SOLE SOURCE JUSTIFICATION

Agency: Defense Contract Audit Agency (DCAA), Fort Belvoir, VA 22060

Description of Supplies or Services: Electronic online access to CompAnalyst Executive Survey and the CompAnalyst Market Data (CAMD). Estimated cost is per year .

Name of Proposed Contractor: Salary.com.

Michael Carnevale Client Success Manager

Authority: Item peculiar to one manufacturer (e.g., brand name item, product, or feature of a product peculiar to one manufacturer).

Rationale/explanation to support cited authority: CompAnalyst Executive Survey will provide the DCAA Compensation Team financial performance data necessary to determine the financial performance of contractors. This information is required for the Compensation Team to determine the level of performance of each individual contractor.

This data affects the market pricing amount that is recommended for the contractor’s compensation. The CompAnalyst Market Data (CAMD) survey will provide the Compensation Team with compensation data for 18 months (current) of 7 different levels of positions/roles from entry level to executive data. The data can also be aged back further if necessary. This additional data is now particularly essential for the Compensation Team since some of the other previously purchased surveys are no longer being made available to the Government because we are a non-survey participant and some of the survey companies are no longer selling surveys to non-survey participants due to vendor/client agreements. The CAMD survey will be used for current incurred cost comparisons and forward pricing rate reviews. The Compensation Audit Team performs over 300 initial executive compensation reviews annually, and these surveys will be extensively used by the Compensation Team. It should also be noted that the surveys are a survey of surveys, which means that they contain information from multiple surveys. It is a lot more cost effective to purchase a survey which contains data from multiple surveys that to purchase each individual survey which for reasons explained above we can’t anyway. Each compensation survey is unique in its own way. Therefore you cannot compete one survey against another survey. The Salary.com survey represents a survey of surveys providing a significant amount of data in one survey. Executive Research Institute (ERI) is also a survey of surveys and we already purchase such survey. However, ERI does not provide sufficient Director level positions which is now mostly unavailable from our current surveys. The Salary.com survey will provide this gap in our database. There are other surveys with Director level positions, however, because the Government is not a survey participant, those survey companies will not sell us those surveys.

Market Research: As explained in item 4 above, this procurement is essential for the compensation team to perform its function for the reasons stated. You can only procure this survey directly from the vendor, so there is no competition for this specific
