the effectiveness of both the CoL and the ASCP. Therefore, logically separating the CoL support from the ASCP task order is not feasible nor is it in the government’s best interests as it is more resource effective and efficient to maintain support through one vendor.
(5) Determination by the ordering activity contracting officer that the order represents the best value consistent with FAR 8.404(d):
The Contracting Officer determines the anticipated cost to the government will be fair and reasonable and the resulting order represents the best value to the government by comparing quoted prices to the government’s estimate, prices obtained through market research for the same or similar items, historical prices paid for the same or similar services, and/or another methodology.
(6) Description of the market research conducted:
In November 2024, a program official looked at other contracting solutions, including DLA’s Strategic Transformation and Enterprise Project Support (STEPS) services Blanket Purchase Agreements. Based on the review of the STEPS BPA holders’ services and other contracting solutions, further discussions were held between the program officials regarding the potential for issues if a vendor other than Deloitte was used for this CoL effort, given the aforementioned level of work and deliverables Deloitte has already provided that are inextricably linked to the CoL, and the determination made that it was in the best interest of the government to add the CoL support to the ASCP task order through a modification.
(7) Other facts supporting the use of other than full and open competition:
None applicable.
(8) Statement of the actions, if any, the agency may take to remove or overcome any barriers that led to the restricted consideration before any subsequent acquisition for the supplies or services is made:
Market research will be conducted for any additional follow-on requirements, if required, to determine if other sources exist and requirements may be competed. If another potential source emerges, DLA will assess whether competition for future requirements is feasible.
