SOW EZ-Pass Transponder Procurement

Defense Logistics Agency Installation Support

Procurement of E-ZPass Toll Transponders

STATEMENT OF WORK

1.0 INTRODUCTION:

1.1 The Defense Logistics Agency (DLA) is an agency of the Office of the Secretary of Defense within the United States Department of Defense (DoD). The DLA Director reports to the Under-Secretary of Defense for Acquisition, Technology and Logistics through the Deputy Under-Secretary of Defense (Logistics and Materiel Readiness). DLA provides worldwide logistics support for the missions of the Military Departments and the Unified Combatant Commands under conditions of peace and war. It also provides support to other DoD Components and certain federal agencies, foreign Governments, international organizations, and others authorized.

1.2 DLA Employs more than 25,500 civilian and military employees and operates in 48 states and 28 countries. DLA operates nearly 1,500 vehicles assigned to both individuals and a motor pool within the United States. In order to increase work efficiency by using dedicated E-ZPass lanes, DLA is developing requirements to add E-ZPass as a new feature to our GSA and Agency owned Fleets.

1.3 E-ZPass. E-ZPass is an electronic toll collection (ETC) system that allows you to prepay your tolls, eliminating the need to stop at the toll plaza. The system has three components: a toll transponder, which is placed inside your vehicle; an overhead antenna, which reads the toll transponder and collects the toll; and video cameras to identify toll evaders.

The E-ZPass system tracks your usage and account balance. A monthly or quarterly statement itemizing your toll use and account balance will be sent to you through the mail or emailed to you. You may also check your account balance using contractor’s established automated telephone systems. In addition, a toll fare display at the lane will display messages, such as "low balance", when your account reaches a pre-set threshold.

2.0 REQUIREMENTS:

2.1 Objective. To develop an enterprise-wide agency contract that will provide DLA employees accessibility to the E-ZPass transponders for use during Government related local travel, and in high occupancy vehicle lanes and toll roads.

2.2 General Requirements. DLA has a total of one-hundred fifty-six (156) vehicles that will assign vehicle tag numbers to one hundred and three (103) toll transponders. This will allow the transponders to be assigned to different vehicles registered to DLA for use by employees who operate vehicle throughout the eastern corridor that require toll collection for their local travel. The transponders will be used by DLA employees for approved local travel duties. Each DLA Organization that is assigned under this contract will record, and monitor use of the transponders by the DLA employees. DLA will require monthly reports from Virginia Department of Transportation, E-ZPass office regarding the use, monetary balance, and status of the transponders for each account. Once the contract has been awarded and the proper paperwork completed, VDOT will create an account and six (6) sub-accounts to allow the Government to make manual payments to the account(s) for transponder usage. The Government will access the account through VDOT website, http://www.ezpassva.com/Default.aspx, to monitor and track funds.

Each DLA Organization (six) will record and monitor use of the transponders by the DLA employees. The DLA Organizations will require access to view account status from the Department of Transportation (DOT). Once a contract has been awarded and the proper paperwork has been completed, DOT/E-ZPass provider will create six (6) sub-accounts for each DLA Organization to view usage. When the funds are low, the COR, will request and invoice from VDOT POC and at that time DLA shall get the necessary approvals for using the purchase cards. The card information is not stored on VDOT’s data base and will not be automatically charged at any time.

Contract is for the base year with (4) option periods of 1 year each. This contract has the flexibility to add additional funding on CLINs 1001, 2001, 3001, 4001 if the Government is getting low during the Period of Performance.

It is the intention of the Government to contract with a DOT/E-ZPass provider for 1 base year with 4 Option periods. The following Contract Line Item Numbers (CLINs) shall be utilized. CLIN 0001 is to be funded at $55,000.00 to cover the estimated annual cost for usage of the Transponders. CLIN 0002 shall pay for four (4) additional Transponders at a fee of $35.00 per vehicle will total $140.00, which will go on the transponder for usage.

At the end of option period 4, unless a new contract is established, the DOT/E-ZPass provider will refund the Government the amount remaining in the established E-ZPass account along with the deposit for the transponders. The Government understands that the transponders must be returned before the deposit can be refunded.
