About this file

This is a Solution Brief Application template for a Defense Logistics Agency (DLA) commercial solutions opening (CSO) seeking artificial intelligence (AI) solutions for financial reporting and audit processes. The solicitation (SP4701-25-S-C003) is open until April 9, 2025, with DLA reserving the right to close it earlier, and invites companies to submit solution briefs addressing five key evaluation factors: funding possibility, technical feasibility, responsiveness, viability, and desirability.

The solution brief requires detailed company information, intellectual property considerations, and a 1.5-page solution overview. DLA will evaluate submissions based on a scoring rubric, with technical feasibility being the most important factor. The agency intends to award fixed-price commercial contracts or other transaction agreements, with no upfront funding provided. Interested offerors must electronically submit unclassified solution briefs using the provided template, with prices and terms remaining valid for 180 calendar days. Potential contractors will be selected through a multi-stage evaluation process that may include pitches, full proposals, or direct negotiation.
