About this file
This document is an information notice for an Industry Day event hosted by the Defense Logistics Agency (DLA) on April 9, 2024 regarding an upcoming contracting opportunity for Building Control Systems (BCS) and Utility Control Systems (UCS) maintenance and life cycle management services.
The event will provide details on DLA's planned enterprise-wide solicitations for six equipment groupings, including Electric Vehicle Support Equipment, Water Systems, Electrical & Lighting Systems, HVAC/Building Automation/Utility Metering, Elevator Systems, and Electrical Distribution. These contracts will likely be awarded as Indefinite Delivery Indefinite Quantity (IDIQ) vehicles to support routine maintenance and ad-hoc repair work across five DLA host locations. A key focus of this contracting effort will be integrating cybersecurity requirements throughout the life cycle management of these OT assets. The industry day will offer networking opportunities for OT maintenance firms to connect with cybersecurity service providers. Registration is required, with a limit of two in-person attendees per vendor. Virtual participation will be available for the main sessions. Separate sources sought notices have been posted for Elevator Systems and Electric Vehicle Support Equipment.

DEFENSE LOGISTICS AGENCY
CONTRACTING SERVICES OFFICE
8725 JOHN J. KINGMAN ROAD
FORT BELVOIR, VIRGINIA 22060
DLA OT Pillar Equipment Life Cycle Management Cyber Security Industry Day 9 April 2024
1. Background
a. The Defense Logistics Agency (DLA) is a United States (U.S.) Department of Defense (DoD) agency providing worldwide logistics support to the missions of the Military Departments and the Combatant Commands.
b. DLA is planning on issuing separate enterprise-wide solicitations in support of the following six groupings of Building Control Systems (BCS) and Utility Control Systems (UCS) requirements:
· Electric Vehicle Support Equipment (EVSE)
· Water Systems (Potable, Sewer/ Waste)
· Electrical & Lighting Systems (Building)
· HVAC + Building Automation Systems + Utility Metering Systems
· Elevator Systems
· Electrical Distribution (Site)
2. The above equipment is located at one or more of the following DLA Host Locations:
· DLA Headquarters Complex, Fort Belvoir, VA (HQC)
· Defense Supply Center Columbus, OH (DSCC)
· DLA Troop Support at Philadelphia, PA
· Defense Supply Center Richmond, VA (DSCR)
· DLA Distribution Depot, San Joaquin, CA (DDJC)
a. These regular/preventive maintenance and repair contracts will most likely be awarded as Indefinite Delivery Indefinite Quantity (IDIQ) contracts in support of known routine maintenance work as well as unknown Ad-Hoc work.
b. This new Enterprise approach to BCS/UCS allows for the appropriate level of DoD-required cybersecurity measures to be integrated into and throughout the planning, design, construction, renovation, and repair of new and existing BCS UCS systems.
Therefore, as part of the above requirements, there will be a significant life cycle management cyber security component.
c. To assist Industry in understanding and meeting compliance with this renewed Life Cycle Management Cyber Security requirement, DLA will be hosting a one-day OT Pillar Life Cycle Management Cyber Security Industry Day on Tuesday April 9, 2024, at the Embassy Suites Hotel in Springfield, Va. (8100 Loisdale Road, Springfield, VA 22150, (571)339-2000). Embassy Suites Springfield - Springfield VA Hotels (hilton.com).
d. This event will provide important and significant information to all contractors interested in working with DoD/DLA in providing maintenance, Life Cycle management and cyber security services to DLA’S extensive OT assets throughout its 5 main locations and potentially other CONUS/OCONUS locations.
e. Those invited to the Industry Day will not only include the OT maintenance firms, but also firms providing the cyber security services that are now required for most if not all DLA contracts. Therefore, there will not only be an extensive knowledge transfer on Cyber Security requirements, but there will be multiple networking opportunities for OT maintenance firms to discuss possible relationships with cyber security focused firms.
f. Information on the specific Cyber Security requirements can be found in Attachment (1).
