Amendment 0003 has been issued to provide a response to all potential vendors for solicitation # SP4702-17-R-0005. The below information would provide questions (Q) submitted by the contractors due to Site Visit and re-opening the solicitation. And answers (A) to those questions by the Government.
1Q. Specification section 09 96 00-3.3.1 – provide work execution instructions for a re-surface coat that is stated to be screen box and power troweled over the existing floor. This specification is not consistent with the rest of the project scope of work documents or drawings, all of which reflect only a thin mill coating system consisting of 11 mil primer, 16 mil intermediate and 3 mil top coat. Additionally, the Contractor Line Itemized Bid Form provided for bidders to fill out (itemizing the proposed quantities and associated costs for each work scope) did not identify a power troweled base coat. Please confirm that a screen box and power troweled base coat is not required.
1A. A screen box and power troweled base coat is not required.
2Q. On sheet 2 of 5, Coded Note 4 which describes the floor area which is to be stripped and then coated with Tenant ECO-HTS (or approved equal) is not clearly defined. The Coded Notes on the floor plan are only found in the main aisle ways extending north of column line A to 20’-6” off the column line and extending south of column line C to 20’ off the column line, both by 200 feet of aisle way. Is the scope of this work to strip and seal only the two aisle ways (COL A 20’-6”N x 200’ + COL C 20’-0”S x 200’) or is the new floor finish as described in Coded Note 4 intended to be applied to the entire 200’ x 200’-6” footprint?
2A. The new floor finish is intended to be applied to the entire 200' x 200'-6" floor footprint.
3Q. On sheet 3 of 5, Coded Note 1 instructs to install contraction joints spaced 10’ away from the existing expansion joints and identifies the cuts at 1-1/2” deep x 1/2” wide. A) the detail for the contraction joint identifies it at 1/8” wide. B) the existing expansion joints identified on sheet 2 and 3 of 5 appear to be on a ~13’x20’ grid pattern over the entire 200’ x 200’-6” foot print. A) are the cuts to be 1/8” wide or 1/2" wide; is the cut depth to be 1-1/2”? B) are the new contraction joints to be spaced
3A. Contraction joints are to be made in the east-west direction only. They are not to be made as PCI has indicated in their sketch. Contraction joints are to be 1/8" wide x 1-1/2" deep. See attached PDF of sheet 3/5.
4Q. The line stripping and floor markings are not clearly defined, would the project engineer be able to mark up a floor plan with a highlighter to show the markings, for clarification?
4A. See attached sheet 3/5. Yellow lines indicate floor paint, red line indicate contraction joints.
5Q. The stripping is specified as Sherwin Williams, which may not be compatible with the floor finish system.
Is it acceptable to provide striping that is compatible with the floor finish system instead of the Sherwin Williams product specified?
5A. Paint does not have to be Sherwin Williams. Paint for floor striping shall be approved by the government.
6Q. With the number of bolts anchoring the existing steel (around the perimeter of every rack; approx.; 2,300 bolts) which are required to be grinded to flush with the existing slab and the extent of coatings and rack removal the 60-day period of performance does not seem adequate. Will the government extend the period of performance for this work to 120 days?
6A. The government will extend the period of performance from 60 days to 120 days.
7Q. The steel Angles that were added to the bid form as part of Amendment 0001 does not list the quantity required.
7A. The quantity required is up to the contractor to determine how many are needed. Shown on drawing sheet

5/5 are 10 pieces at different lengths. Lengths of the 3" angles are given as two at 30+/- feet long, and other pieces as required to support the electrical conduit that is currently attached to the racks.
8Q. The amendment also does not tell us what is being done with the steel?
8A. Shown on drawing sheet 5/5 are 10 pieces at different lengths. Lengths of the 3" angles are given as two at 30+/- feet long, and other pieces as required to support the electrical conduit that is currently attached to the racks.
9Q. Please provide the required gauge and whether it is just standard steel or structural
9A.Use standard steel. The gauge must be adequate to support the existing electrical conduit that is currently attached to the racks.
10Q. Will it be welded or bolted and does it need to be inspected?
10A. It will be bolted as stated in drawing sheet 5/5. Note: Do not drill ANY holes in the existing structural trusses in the ceiling of the building.
11Q. At the site visit, it was stated that no saw cutting will be required for this project. We need to confirm that please since it was added to the bid form as part of the amendment as well.
11A. No saw cutting is required for removal of the racks. Saw cutting is required for the east to west directional contraction joints.
Terms/Conditions for this solicitation remains unchanged.
