About this file
This document is a Justification for an Exception to Fair Opportunity (Addendum 2) for the Defense Logistics Agency (DLA), detailing a modification to an existing task order under the CompTechs J6 Enterprise Technology Services (JETS) Indefinite-Delivery Indefinite-Quantity (IDIQ) contract. The modification authorizes temporarily increasing End User/Desktop and IT Asset Management Support CLINs to support the Richmond Aviation Building 47 Move for one month, from September 1-30, 2025, under the Enterprise Service Delivery (ESD) III Task Order No. SP4709-24-F-0096.
The justification indicates that approximately 1,650 DLA Aviation users will need to be relocated to a new building, requiring approximately 55 moves per day. The contractor (CompTech) will provide on-site support involving disassembly and reassembly of IT equipment, including monitors, docking stations, zero clients, mice, keyboards, speakers, cables, and power supplies. Nine Basic Computer Operators and three Inventory Management personnel will be required, with four Project Managers traveling to oversee the project. The modification is being processed as a sole source action due to the urgency of the move and CompTech's existing familiarity with the site's operations, with the government planning to conduct market research for competing future requirements before the current contract options expire on January 2, 2027.

3. A DESCRIPTION OF THE SUPPLIES OR SERVICES REQUIRED TO
MEET THE AGENCYS NEEDS/ESTIMATED DOLLAR AMOUNT:
The Defense Logistics Agency (DLA) is seeking to convert a previously Local National position at the Aviano, Italy, site to a contractor position, due to the departure of the local national employee and the inability to backfill the role with local national personnel. As a result, the DLA requires the expertise of a contractor to provide continued support to the Aviano site and several one-off customers on the Italian mainland.
The contractor will play a critical role in providing operational support to the Aviano site, ensuring continuity of services and meeting the needs of the DLA's customers. The position will involve performing a range of tasks, including but not limited to, operating and managing computer systems, providing technical support, and interacting with customers to resolve issues and provide assistance.
The addition of this contractor position will enable the DLA to maintain its operational capabilities at the Aviano site, despite the loss of the local national employee. The contractor will work closely with the DLA's government leads to ensure a seamless transition and to provide the necessary support to meet the agency's needs.
The cost of adding a Computer Operator - Basic resource in Aviano, Italy is estimated to be for the 11-month base period (CLIN 0004/Task 4 - OCONUS Site Specific Support = and CLIN 0006/ODC = ). This additional support will apply to option year 1 and has an estimated value of /Option Year 1 (CLIN 1004/Task 4 - OCONUS Site Specific Support = and CLIN 1006/ODC = ).

The Defense Logistics Agency (DLA) is looking to create a temporary Asset Management travel team to conduct on-site physical inventories that were not conducted during and after the pandemic shut down, the restriction of on-site support, as well as travel restrictions. Consequently, DLA requires the expertise of the current contractor to provide additional support to conduct physical inventories at all DLA sites to include non-ESD staffed sites.
The contractor will play a critical role in providing technical, operational, and administrative support to the government Asset Management team. Thus, ensuring DLAs IT assets are accounted for and disposed of according to current DoD and DLA policies. The travel team will perform a wide range of tasks including but not limited to, conducting physical inventories in all DLA offices, warehouses, equipment storage areas, training facilities, and providing reoccurring status updates. This also includes updating and inputting asset information such as: location, asset type, and user information into ServiceNow.
The addition of this support will enable the DLA to maintain its current Asset Management capabilities at all DLA sites despite the increased travel requirement. The contractor will work closely with DLA's Asset Management leadership and on-site personnel to ensure a seamless physical inventory and to provide the necessary enhanced support to meet the agency's needs.

4. IDENTIFICATION OF THE EXCEPTION TO FAIR OPPORTUNITY (SEE FAR
16.505(b)(2)) AND THE SUPPORTING RATIONALE, INCLUDING A
DEMONSTRATION THAT THE PROPOSED CONTRACTORS UNIQUE
QUALIFICATIONS OR THE NATURE OF THE ACQUISITION REQUIRES USE OF
THE EXCEPTION CITED:
Per FAR 16.505(b)(2)(i)(B) an exception to the fair opportunity process is justified because only one awardee is capable of providing the services required at the level of quality required in the required timeframe because the surge services ordered need to be completed by one contractor to avoid duplication of work and provide for follow-up repair as needed.. The current task order with CompTech supports both IT hardware and software services which is most efficiently managed by having one contractor responsible for both high priority aspects, as it better addresses the need for consistency in managing the functional areas. Introducing another vendor would require additional efforts, present schedule, and performance risks, and jeopardize the Governments ability to deliver immediate enhanced site specific support to Richmond, Virginia.
DLAs need for surge support to the Richmond site is an urgent requirement, and award to anyone other than CompTech at this time would result in unacceptable delays. CompTech and its subcontractor partners have already demonstrated the ability to provide operational support to Richmond, and have the necessary resources and expertise to perform the additional work required by this modification. Awarding this work to CompTech will ensure a seamless transition and minimize disruptions to the sites operations.
Per FAR 16.505(b)(2)(i)(C) an exception to the fair opportunity process is justified in the interest of efficiency and economy because only one awardee is capable of providing the services required at the level of quality required in the required timeframe. The Enterprise Service Delivery III task order was solicited as a competitive acquisition under the JETS contract vehicle. The circumstances leading to the need for this modification were unforeseen prior to solicitation and award. This sole source action is required before a new ESD competitive acquisition is awarded to oversee the delivery of critical operational support IT Asset Management, and ensure continuity of services and meet the needs of the DLA customers. Introducing another vendor would require additional efforts, present scheduling issues, increase performance risks, and jeopardize the Governments ability to deliver immediate enhanced physical inventory support to all DLA sites.
DLAs need for continued operational Asset Management support to all DLA sites is a requirement that was unanticipated at time of award but is required for auditability and accountability purposes, competing and awarding to another contractor would result in unacceptable delays in reporting/audit requirements as well as likely result in additional cost and time to describe the asset control measures that are required to a new contractor that is not familiar with the locations, equipment, and software.
CompTech and its subcontractor partners have already demonstrated the ability to provide operational support to DLA and have the necessary resources and expertise to perform the additional work required by this modification. Awarding this work to CompTech will ensure a seamless transition and minimize disruptions to DLAs operations.

DLAs need for temporarily increased Desktop and Asset Management support to this DLA
Aviation site is a requirement that was unanticipated at time of award but is required for continued operational and SLA metrics purposes, competing and awarding to another contractor would result in unacceptable delays as well as likely result in additional cost and time to a new contractor that is not familiar with the building locations, equipment set up, and IT asset management procedures.

It is anticipated that the Government will use various price analysis techniques including, but not limited to (1) Comparison with competitive price lists in accordance with FAR 15.404-1(b)(2)(iv);
