The purpose of this Amendment 0001 to Solicitation SP4702-24-Q-0056 is to provide responses to questions from potential offerors generated as a result of the posting of this solicitation on SAM.gov.

•Can all training and certification processes, including facilitator certification and debriefing sessions, be conducted fully remotely, or are there any in-person requirements for any components of the contract?

oResponse: the contractor is not providing training on this contract beyond the certification training that will be required to get OUR instructors certified to deliver the training to the workforce. The certification training should be done virtually, and unlimited certification training will be required from the contractor, meaning that the govt may have a need for several iterations of this certification training.

•Are there specific content requirements or formats that need to be followed for the pre-developed course and facilitator training? Additionally, will the materials need to be customized for DLA, or can we use existing content?

oResponse: The EI course material that the contractor provides (slide deck, videos, student guides, facilitator guides) all need to be what the vendor currently uses to deliver their EI courses in a 508 compliant format. The govt will use this course material to conduct their own EI course delivery to the workforce.

•Could you provide more details on the timelines for delivering each component (EI assessments, course materials, facilitator certifications)? Is there any flexibility to accommodate remote delivery?

oResponse: Upon contract award, the govt will schedule the virtual certification training for its instructors within 30 days. The EI Assessment inventory and the contractor’s course materials must be available within the contractor’s portal upon contract award.

•How will communication between our team, DLA students, and facilitators be managed? Will there be a centralized platform for coordination, or will we be responsible for managing this process ourselves?

oResponse: The only communication between the contractor and the DLA workforce is for the purpose of the govt instructors to send out the assessment link via the contractor’s portal and for the gov’t instructors to have access to the contractor’s portal for assigning the assessments to the govt workforce, for pulling assessment results, and use of the contractor’s course material for debrief training to the govt workforce. The contractor is providing the requested number of assessments, and housing of the assessment results, and certification training for the govt instructors to debrief the assessments with the govt workforce.

•Are there any specific security protocols or technical requirements for accessing the DLA portal remotely, and will we need to follow any particular IT guidelines for this contract?

oResponse: The contractor will not be accessing any govt sites. Just the opposite, the govt instructors will need access to the contractor’s portal for assigning(sending link) for assessments, access to the assessment results and reporting, and course material for delivery of the debrief training to the workforce.

•For the required annual summary report on EI assessments, can the data analysis be conducted remotely? Are there specific formats or metrics DLA expects to be included?

oResponse: Any summary reporting on the EI Assessments should be available in the contractor’s portal for the instructors to pull data and conduct analysis on the govt assessments that have been completed on a reoccurring basis as determined by the govt.

•Cost Breakdown: Should the EI assessments and unlimited facilitator certifications be itemized in the proposal, and are there any specific pricing formats you prefer?

oResponse: The contractor should price out all the requirements stated in the PWS in any format as long as it is clear.

•Task Orders and IDIQ Structure: Could you provide further clarification on how task orders will be structured and assigned within the Indefinite Delivery Indefinite Quantity (IDIQ) contract?

oResponse: task orders will be issued annually for the requested number of assessments projected for the upcoming FY training schedule.

•Can these tasks be completed remotely?

oResponse: Yes

•Scope and Deliverables: Beyond the listed requirements, are there additional features or customization requests for the EI assessments that DLA would like to see?

oResponse: No

•Assessment and Materials: Does DLA have a preference for specific assessment tools, such as EQ-i 2.0, or are custom solutions acceptable?

oResponse: Yes, EQ-I 2.0

•Also, could you confirm the required format for the training and debriefing materials?

oResponse: Access to the contractor debriefing/training material for govt to deliver training. – Contractor is NOT providing debriefing to the workforce.

•Technical Integration: Are there any specific platforms or systems that the EI tool needs to integrate with, and are there security or data protection standards we should consider?

oResponse: Only platform/portal that will be accessed is the contractor’s and access is for the govt instructors.

•Staff Requirements: I am hiring a contractor to manage the development of the assessment tool. Are there any specific qualifications or certifications required for this role? Will they be needed on a continuous basis, or only at certain milestones?

oResponse: The govt is not interested in working with a 3rd party – this contract is clear that all the requirements must come from the contractor submitting the proposal.

•Ongoing Support: What are the expected response times for addressing system errors or technical issues over the

course of the contract?

oResponse: If the contractor’s platform/portal should experience any system or technical issues, it is expected to be resolved within 48 hours.

SECTION C - SPECIFICATIONS/SOW/SOO/ORD

Section C - Statement of Work

Performance Work Statement Defense Logistics Agency "DLA Emotional Intelligence (EI)"

I. Introduction A. The Defense Logistics Agency (DLA), DLA Human Resources Center, DLA Training, Workforce Development Division, Leadership and Management Team requires contractor support for digital EI Assessments and training material for DLA to administer and deliver training on the Emotional Intelligence topic. DLA is not soliciting for a contractor to deliver the training. The course is a component of the Enterprise Leader Development Program (ELDP).

B. The contractor must provide the following 4 requirements:

• Unlimited Facilitator Certifications

• Cost of each assessment (workforce or leadership type) - In-house no 3rd Party

• Access to the contractor portal for the students and facilitators

• Provide developed training material for the government to debrief the EI assessment.

C. This requirement is an Indefinite Delivery Indefinite Quantity (IDIQ) or BPA contract with a twelve (12) month base period and two (2) twelve (12) month option periods, with the potential of an additional six (6) month extension of service.

D. The expected Period of Performance is a base year, plus two (2) option years. The period of performance for individual task orders will vary and will be specified on each order.

II. Project Description

A. Background: Program responsibility for DLA's Enterprise Leader Development Program (ELDP) and the leadership development of all employees is centered with DLA Human Resources Services (DHRS), DLA Training (DT), located in Columbus, OH. The DLA's Enterprise Leader Development Program (ELDP) is a comprehensive program that provides the leadership development opportunities needed to meet DLA's challenging mission requirements today and into the future.

The overall five-level model framework encompasses 28 leadership competencies identified by Department of Defense

(DOD).

B. Purpose: The government provides the DLA Emotional Intelligence course as an introductory-level leadership course which uses a variety of teaching methods to examine some of the critical competencies that an effective employee must possess. This is a mandatory course for all DLA supervisors in the Level 3 program and optional for Level 1, Level 2, and Level

4. The training identified in this Performance Work Statement shall be directed to all Levels as described below:

Level 1 - Lead Self: This level incorporates all DLA civilian employees who are not team leaders, project leaders, supervisors, or managers.

Level 2 - Team/Work Leaders: All DLA civilian employees who have "Lead" or "Leader" in their job title. Team/Work leaders facilitate their team's processes by working collaboratively with the team to ensure that they complete their tasks effectively and efficiently, by maintaining good working relationships and by coordinating with the supervisor and others on goals, priorities, team needs and achievement.

Level 3 - New DLA Civilian Leaders (new supervisors): All DLA civilian employees who are selected to a supervisor or manager position in the Federal Wage System or the General Schedule and are required to serve a supervisor probationary period.

Level 4 - Experienced Leaders: All DLA supervisors and managers (supervisor of supervisors) who are not participating in the ELDP Levels 3 or 5.

III. Contractor provided training/debriefing material for digital EI Assessment:

The Contractor's "Commercial-Off-the-Shelf" (COTS) training/debriefing material needs to address the following specific objectives:

1. Define and describe the concept of Emotional Intelligence (EI)

2. Explain the value of EI as a relationship-building skill

3. Identify ways in which an emotionally intelligent individual has a competitive advantage over someone who is not

4. Assess your own Emotional Intelligence by completing the Emotional Quotient Inventory Assessment EQ-I 2.0 during the class

5. Discuss how the information from this course can be applied to build better teams

IV. Deliverables:

The Contractor shall deliver 700 online digital EI Assessment credits to the DLA account at the beginning of the basic and each option year. Contractor shall provide access to their EI portal for students to complete assessments and for certified facilitators to have access to all the contractor's online learning/training material for debriefing the students in a group/ classroom setting. Deliverables shall include, the following items associated with the assignment of assessments, delivery of the course and course materials:

1. Access to the contractor portal for 700 EI assessments to be assigned to students

2. Training/Course material already developed by the contractor (COTS)

3. Personal Action Plan for students

4. Unlimited Facilitator Certification training during the contracted period (virtual or in-person) as needed. 5. Annual summary reporting of EI assessments for the agency for data analysis.

V. Point of Contact/Contracting Officer Representative (COR)

This contract will have a COR assigned for the basic contract. The COR will be assigned at time of award. It is also possible that alternate CORs may be assigned as needed either at the basic contract level or for individual task orders.

VI. Payment:

Payment of invoices will be accomplished by the Government Wide Area Work Flow (WAWF). Invoices shall be submitted to the point of contact/COR identified in Section V above within 10 workdays after the award of the contract and after exercising each option year prior to submission in WAWF, after approval the contractor will then be able to submit for payment in WAWF.

VII. Disclosure of Information

Data associated with the tasks described in this PWS are considered sensitive and confidential. Information made available to the vendor by the Government for the performance or administration of this effort shall be used only for those purposes and shall not be used in any other way without the written consent of the KO. The vendor agrees to assume responsibility for protecting the confidentiality of Government records, which are not public information. Each vendor or employee of the vendor to whom information may be made available or disclosed shall be notified in writing by the vendor that such information may be disclosed only for a purpose and to the extent authorized herein.

VIII. Limited Use of Data

Vendor and/or vendor personnel shall not divulge, or release data or information developed or obtained in performance of this effort, until made public by the Government, except to authorize Government personnel or upon written approval of

the KO. The vendor shall not use, disclose, or reproduce proprietary data that bears a restrictive legend, other than as required in the performance of this effort. Nothing herein shall preclude the use of any data independently acquired by the vendor without such limitations or prohibit an agreement at no cost to the Government between the vendor and the data owner which provides for greater rights to the vendor.
