PROPOSAL SUBMITTAL INSTRUCTIONS

FOR LOWEST PRICE TECHNICALLY ACCEPTABLE COMPETITION

1. PREPARATION AND SUBMITTAL OF PROPOSALS

a. GENERAL INFORMATION.

Selection of an offeror for contract award will be made on the basis of an assessment of each offeror’s response to the Request for Proposal (RFP). As a Request for Proposals (RFP) based on Lowest Price Technically Acceptable (LPTA) Source Selection Process, in accordance with Federal Acquisition Regulation (FAR) Part 15.101-2, the Government will make the award based on the lowest evaluated price of proposals meeting or exceeding the acceptability standards for non-cost factors.

The THREE (3) evaluation factors for determination of technical acceptability consist of:

(1) Factor 1: Technical Acceptability

(2) Factor 2: Technical Qualifications of Proposed Staffing

(3) Factor 3: Past Performance Acceptability

NOTE: Failure to comply with the RFP requirements will raise serious questions regarding an Offeror’s technical ability to perform the services and may be grounds to eliminate the proposal from further consideration for contract award.

b. THE OFFER.

The submission of the documentation specified below will constitute the Offeror’s acceptance of the terms and conditions of the RFP, including the performance work statement for this project. These instructions prescribe the format for the proposal, and describe the approach for the development and presentation of proposal data. These instructions are designed to ensure the submission of necessary information to provide for the understanding and comprehensive evaluation of proposals.

c. AWARD BASED ON INITIAL OFFERS.

The government intends to evaluate proposals and make award without discussions. Proposals should contain the vendor’s best terms. Additionally, the Government reserves the right to conduct discussions and request proposal revisions if it is determined to be necessary.

Proposals received in response to this solicitation will be evaluated in accordance with procedures outlined in Federal Acquisition Regulations (FAR) Part 15.101-2 for the Lowest Price Technically Acceptable (LPTA) Offer. The following significant Evaluation Factors will be used as the basis for determining Technical Acceptability: Past Performance; Technical Capability; and Technical Qualifications of Proposed Staffing.

NOTE: There is a realistic possibility that some offerors may choose to submit the same project as a qualifying example for both the past performance and the technical experience evaluation factors. This is not prohibited, but the supporting documentation must demonstrate that the submitted projects absolutely do comply with the specific minimal requirements, identified below, for each separate evaluation factor.

FACTOR 1: TECHNICAL ACCEPTABILITY

To be Technically Acceptable, offerors must provide evidence that they have the technical qualifications and experience needed to meet the technical performance requirements of this service requirement.

The Offerer shall submit with its offer a written Technical Management plan to demonstrate its understanding and capabilities of completing all work in accordance with the performance work statement. The plan shall identify all work that can be accomplished with in-house resources and demonstrate that the Contractor is capable of fulfilling any project requirements that cannot be self-performed. The Technical Management plan shall identify how the offeror will directly superintend the work, perform project and quality control management, and comply with safety and environmental regulations. Any project requirements that cannot be self-performed shall be identified (e.g.

subcontractors list and manufacturers of key material components for the project). The offeror shall provide this information with its company proposal submission.

FACTOR 2: TECHNICAL QUALIFICATIONS OF PROPOSED STAFFING.

To be Technically Acceptable, qualified offerors must provide information regarding the technical qualifications of the proposed key personnel staff, to include the individual who will be responsible for the following functions:

SPECIAL NOTE for Offerors That May Lack Past Performance Information: In accordance with FAR Part

15.305(a) (2) (iv), in the case of an offeror that is without a record of relevant past performance, or for whom information on past performance is not available, the offeror may not be evaluated favorably or unfavorably on past performance. Therefore, the offeror shall be determined to have unknown past performance. In the context of acceptability/unacceptability, “unknown” shall be considered “acceptable” (DOD Source Selection Guide, Section A.2.1.2.).

d. PRICE PROPOSAL.

Price is to be submitted along with the Standard Form 1449. Offerors must provide a price for each bid item. In addition, offerors shall include the attachment form Bid Form. Overhead, profit and bond costs shall be added after a subtotal of materials and labor costs has been calculated.
