Attachment 2, Section L, INSTRUCTIONS, CONDITIONS, AND
NOTICES TO OFFERORS
10, bullet #3 Must use a database of public and private businesses for benchmarking survey results
Because our question library is fully customizable by our clients, we do not maintain benchmarking capabilities (there is not one common data architecture to compare against) Will the lack of capability to benchmark be disqualifying?
The bullet is actually the 4th bullet not the 3rd bullet. Section L states that, "The offeror shall address its proposed approach to administering and managing the DLA Culture/Climate Survey, to include all pre‐survey and post‐survey activities..." Please review Section M on how the proposal will be evaluated. A response on whether a proposal will be disqualified is not able to be answered as the detail/information provided rest solely on how the Offeror writes thier technical proposal.
Attachment 2, Section L, INSTRUCTIONS, CONDITIONS, AND
NOTICES TO OFFERORS
14, last paragraph
The Offeror shall list at least two and up to five contracts awarded or completed over the past ten (10) years for work similar in size, scope and complexity provided to either Government agencies or the private sector; specifically list work that demonstrates experience with having an approval Organizational Culture/Climate model that includes the requirements outlined in the PWS related to conducting a survey and providing MSF 360 Leadership Assessments.
Are large Public, complex transportation/transit organizations considered comparable clients?
If the Offeror chooses to submit those public contracts for transportation/transit organizations, that is their decision and not the decision of the Government. As long as the number of contracts is between two and five, that is what is required. The Government will review to determine if the historical contracts are determined to be, "...for work similiar in size, scope, and complexity..."
Attachment 2, Section L, INSTRUCTIONS, CONDITIONS, AND

Can the Government provide details on what types of specific ad‐ hoc reports would need to be generated from the web‐based portal?
The ad‐hoc reports are based on the data from the survey results such as demographics reports.

Attachment 1, PWS 1 2d Paragraph, 3d Sentence
"The DLA Culture/Climate Survey is based on a validated standard organizational culture model that links organizational culture and bottom‐line performance measures." Please define the phrase in italics, particularly the meaning of "validated" and "standard".

"Because of the importance and high visibility across the Agency, DLA requires a vendor with an organizational culture model that links organizational culture and leadership scores to bottom line organizational performance measures that will be the foundation of the DLA Culture/Climate Surveys and the DLA MSF 360 Leadership Assessments." Assuming that a vendor has an organizational culture model that links organizational culture and leadership scores to bottom line organizational performance measures, what additional aspects of such model are required by the the words "valid" and "standard" as referenced in Question #6?

Attachment 1, PWS 6 1st Paragraph, 2d sentence
"The vendor must use a database of public and private businesses to benchmark the results from the DLA Culture/Climate Survey and DLA MSF 360 Leadership Assessment for accuracy and clarity." Please clarify the word phrase "benchmark the results."
The practical and logistical concern is that the DLA Culture/Climate Surveys are tailored to the specific needs and parameters of DLA as a unique organization that do not necessarily correlate to public and private businsses. Therefore, the results from such tailored DLA surveys may not correlate to information from a database of public and private businesses and make "benchmarking"impracticable. Please address this concern.
Benchmark the results ‐ If the vendor has a database of their clients' results from taking the vendor's organizational culture survey, the vendor would use that database to see how an organization scored compared to others in the vendor's database.

(b) if webinar sessions are scheduled quarterly, is there a potential maximum of 24 webinar sessions executed during a year (i.e. 6 webinar sessions per feedback session X 4 quarters)? (c) is each webinar session 1 hour in duration? (c) will the size of the audience for each webinar session vary between 200‐600 indviduals?
a) The 6 separate webinar sessions will break down as: 1st year MSF Survey information/introductory sesssion (2); 1st Year MSF Survey Results explanation session (2); 2nd Year MSF Survey Results explanation session (2) b) Yes, maximum about of sessions per year is 24. c) Yes, each session is a duration of 1 hour

Attachment 2, Instructions page 9 of 16 Section 3.1.2.1
Submitting two copies of the climate survey questions and responses assumes that the vendor has already performed the current requirements in two ways: (a) the climate survey questions (as opposed to the culture survey questions) must have already been adapted to DLA requirements based on the results of previous culture surveys; and (b) the requirement of submitting responses necessarily means that climate survey questions have previously been administered to DLA. Is this a correct interpretation of the implications of requiring copies of climate survey questions and responses? If so, does this mean that only vendors who have already previously administered climate surveys at DLA are eligible to bid? If not, how can vendors who have not previously administered climate surveys at DLA meet this mandate?
Incorrect. See Section L 3.1.1.1 2nd bullet and Section L 3.1.2.1 for two copies of both the offeror's organizational culture survey AND tailored climate survey. One copy in English and the other copy in Spanish ‐ European Spanish dialect). See Section L 3.1.2 Subfactor B. Any offeror that meets the requirements in the PWS, Section L and Section M is eligible to bid on the new requirement.
Attachment 2, Instructions page 10 of 16 Section 3.1.3, Bullet Point 7
Mandated vendor knowledge with specific and explicit references to "DLA Culture/Climate Survey, " "DLA Culture Champions," and "DLA Senior Leaders" all assume that the vendor has already performed the current requirements at DLA.
