About this file
This document is a Request for Information (RFI) issued by the Defense Logistics Agency (DLA) to obtain information from the market on potential options for hosting, managing, and controlling the cost of DLA's SAP Enterprise Resource Planning (ERP) and supporting non-SAP cloud computing environments.
The RFI seeks information on cloud computing hosting capabilities, SAP licensing procurement methods, and managed services for DLA's ERP systems, which are primarily based on SAP software with supplemental non-SAP applications. DLA is looking to reduce overall operational costs, maintain transparency in billing, and align with industry standards and cloud computing best practices. The RFI includes specific questions across these areas and requests information on past performance, contracting vehicles, and the respondent's approach to meeting the requirements. Responses to the RFI are due by 5:00PM EDT on November 15, 2024, and will be used to inform DLA's acquisition strategy, but will not result in a binding contract.

Request for Information (RFI) for
ERP Cloud Hosting, Managed Services, and SAP licensing
This Request for Information (RFI) is issued to support market research in identifying sources capable of providing the system capabilities and requirements detailed below. This RFI is issued solely for information and planning purposes and does not constitute a solicitation. All information received in response to this RFI marked proprietary will be handled accordingly.
Responses to the RFI will not be returned. In accordance with FAR 15.201(e), responses to this RFI are not offers and cannot be accepted by the Government to form a binding contract. A response to this RFI is necessary to assist the Government in determining the potential levels of interest, adequate competition, market maturity, and technical capabilities within the Large and Small Business Communities to provide the required capabilities.
The Government does not intend to award a contract on the basis of this RFI or reimburse any costs associated with the preparation of responses to this RFI.
Description DLA’s Enterprise Resource Planning (ERP) program is an integrated platform primarily based on SAP software with supplemental Non-SAP applications to form a cohesive business environment with multiple integrations and customizations that enable DLA to establish end-to-end processes to fulfill logistics and financial reporting requirements, streamline and use data sources effectively, reduce inefficient or non-value added operations, and audit its resources so that it can monitor and make decisions about how the resources are allocated and utilized for the benefit of the warfighter and the US taxpayer.
In support of a lifecycle technical refresh of DLA ERP to better align DLA processes with industry standards and simplify computing and sustainment requirements, DLA needs to determine the best operational and cost-effective path forward while maintaining strict DoD Cyber Security requirements for an IL4 landscape. As we move forward, we would like to determine the possible options for hosting, managed services, and SAP licensing. The goal is to reduce overall operational cost of the environment and maintain a full transparent view of the cost for all items and activities to the maximum extent possible.
The restructuring of the environment, cost transparency, and cost reduction initiative will align with the cloud computing definition and modules as defined in NIST Special Publication 800- 145.
Objective The purpose of this RFI is to elicit information in support of DLA’s goals to determine the best operational, and cost-effective options for hosting, managing, and controlling cost of DLA’s SAP ERP and supporting non-SAP cloud computing environments. Determine if the market has the capabilities and expertise to effectively host, optimize, procure licenses, and provide managed services in a cost-effective and efficient manner.
DLA’s Enterprise Resource Planning (ERP) systems are primarily based on SAP software with supplemental non-SAP applications to form a cohesive business environment. The ERP systems enable end-to-end processes to fulfill logistics and financial reporting requirements, streamline and use data sources effectively, improve efficiency of operations, and audit resources to enable efficient allocation. DLA currently manages SAP subscription-based licensing and managed services for its ERP through the SAP RISE model. The current Cloud Service Provider (CSP) is Amazon Web Services (AWS). The environment is hosted on SAP Secure HANA Cloud Platform – GovCloud, IL4. DLA is also moving to S/4HANA.
Market Research Questions The purpose of this section is to obtain information that will assist in making a decision on whether any solutions are available in the market to satisfy the requirements and objectives;
assessing if there is additional information industry requires to better understand the requested information.
