This justification and approval authorizes and approves the issuance of a sole-source contract award to purchase brand name Avid hardware and training in support of the DLA Public Affairs office at Fort Belvoir, VA. 3. A DESCRIPTION OF THE SUPPLIES OR SERVICES REQUIRED TO MEET THE
AGENCY’S NEEDS/ESTIMATED DOLLAR AMOUNT.
Under contract SP4705-09-F-0054, DLA DP had previously requested personnel, equipment, supplies, facilities, training, transportation, tools, materials, supervision, and other items and non-personal services necessary to install and deliver the video editing system. video facility is 10-years-old and failing. The equipment is located in the DLA Public Affairs video production facility in DLA HQ.
It is critical to acquire the Avid system for the system upgrade. If another system is purchased there is no guarantee it will interact with DLA’s media asset management system or that current production data can easily be transferred or accessed. A system from another vendor would require an overhaul of the video production facility to include (but not limited to): three new video editing systems, training for all personnel on new video editing systems, and an engineer to realign the facility. Workflow would be significantly disrupted as the facility is overhauled and personnel learn the new systems. The video team supports the Director, all of the J codes, and DLA field offices with live events and informational productions.

Because complexities of the systems, awarding to any other source would result in both substantial duplication of cost to the Government that is not expected to be recovered through completion and unacceptable delays in fulfilling the agency’s requirements.
