About this file
This document is a Limited/Sole Source Justification (LSJ) related to a federal contract opportunity for FIAR Data Team Support Services. The LSJ states that the incumbent contractor, KPMG, is the only viable option to continue providing these services due to their prior experience, knowledge of DLA data and processes, and quality of previously delivered services. The services required include report documentation, data visualization creation and maintenance, Big Data reports and reconciliations, and support for WMS transaction matching and traceability to comply with the Federal Financial Management Improvement Act (FFMIA) of 1996. The contract is being extended for up to 6 months from July 5, 2024, to December 5, 2024, to allow for a transition to a new FIAR SDVOSB vendor under the existing GSA schedule contract. The contracting officer has determined the pricing to be fair and reasonable.

DLA Finance operational business processes are automated, improving efficiency and effectiveness, under controls and produce accurate, reliable, and supportable transactional information.
DLA financial system(s)is (are) re-engineered to satisfy Federal Financial Management Improvement
Act (FFMIA) of 1996 requirements.
DLA financial system(s) is (are) under control and able to produce audited financial statements.
DLA financial systems, data and processes is (are) in substantial compliance with Generally Accepted Accounting Principles (GAAP), The Statement of Financial Accounting Standards (SFAS)/Statement of Financial Concepts (SFFAC), Office of Management and Budget (OMB), United States Government Accountability Office (GAO) and other Federal laws, such as The Department of Defense (DoD) and DLA laws, regulations, and policies
(3) Description of the supplies or services required to meet the agency’s needs (including the estimated value):
Due to the aggressive schedule for business transformation and audit roadmap, significant experience with DLA people, processes and technology make the incumbent the only viable partner to provide the services that meet the agency’s needs. To meet the agency’s needs requires the continuation of turn-key support to transition data & analytics and reporting outputs to enduring DLA-owned tools and technology.
A. Report Documentation
The CONTRACTOR shall define, document, and maintain procedures to build reports and analytics using SAS/SAS VIYA, CLOUDERA(CDSW), DoD Advana, SAP, and other DLA systems according to FIAR and DLA guidance.
B. Data Visualization Creation and Maintenance The CONTRACTOR shall create and maintain data visualizations in tools like Qlik, PowerBI, Tableau, or other DLA systems as needed by DLA. These visualizations will use internal or external (to SAS) data. The CONTRACTOR shall update or fix visualizations as reported by DLA or other sources.
C. BIG DATA Reports & Reconciliations – IRFM (IRF DFW to SAS/QLIK) The CONTRACTOR shall provide support the inventory framework transition from the DLA Financial Website to SAS VIYA/CLOUDERA & Qlik. The CONTRACTOR shall encode, test, operationalize and sustain Inventory reconciliations and reports. The contractor must have the skill set to encode SAS/ SAS VIYA and/or CLOUDERA/Advana/CDSW python scripts and execute SAS programs to process large data sets and generate final reports. The CONTRACTOR shall maintain or update existing SAS/Python code and will encode SQL [Oracle] into SAS/Python scripts, when required. The CONTRACTOR shall update or fix SAS/Python scripts, outputs or final reports as reported by DLA or other sources.
DSS-to-WMS Transformation
D. WMS Cut-Over Support for BIG DATA & Reconciliations and Transaction traceability
[WMS] Schedule permitting, the CONTRACTOR shall provide support to perform Inventory reconciliations for WMS cutovers (migration on Inventory from DSS to WMS). These reconciliations are performed in SAS both before(pre) and after(post) the inventory is moved from DSS to WMS, at a given plant. These reconciliations are performed during off hours. This includes coding, executing, monitoring SAS programs and providing final output to DLA.
Federal Financial Management Improvement Act (FFMIA) of 1996 Compliance
E. Plan-to-Stock(P2S) WMS Transaction matching and traceability The CONTRACTOR shall support innovation for WMS transaction matching and traceability to comply with Federal Financial Management Improvement Act (FFMIA).
Exercising the option to extend services under the authority of FAR 52.217-8 will allow J8 to extend the term of this task order, GS-00F-275CA / SP4704-23-F-0017 P0003, up to six (6) months as follows:
July 5, 2024 – December 5, 2024, with an estimated value of . This six-month period would include a transition period for knowledge transfer to the new FIAR SDVOSB vendor.
(4) Authority and supporting rational and, if applicable, a demonstration of the proposed contractor's unique qualifications to provide the required supply or service:
Pursuant to FAR 8.405-6(a)(1)(i)(B), only one source is capable of providing the services required at the level of quality required because the services are unique or highly specialized. Due to KPMG’s prior experience with DLA Finance, knowledge of DLA data and J8 processes and quality of prior delivered services from past task orders any other alternative may severely compromise our mission objectives.
KPMG is the only viable approach at this time for this relatively short-term contract extension in order to prevent a lapse in service through the transition to a new vendor. Any alternative vendor other than KPMG would have a very significant ramp up time which would result in a lapse in critical FIAR support services. Since KPMG has provided FIAR support services exclusively to DLA over the preceding years, only KPMG has the requisite knowledge of the unique requirements to satisfy the agency’s needs within the specified timeframe while a new TO is competed under the FIAR SDVOSB BPAs.
(5) Determination by the ordering activity contracting officer that the order represents the best value consistent with FAR 8.404(d):
The Contracting Officer determines the anticipated cost to the government will be fair and reasonable, and that the resulting order represents the best value to the Government, by comparing proposed prices to historical prices paid for the same or similar supplies/services and/or comparison of proposed prices with independent government cost estimates.
(6) Description of the market research conducted among schedule holders and the results, or a statement of the reason market research was not conducted:
Market research was not conducted as the extension of services under FAR Clause 52.217-8 will be exercised utilizing existing contract rates from the prevailing task orders.
(7) Other facts supporting the use of other than full and open competition:
All previous task orders for these same or similar services were issued to the incumbent competitively under the previous FIAR BPAs and most recently against the GSA schedule GS-00F-275CA / SP4704-
23-F-0017 P0003. The Government intends to compete the follow on requirement under the FIAR SDVOSB BPAs with a start date on/about October 5, 2024.
(8) Statement of the actions, if any, the agency may take to remove or overcome any barriers that led to the restricted consideration before any subsequent acquisition for the supplies or services is made:
DLA has and continues to exercise competition as often as possible and is required to conduct ongoing reviews to keep abreast of new solutions, both in industry and in the Government, as a continuing effort within DLA. DLA uses a variety of vendors and contracts to fulfill its requirements and will continue its practice of surveying the market to ensure full and open competition.
