1. Will the government post the price bid sheet for the base year and option year on the

FBO?

A: Yes, please see attached Schedule B

2. What are the frequencies of the FEL containers and the roll off containers?

A: FEL Containers are broken into 2 groups and checked/emptied on alternate days (Basic Mon-Fri Schedule with Make-up on Sat); Roll-Off Containers are checked daily and emptied if 75% full (Mon-Sat).

3. What is the historical data of roll off pulls for a month?

A: FEL Containers average 50 tons per month with 151 average pick-ups; Roll-

Off’s average 43 tons per month with 20 average pick-ups.

4. The scales on the front end truck, we suggest using Loadman with Geo-Fencing for most accurate, effective, and efficient way to collect this data.

A: Thank you for your input. It is the Government’s requirement to receive accurately documented/receipted tonnage collected by each specific container type and location, and sorted by dates and times of collection on a monthly basis.

It will be up to the contractor to determine the technology required in order to accomplish this requirement.

5. Will the government consider putting this solicitation as a Total Small Business set aside?

A: Based on preliminary market research and coordination with the Small

Business Administration, the solicitation will remain as is, unrestricted.

6. RFP Section 3.4.A states “A signed RFP shall be included in Volume I.” Since there is no

SF 1449 with this solicitation where would you like offerors to provide this signature?

A: This requirement has been removed. All interested vendors are now required to fill out FAR 52.212-3 – Offeror Representations and Certifications – Commercial

Items, which is included in the RFP by full text.

7. RFP Section 3.4.A states “All certification, representation, and acknowledgements must be executed and included in this volume.” Does completing and providing Section 5

Provisions and Clauses fulfill this requirement?

A: Yes

8. RFP Section 3.6 (Page 5) states “Section B of the RFP shall also be completed and submitted with the vendor’s proposal.” There was no Section B issued with the solicitation. Can the Government please provide Section B so offerors can meet this requirement.

A: Please see attached Schedule B.

9. Should offerors base their pricing on the information provided in SOW Attachment 1-C for the Option Years as well as the Base Year?

A: Yes, pursuant to the attached Schedule B.

10. The container types, sizes, quantities and locations in SOW Section 5.2.F.1-5.2.F.1 does not match those in SOW Attachment 1-C. Can the Government please reconcile?

A: Please see attached updated SOW – the ONLY change that has been made to this document occurs on Page 22, in reference to quantities.

11. Will the government be able schedule a site visit for offerors?

A: Yes, a site visit will be available for interested parties on Wednesday

September 4, 2019 at 1:00PM EST. Please email charlotte.bumgarner@dla.mil not later than 1:00PM EST on August 30, 2019 to register.

12. Is there a wage determination for this contract? If so, will the government posted it on the FBO?

A: Yes, Service Contract Act WD # 2015-4314, which has been incorporated into the RFP by reference via Amendment 0001.
