About this file

This is a Questions and Answers (Q&A) Matrix document for solicitation SP4703-26-Q-0043, the Defense Supply Center of Richmond (DSCR) HVAC Packaging Unit Replacement project. The matrix addresses nine key inquiries from prospective contractors regarding the scope and technical requirements of replacing a 20-ton indoor package unit with a heat pump system. Critical clarifications include: the existing Honeywell control system will be maintained by the installation; all available building diagrams will be provided post-award; temporary heating and cooling are required as the space remains occupied during replacement; existing refrigerant piping may be reused if in good condition; no economizer or mixing box is needed; and the contractor must determine the appropriate electric heat kit size and confirm it via submittal. Concrete repair photos referenced in the Statement of Work have been uploaded to SAM.gov, and the contractor retains responsibility for determining whether additional engineering details are necessary to complete the scope of work.
