Contracting Officer, I hereby determine that the anticipated cost to the Government will be fair and reasonable. The Government anticipates using various price analysis techniques including, but not limited to: (1) Comparison of proposed prices with competitive price lists in accordance with FAR 15.404-1(b)(2)(iv) and (2) Comparison of proposed prices with prices obtained through market research for the same or similar items/services in accordance with FAR 15.404-1(b)(2)(vi), to obtain a fair and reasonable price.

6. ANY OTHER FACTS SUPPORTING THE JUSTIFICATION:

7. A STATEMENT OF THE ACTIONS, IF ANY, THE AGENCY MAY TAKE TO

REMOVE OR OVERCOME ANY BARRIERS THAT LED TO THE EXCEPTION TO

FAIR OPPORTUNITY BEFORE ANY SUBSEQUENT ACQUISITION FOR THE

SUPPLIES OR SERVICES IS MADE:

At this time, the required Functional Support Services must be awarded to ZanTech on a sole-source basis in the interest of economy and efficiency because the work to be performed under this Modification is a logical follow-on to the work currently being performed under JETS Task Order SP4709-24-D-0034/SP4709-26-F-0032.

DLA has exercised, and continues to exercise, competition as often as possible and conducts ongoing reviews to keep abreast of new technology and corresponding services, both in industry and the Government. As noted above, JETS Task Order SP4709-24-D-0034/SP4709-26-F-0032 was competitively awarded on March 17, 2026. DLA uses a variety of vendors, manufacturers, and contracts/orders to fulfill its requirements and will continue its practice of surveying the market to ensure full and open competition to the maximum extent practicable.
