About this file
This is a Questions and Answers amendment to a federal solicitation for Goose Hazard Management Services. The solicitation number is SP4705-26-Q-0002, with a quote submission deadline of 12:00pm EDT, May 13, 2026. This is a follow-on requirement for existing services, with the incumbent contractor being DOUBLE D GOOSE CONTROL LLC under contract number SP4705-21-C-0004.
The amendment addresses three industry questions regarding service requirements. The contractor must maintain a minimum of one working dog with a fully trained handler responsible for the animal's care and work. While no specific dog breed or training certification is mandated, vendors must demonstrate a minimum of three years of experience utilizing working dogs for wildlife harassment. The contractor must provide coverage capability seven days per week, 52 weeks per year, from sunrise to sunset, with the exact visit frequency to be proposed by the vendor in their Goose Hazard Management Plan. Historical data from 2016 to 2020 indicates 2-3 scheduled visits per day during peak months and 1-2 visits per day during off-peak months. The performance standard requires satisfactory achievement of three or fewer goose sightings per week, with specific performance metrics outlined in the Quality Assurance Surveillance Plan (QASP).

QUESTIONS AND ANSWERS
Q1. Are there specific dog breed or training certification requirements (e.g., Border Collie, USDA Wildlife Services trained) outlined in the PWS?
A1. No. The PWS does not specify a required dog breed or mandate a specific training certification. However, per PWS Section 2.1.2, the Contractor must have a minimum of one (1) working dog, and the handler must be "fully trained and fully responsible for working and caring for the dog." Additionally, per the Instructions to Quoters, the vendor must demonstrate a minimum of three (3) years of experience utilizing working dogs for wildlife harassment as part of their technical submission. The proposed dog(s) and handler(s) must be capable of meeting the performance standards outlined in the QASP (Section 3).
Q2. What is the estimated frequency of service visits per week or month during the primary goose season?
A2. The exact frequency of visits is to be proposed by the vendor in their required "Goose Hazard Management Plan" to ensure they meet the satisfactory performance standard of three (3) or fewer geese sightings per week (PWS Section 3.3). However, per PWS Section 2.1.2, the Contractor must provide coverage capability seven (7) days each week, 52 weeks per year, from sunrise to sunset. For estimating purposes, please refer to PWS Section 12: Historical Data, which notes that from 2016 to 2020, there were an average of 2-3 scheduled visits per day during peak months, and 1-2 scheduled visits per day during off-peak months.
Q3. We would like to know if this is a brand new contract OR if there is (was) an incumbent performing these services. If not brand new, could you please provide the current / previous contract number?
A3. This is a follow-on requirement for an existing service. The incumbent contractor is DOUBLE D GOOSE CONTROL LLC, performing under contract number SP4705-21-C- 0004.
