About this file
This document is a Justification and Approval (J&A) for Other Than Full and Open Competition to support the Electronic Security Systems (ESS) Global Facilities Management System (GFMS) Maintenance and Sustainment Services at the Defense Supply Center Richmond (DSCR) in Virginia. The requirement is to replace existing Closed-Circuit Television (CCTV) software that has reached end of life, with the additional support required estimated at . The contracting activity is the DLA Contracting Services Office - Richmond, and the statutory authority cited is FAR 6.302-1(a)(2)(iii)(B) for only one responsible source. The current ESS Maintenance Contract (# SP4703-22-C-0010) will be modified to include this CCTV software replacement effort, which is estimated to cost less than a dedicated contract would. The contracting officer has determined the anticipated cost will be fair and reasonable.

DEFENSE LOGISTICS AGENCY
HEADQUARTERS
8725 JOHN J. KINGMAN ROAD
FORT BELVOIR, VIRGINIA 22060-6221
Justification for other than Full and Open Competition
(1) Identification of the Agency and contracting activity:
Requiring Agency: DLA Installation Management – Richmond Contracting Activity: DLA Contracting Services Office – Richmond
(2) Nature and/or description of the action being approved:
The action being requested is approval for a Justification and Approval for Other Than Full and Open Competition in support of the Electronic Security Systems (ESS) Global Facilities Management System (GFMS) Maintenance and Sustainment Services at the Defense Supply Center Richmond (DSCR) in Virginia.
(3) Description of the supplies or services required to meet the Agency’s needs (including the estimated value):
DLA Installation Management (DM) at Richmond has a requirement to replace existing Closed-Circuit Television (CCTV) software. This effort includes application software (SW), which will replace the existing system/software that has reached end of life (EOL), as of March 2023. This will be a modification to the existing contact to purchase existing SW and the camera licenses for the system.
The additional support required to replace software is in the estimated value of
(4) Identification of statutory authority permitting other than full and open competition:
This requirement is being pursued in accordance with Federal Acquisition Regulation (FAR) 6.302-1(a)(2)(iii)(B) only one responsible source and no other supplies or services will satisfy agency requirements. This requirement must be met in accordance with the policies and laws and with the time constraint; seeking other sources will result in unacceptable delays in fulfilling the agency’s requirements. The additional work is associated with the requirement of the existing contract and can therefore be considered an increase in scope.
(5) Demonstration that the proposed contractor’s unique qualifications or the nature of the acquisition requires use of the authority cited:
DLA Installation Management (DM) maintains a presence at each DLA locations for the life, health, and safety systems including Electronic Security Systems (ESS). DM serves as the functional proponent for all ESS requirements, policy, and procedures. In support
SP470322C0010
of DM, DLA Information Operations Enterprise Capabilities Portfolio (J62B) executes program and technology management responsibility for ESS. ESS encompasses Intrusion Detection Systems (IDS), Access Control Systems (ACS), Closed Circuit Television (CCTV) systems, Electronic Key Control (EKC) Systems, intercoms and other alert type systems for DLA facilities, personnel, and property resources, providing Enterprise-wide policy, program, and worldwide operational support for DLA’s Integrated Electronic Security System (ESS).
Replacement of existing CCTV software is essential to the mission because specifications required do not currently allow the servers to be added to the DLA domain infrastructure.
By not residing on the DLA domain, the existing system configuration creates numerous Cyber Security, system management, and contract labor complications. Once the replacement server hardware (HW) is in place (already purchased), the CCTV system can be added to the DLA domain infrastructure, the Cyber Security, system management, and contract labor support complications will be reduced and/or eliminated outright. The new DLA network configured server HW would also allow the contractor to have the capability to respond to requests for assistance more rapidly and efficiently.
It has been determined that the current SW products will reach End of Life (EOL) and lose all support at a ‘to be determined’ future date. DSCR S&ES is leveraging EOL notice, combined with the existing system’s known limitations and constraints, to plan and execute a SW migration. Conducting this SW migration now will allow for the resolution of existing camera license deficiencies, avoid a potential break in support for CCTV SW, and to enable the CCTV system’s ability to capture and store video in accordance with DOD and DLA policy.
By utilizing the current ESS Maintenance Contract (# SP4703-22-C-0010) for the CCTV system HW lifecycle replacement and SW migration, DLA will save at least by avoiding duplicative DOD Cyber Security language and personnel security requirements required if a dedicated contract were to be utilized for this effort. The expected contract modification cost to the existing ESS maintenance contract is estimated at , while the estimated cost of a dedicated contract for the same effort would be roughly 111% more expensive (approximately ). Another benefit of leveraging the current maintenance contract for this work as opposed to a new, dedicated contract is the prevention of potential delays, disputes, and issues stemming from the coordination and cooperation requirements between a new vendor and the existing maintenance vendor.
Failure to execute this planned CCTV lifecycle SW replacement migration will cause the organization to lose maintenance support of the system SW, which will lead to the CCTV cameras eventually failing and the loss of S&ES’s ability to monitor the installation activity. Conducting the SW replacement in the currently planned manner will allow the purchase SW application and camera licenses while maintaining the operation of installation’s existing CCTV system. Once the new system is ready, existing CCTV system cameras could be migrated in a planned and controlled manner which allows the organization to maintain the stored video feeds IAW DoD and DLA policy. The delays incurred from a new dedicated contract/vendor being utilized instead of an existing contract modification would certainly exceed twelve (12) months at a minimum to navigate the agency’s planning, approval, and solicitation processes. A delay of this length would seriously jeopardize the functional operations and support of the current system.
A sole source to current contractor is necessary to allow replacement of software efficiently and effectively in timely manner. It is in the best interest of the government to issues the modification for increase in scope under the current contract to complete the work and minimize security risk.
(6) Description of efforts made to ensure that offers are solicited from as many potential sources as is practicable, including whether a notice was or will be publicized as required by Subpart 5.2 and, if not, which exception under 5.202 applies:
The contracting officer intends to publicize a notice as required under FAR Subpart 5.2 upon approval of this sole source J&A.
(7) A determination by the Contracting Officer that the anticipated cost to the Government will be fair and reasonable:
The modification award will be made on a firm fixed price basis against vendor’s current contract. The contractor will be required to provide a build-up of the fixed price based on the proposed labor. The proposed hours will be reviewed to ensure they are reasonable for the effort. Awarding this requirement under increase in scope will derive significant savings and meet the critical deadlines of the service. The Contracting Officer determines the anticipated cost to the government will be fair and reasonable, and represents the best value to the Government, by utilizing one or more of the price analysis techniques at FAR 15.404-1(b)(2).
(8) Description of market research conducted and results or a statement of the reason market research was not conducted:
Limited efforts were made to conduct market research. The current contract SP4703-21- C-0010 was solicited competitively but only one offer received from the current vendor.
Although competition will not be sought for this additional work, seeking other sources at this time would only result in the expenditure of funds above and beyond what the current vendor has quoted. This requirement is time sensitive in nature that no other source will suffice.
(9) Other facts supporting the use of other than full and open competition:
None.
(10) Actions, if any, the Agency will take to remove or overcome any barriers to competition before any subsequent acquisition for the supplies or services required:
