Summary of All Updates to SP4708-15-R-0001 Resulting From
Amendment 00011, “Refresh No. 4”
NOTICE: Amendment 0011 (also referred to as “Refresh No. 3”) revises various portions of the solicitation, SP4708-15-R-0001, resulting in editorial changes and updated terms and conditions, as summarized within this document. This document is not intended to reflect all changes that were made to the solicitation, and all terms and conditions listed in the solicitation and its amendments take precedence over any statements made within this attachment.
1. All changes made by Amendments 0007, 0008, 0009 and 0010 have been incorporated.
2. PSC table updated to remove duplicate PSC codes and update Country of Origin Restrictions.
3. Paragraph A.6.3.1. within the section titled “Excluded Items”, acronym ACC corrected to
AAC.
4. Paragraph B.21 added to solicitation.
5. FAR 52.212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders—Commercial Items (MAR 2016) removed and replaced with FAR 52.212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders—Commercial Items (JUN 2016).
6. Subparagraph D.2.2.1.1 Requirements for EDI Set Up for DLA Contracts added to Paragraph D.2.2.1.
7. Paragraph D.3.3.1 updated with the following information: "Initial proposals are limited to 100,000 items, while any price updates and/or additions during the life of the contract are limited to 10,000 items per action."
8. Paragraph D.3.5.3.2 updated with the following information: "Additions and Price Updates that result in an escalation in price may only be submitted once every three months up to three times per annual period of performance, limited to 10,000 items."
9. Paragraph D.3.5.3.5 added to solicitation.
10. Paragraph D.5.6.3 added to solicitation.
11. Subparagraph (b)(4)(ii) updated with the following information: It is strongly recommended that contractors utilize the naming conventions of the World Trade Organization (https:// www.wto.org/ or https://www.wto.org/english/thewto_e/whatis_e/tif_e/org6_e.htm).
12. Subparagraph (b)(6)(x) has been updated with the following information: "Proposed annual price ceilings in excess of 10% will be considered in accordance with the EPA clause, paragraph (c)(3)."
13. Subparagraph (b)(10)(v) has been updated with the following information: "Any offer submitted prior to the completion of the 12-month period will be rejected."
14. All clauses and provisions have been updated to reflect the latest date of publication.
