1. In reference to the NAICS code 237130 (Power and Communication Line and Related Structures Construction) selected for the solicitation, the contractor has seen and performed identical scopes of work involving active vehicle barriers and related equipment under multiple NAICS codes, including 236220 (Commercial and institutional building construction), 237310 (Highway, street, and bridge construction), 237990 (Other heavy and civil engineering construction), 238210 (Electrical contractors and other wiring installation contractors), and 238990 (All other specialty trade contractors), and 561621 (Security systems services – except locksmiths). Given the variety of NAICS codes utilized by the Government and understanding that a “active vehicle barrier only” NAICS code does not exist, will the government accept technical construction experience under Factor 2 that meets or exceeds the scope of the solicitation that was performed in a NAICS code other than 237130? (Note: the contractor will adhere to 237130 regarding business size standards).

Reply: NAICS Code 236 is for "CONSTRUCTION OF BUILDINGS" & NAICS Code 237 is for "HEAVY & CIVIL ENGINEERING CONSTRUCTION." Since electric power & communication are the major items, Government prefers to use NAIC Code 237130, Power & Communication Line & related Civil Engineering Structures (Buttresses for the barriers) to complete the job. Relevant past performance history this type of work will be reviewed and considered regardless of the NAICS code used on the contract where similar work was performed.

2. Will the DLA be supplying the new card readers that will be installed on the exit side of the new traffic barriers?

Reply: DLA will supply and connect the card readers to the system. All that is required in this contract is the pedestal and conduit with pull string.

3. If not, do you have the contact info on the contractor that has worked on the base in the past? Please contact me if you have any questions or for any clarification.

Reply: If there are questions regarding the card readers and how they will connect, please contact Roe Cangelosi with SAS (Roe.Cangelosi.ctr@dla.mil) and he will be able to assist.

4. In regards to the CSC Security Enhancement 14703 project, with the three crash barriers, are the traffic loops to count vehicles, detect over speed, detect wrong way detection?

Reply: The traffic loops are there as safety loops to ensure that the barrier does not come crashing down on top of a vehicle.

5. I will need dimensions location and number of card readers to be installed.

Reply: The distances of the new card readers shall be equal to the distances of the existing card readers from the crash beam barriers. Contractor need to field verify in accordance with the "GENERAL NOTES" on drawing No. 6- 282, Sheet 1 of 4. Quantities shall be counted per proposed plan on drawing sheet 3 of 4.

6. It is not clear of the pavement to be replaced.

Reply: Pavement to be replaced as shown in detail No. 4/3 & the area of the replacement is shown in the "PROPOSED PLAN" on the revised drawing sheet 3 of 4, revision dated 6/26/2014.

7. What are the dimensions of existing foundations (limits of demo and replacement, curb, foundations utilities ect).

Reply: Existing foundations, curbs & utilities for the barriers shall be removed. It shall be the responsibility of the bidders to field verify the exact extent of the demolition work.

9. Do card readers remain in middle of road or are they to be on side of road, and what is the dimension from the gate?

Reply: Card readers shall be installed as shown in the "PROPOSED PLAN" on the revised sheet 3 of 4. It shall be installed 10' from the stop bar marking. The 2' wide stop bar shall be marked at 14' from the center of the crash gate. The distance from the gate shall be 26 feet

10. How many locations are there.

Reply: There are (6) locations for this contract.

11. I have not been able to determine whether there are six or seven barriers that need replacing, the RFP says seven but the documentation shows only six.

Reply: There are only (6) locations for this contract. Government revised the RFP specifications and is shown now for six locations only.

12. I would also like to know what the old security rating of the barriers is for comparison and materials if they could be recycled after being replaced.

Reply: Security rating for the old hydro-mechanical barriers is not available at this time. But it was much lower rating than that of the proposed crash beam gate barrier.

13. I wanted to know if the old system was hydraulic in case fluid needed to be cleaned up and the soil tested to prevent negative effects to the environment.

Reply: It was hydro-mechanical system and the fluid cannot function properly during extreme cold weather.
