Combined Synopsis/Solicitation

This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in FAR Subpart 12.6, using Simplified Acquisition Procedures for commercial items found at FAR Part 13, as supplemented with additional information included in this notice. The solicitation number SP4703-22-Q-0001 is issued as a request for quote (RFQ). The resulting contract will be a firm-fixed price IDPO type award with one base year. The contract length is expected to last one year or until funding is exhausted. This acquisition is set-aside for 100% small businesses. The North American Industry Classification System (NAICS) Code is 238990 (Specialty Trade Work). The small business size standard is $16.5M. Department of Labor Wage Determination based on location of the service provided (Chesterfield County, VA). Partial proposals will not be accepted.
For an offer to be considered for award, the contractor must be within a commutable driving distance to the DSCR facility. A 120-mile radius from DSCR is considered the commutable radius. Exceptions to this rule include companies outside of the 120-mile radius that have completed door contracts with DLA at DSCR in the last three years with no performance issues.
1. SCOPE
This scope outlines all services and items that the contractor shall provide upon notification from the government representative. The contractor is obligated to have trained personnel available to respond to Defense Supply Center Richmond the next business day after notification to evaluate the work requested.
2. BACKGROUND
Defense Supply Center Richmond facility maintenance branch does not have qualified/trained personnel and or equipment for the tasks outlined in this scope of work.
3. OBJECTIVES
The objective of this project is to obtain an Indefinite Delivery Purchase Order (IDPO) to provide timely services, repairs, material, parts, labor, etc. to perform various door/frame repairs and/or replacement around the installation ensuring all doors worked on are inspected and fully functional as defined below.

Proposals are due on December 17, 2021, 5:00 PM, EST.
The points of contact (POC) for this requirement are Brandon Jump (brandon.jump@dla.mil).
Reference Attachment 1 - Statement of Work (SOW) for additional work scope and details.
Pricing to be completed on Attachment 3 – Pricing Spreadsheet. Door prices shall be quoted as the installed price. A row for labor rate is listed below that will be used for smaller repairs in lieu of complete door replacements.
This IDPO is being awarded as a one-year contract as a result of industry feedback regarding inflation and supply chain concerns. As such, the determination of the successful LPTA offer will be based on the initial door requirement that we currently have on center, which is four door replacements. The price for those replacements, along with the labor rate for door repairs, will be used to determine the successful awardee. From there, other door repairs and replacements are expected to arise during the Period of Performance of the contract. Currently, twelve other doors have been identified that may need replacement of repair. Replacements that come up after these initial four will be quoted by the contractor as they arise, rather than locked annual pricing.
Section 6 of the SOW, page 5, details the four doors that need replacement. They are:
Building 44 door 009 (rollup) approximately 16’X14’ Building 12 door B12CFD4 (rollup) class A 3-hour fire rated approximately 12’X12’ Building 8 C bay main door (personnel) single door, no light Building 14A South end door (personnel) singledoor with side light

As prescribed in 16.506(b), insert a clause substantially the same as follows:

As prescribed in 16.506(e), insert the following clause:

52.219-6 NOTICE OF TOTAL SMALL BUSINESS SET-ASIDE (DEVIATION 2020-O0008) (OCT 2020) FAR
(a) Definition. “Small business concern,” as used in this clause, means a concern, including its affiliates, that is independently owned and operated, not dominant in the field of operation in which it is bidding on Government contracts, and qualified as a small business under the size standards in this solicitation.
(b) Applicability. This clause applies only to --
(1) Contracts that have been totally set aside for small business concerns; and
(2) Orders set aside for small business concerns under multiple-award contracts as described in 8.405-5 and 16.505(b)(2)(i)(F).

52.219-28 POST AWARD SMALL BUSINESS PROGRAM REREPRESENTATION (SEP 2021) FAR
(a) Definitions. As used in this clause --
Long-term contract means a contract of more than five years in duration, including options. However, the term does not include contracts that exceed five years in duration because the period of performance has been extended for a cumulative period not to exceed six months under the clause at 52.217-8, Option to Extend Services, or other appropriate authority.
Small business concern --
(1) Means a concern, including its affiliates, that is independently owned and operated, not dominant in the field of operation in which it is bidding on Government contracts, and qualified as a small business under the criteria in 13 CFR part 121 and the size standard in paragraph (d) of this clause. Such a concern is ``not dominant in its field of operation'' when it does not exercise a controlling or major influence on a national basis in a kind of business activity in which a number of business concerns are primarily engaged. In determining whether dominance exists, consideration shall be given to all appropriate factors, including volume of business, number of employees, financial resources, competitive status or position, ownership or control of materials, processes, patents, license agreements, facilities, sales territory, and nature of business activity.
(2) Affiliates, as used in this definition, means business concerns, one of whom directly or indirectly controls or has the power to control the others, or a third party or parties control or have the power to control the others. In determining whether affiliation exists, consideration is given to all appropriate factors including common ownership, common management, and contractual relationships. SBA determines affiliation based on the factors set forth at 13 CFR 121.103.
(b) If the Contractor represented that it was any of the small business concerns identified in 19.000(a)(3) prior to award of this contract, the Contractor shall rerepresent its size and socioeconomic status according to paragraph (f) of this clause or, if applicable, paragraph (h) of this clause, upon occurrence of any of the following:
