About this file
This is a Justification for an Exception to Fair Opportunity document from the Defense Logistics Agency (DLA) Contracting Services Office in Philadelphia for two modifications to Task Order SP4709-24-F-0096 awarded to CompTech. The first modification adds a Computer Operator-Basic position at the Aviano, Italy site to replace a departing local national employee, with a performance period of February 3, 2025 - January 2, 2026, plus one 12-month option period through January 2, 2027.
The second modification adds a temporary Asset Management travel team to conduct physical inventories at DLA sites that were delayed due to pandemic restrictions. The team will perform inventories at all DLA offices, warehouses, and equipment storage areas, update asset information in ServiceNow, and provide status updates. Both modifications are being awarded sole source to CompTech under their existing J6 Enterprise Technology Services (JETS) IDIQ contract SP4709-17-D-0042, as they currently provide IT hardware and software services. The justification cites CompTech's demonstrated ability to provide operational support in the European region and states that introducing another vendor would cause unacceptable delays and risks. The modifications will have a performance period from March 3, 2025 - January 2, 2026, with the government planning to compete these requirements before options expire in January 2027.

SUPPLIES OR SERVICES IS MADE:
The Enterprise Service Delivery III task order was solicited as a competitive acquisition under the JETS contract vehicle. The circumstances leading to the need for this modification were unforeseen prior to solicitation and award. This sole source action is required before a new ESD competitive acquisition is awarded to oversee the delivery of critical operational support to the Aviano site, and ensure continuity of services and meet the needs of the DLA customers. To that end, the Government anticipates competing the follow-on to the current task order before all available options expire on January 2, 2027.
