About this file

This document is a source selection document for a sole source contract award to Motorola for the relocation of existing radio equipment. The Defense Logistics Agency plans to award a sole source contract to Motorola for relocating radio equipment from building 201 to building 41 due to Motorola being the original equipment manufacturer and warranty requirements. The contract officer determined the cost to the government would be fair and reasonable based on historical pricing. Market research was not conducted since no other company could provide the warranty on the existing Motorola equipment. The agency does not currently plan to compete future similar requirements but will assess competition if another potential source emerges.

CUI SOURCE SELECTION INFORMATION – SEE FAR 2.101 AND 3.104

(4) Identification of statutory authority permitting other than full and open competition:

FAR 13.106-1(b)(1)(i) – Soliciting from a Single Source.

(5) Demonstration that the proposed contractor’s unique qualifications or the nature of the acquisition requires use of the authority cited:

Motorola is the original equipment manufacturer that provided and install the existing equipment. Therefore, Motorola is the only company qualified to relocate the radio equipment and not void the current warranty on the equipment.

(6) Description of efforts made to ensure that offers are solicited from as many potential sources as is practicable, including whether a notice was or will be publicized as required by Subpart 5.2 and, if not, which exception under 5.202 applies:

Not applicable.

(7) A determination by the Contracting Officer that the anticipated cost to the Government will be fair and reasonable:

The Contracting Officer determines the anticipated cost to the government will be fair and reasonable, and that the resulting contract represents the best value to the Government, by comparing proposed prices to historical prices paid for the same or similar supplies/services.

(8) Description of market research conducted and results or a statement of the reason market research was not conducted:

Market research was not conducted as no other brand company will be able to provide this service as warranty of equipment is with Motorola.

(9) Other facts supporting the use of other than full and open competition:

None.

(10) Listing of sources that expressed, in writing, an interest in the acquisition:

Not Applicable.

(11) Actions, if any, the agency will take to remove or overcome any barriers to competition before any subsequent acquisition for the supplies or services required:

For the reasons set forth in Paragraph 5, DLA has no plans at this time to compete future contacts for the types of services covered by this document. If another potential source emerges, DLA will assess whether competition for future requirements is feasible.
