Task 3.1, Transition-In, is to assist the Contractor in identifying the items that need to be accomplished/completed before contract commencement in order for the successful contractor to properly perform the required services. C. Section L – Instructions, conditions, and notices to offerors or respondents
Addendum to 52.212-1(b) Submission of offers is amended as follows:
To allow offerors the maximum amount of time to submit proposals, offerors shall submit proposals only electronically via email to Ronald.Fairley@dla.mil by 3:00 pm Eastern Daylight Time on June 8, 2018. The maximum size of an email to be received by a dla.mil email address is set to 15 MB. Government will not accept proposals submitted via hard copies, facsimile, CDs and flash drives.
Offerors shall submit any questions via email to Ronald.Fairley@dla.mil by 3:00 pm Eastern Daylight Time on May 9, 2018, to allow time to publish any questions and answers before the closing date. NO PHONE CALLS WILL BE ACCEPTED.
Offerors shall submit proposals in the same format, as stated below. Using the same format allows for uniformity in the evaluation process and ensures full consideration of each proposal.
Failure to follow these instructions may result in rejection of the proposal without evaluation.
Offerors shall submit proposals by providing a cover sheet and four volumes as follows: Volume I – Combined Technical/Risk (non-price), Volume II – Past Performance (non-price), Volume III
– Price, and Volume IV – Contract Documentation. Responses shall not reference data in another volume.
Offerors shall submit proposals using Microsoft software Windows 98 or newer version. Text shall be single-spaced in portrait format using a font size of 11 point Times New Roman with 1-inch margins all around, and formatted for 8.5'' x 11'' inch paper. Landscape pages may be used only for tables not for pages of text. Paper size of 8.5” x 14” may be used for tables.
Font size of 10 point Times New Roman may be used for tables and header and footer information. Offerors shall only submit tables that are provided in Section B – Supplies or services and prices/cost, Section C – Performance Work Statement, and Section L - Instructions, conditions, and notices to offerors or respondents. Offerors shall submit all tables in Read-Only format in Microsoft Excel. Offerors shall not alter or hardwire cell inputs. Cells should reflect actual inputs, calculations or references. Offerors shall not include any graphs or charts in the proposal.
SP4705-18-R-0121 Page 3 of 8 Amendment 0003
All pages must include a footer providing the offeror’s name, volume name with page number as “Page X of X” and marked “Source Selection Information – See FAR 2.101 and 3.104.”
Information deemed by the offeror to be proprietary shall be clearly marked as proprietary information. Proposals submitted will not be returned.
Scanned documents incorporated into an Offeror's proposal shall be split into multiple files so that each individual file is no more than 4MB. If multiple files are required for a given volume, offerors shall organize their electronic submission so that each volume is contained in a separate directory.
The proposal shall be clear and concise, and shall include sufficient detail for effective evaluation and for substantiating the validity of stated claims. The proposal shall not simply restate or rephrase the Government’s requirements, but rather provide a convincing rationale explaining how the offeror intends to meet these requirements. Offerors shall assume that the Government has no prior knowledge of offeror’s facilities and experience, and will base its evaluation exclusively on the merits and content of the information presented in offeror’s proposal. The only exception is that the Government reserves the right to evaluate relevant past performance that is not included in offeror’s proposal.

SECTION 1 – INTRODUCTION
1.1 Vision
The vision is to provide superior quality support to the Defense Logistics Agency (DLA) Headquarters (HQ) Staff, the Installation Management (DM) Facilities & Equipment (I) HQ Staff, the Installation Operations (DF) Site Staff, and stakeholders in maximizing real property (RP) and plant maintenance performance in an SAP environment.
1.2 Mission
The DLA provides worldwide logistical support to the Department of Defense (DoD), operating from facilities in the United States and overseas. These facilities include distribution centers, warehouses, administrative space, industrial plants, and fuel storage, transmission, and dispensing systems. The DM-I, a Directorate within the DLA HQ, provides RP and personal property mission support regarding the life cycle management of Plant, Property, & Equipment (PP&E) for all DF field sites. DM-I is responsible for developing overarching policy, guidance, procedures, and reporting requirements; providing oversight and assistance; evaluating resource requirements; developing Program Budget Review and budget formulation recommendations; and providing budget resource allocation and execution recommendations for the sites. The DLA uses the Enterprise Business System (EBS), and other automated tools, for RP facility management and plant maintenance.
1.3 Background on Support
This Performance Work Statement (PWS) describes the work required to provide analytical, operational, and technical assistance to support the DLA Enterprise. This support shall be coordinated through the DM-I Facilities Sustainment & Equipment (DM-IS) Division. The Contractor (for purposes of this PWS, the term “Contractor” shall refer to the prime contractor performing work under this PWS) will provide personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and non-personal services as defined in this PWS.
1.4 Objective
The objective of this PWS is to obtain support for comprehensive RP functions. The Government intends to improve the support delivered to enterprise managers and customers in sustaining, auditing, accounting, and reporting on the Sustainment, Restoration and Modernization (SRM) program, EBS, and the RPI (Real Property Inventory).
1.5 Scope
The scope of the technical and functional support to DM-IS requires the Contractor to have extensive recent experience in RP (warehousing and fuel) infrastructure and management policies, RP systems and applications, facilities surveying, condition assessment and modeling. The Contractor shall provide Comprehensive Real Property Support services as described in Section 3 – Performance Requirement to the sites listed in paragraphs 1.6 below.
1.6 Real Property Support Sites
Under the provisions of this PWS, the RP occupied by DLA HQ and the DLA MSCs are listed below.
Contractor shall not enter a DLA site or begin service until the Contractor has obtained full concurrence from DM-I. It is the Contractor’s responsibility to coordinate with the applicable DF Site Directors, DLA Major Subordinate Commands (MSCs), installation/site personnel, Service RP personnel, Facility Managers, Installation Level Support Engineers, and Service HQ/MAJCOM or other government representatives. Responsible Government personnel names and contact information will be provided to the Contractor by the COR or Government Project Managers.
