About this file
This document is a Justification and Approval (J&A) for Other Than Full and Open Competition from the Defense Logistics Agency (DLA) Aviation. The document details a request to execute a 2-month contract extension for support services at the DLA Aviation Supplier Operations (FA/FM) offices. The performance work statement (PWS) requires the contractor to inventory and categorize DLA Aviation delinquent contracts, research and resolve post award workload, conduct intra and extra-agency coordination, participate in internal and external meetings, and serve as a proactive "Think Tank" to identify process and procedure improvements.
The contract period of performance is from January 15, 2025 to January 14, 2026, with a two-month extension being requested. The acquisition is being conducted on a limited source basis under FAR 6.302-5(b)(4) for sole source awards under the 8(a) Program. Minimal market research was conducted due to the 12-month performance period and direct award under the 8(a) program. DLA has no current plans to compete future contacts for these types of services, but will assess competition if another potential source emerges.
