1.Solicitation SP4701-22-Q-0021 for ASL and CART services is hereby amended.

A. The below is in response to vendor submitted questions:

1. Can DLA provide historical data from the past year on:

Due to COVID-19 pandemic, we are in a maximum telework status. Therefore, past year is not indicator of the future requirement.

The total number of hours of services for Interpretation and CART (onsite and remote) o The number of all-day on-call assignments (interpreters and/or CART writers scheduled 7 or more hours per day on the same days each week) o The number of assignments that were 3 hours or less o The number of assignments that were 7 hours or more o The number of hours of evening/weekend work o The number of short-notice assignments (less than 5 business days’ notice) o The number of short-notice assignments (less than 1 business days’ notice) o How many requests were outside of the main location?

2. The Section identified as FAR 52.216-22 -- Indefinite Quantity (Oct 1995)

It states: “The Government may issue orders requiring delivery to multiple destinations or performance at multiple locations.”

The requirement seems to indicate that there may be requests outside the main campus/complex. Can the government confirm and provide a list of potential locations?

We can confirm that there may be optional locations outside of the main campus, However, we are not able to determine the particular locations.

3. Section 2.6 Assignments, it states: “If the contact person dismisses the sign language interpreter(s) prior to the time originally contracted, the contractor, and/or sign language interpreter(s) shall contact the EEO Office. The contractor may invoice for the 2-hour minimum rate plus mileage.” It also states: “In the event that a task order is cancelled more than 16 hours prior to the agreed upon start time for the accepted task order, the Contractor shall not invoice for the service or mileage for the affected task order.”

It also states: “In the event that a task order is cancelled by the government 2 working days or less, prior to the agreed upon start time for the accepted call

15B. CONTRACT/OFFEROR 15C. DATE SIGNED 16B. UNITED STATES OF AMERICA 16C. DATE SIGNED

(Signature of person authorized to sign) (Signature of Contracting Officer) order the contractor may submit an invoice for no more than the scheduled hours for day one only at the agreed upon labor rate.”

Section 2.6 Assignments It states: “In the event the government requests and the contractor provides two Sign Language Interpreters for one task order that is scheduled for more than the two hour minimum the contractor may invoice for the two hour minimum for each Sign Language Interpreter and in fifteen minute increments, for the time exceeding two hours, for each Sign Language

Interpreter.

The above noted timeframes are based on our organization’s willingness to be both fair and reasonable in these situations.

Section 2.5 Qualifications, Subsection - Extra Time, it states: “When assignments go over the contracted time, the CART and/or Sign Language interpreter(s) must be available to stay after the end time of the assignment; extra time will be charged in half-hour increments.”

Additionally, it states: “For assignments 6 hours or longer in length, Troop

Support personnel or more will coordinate with the Sign Language Interpreter(s) to schedule break and lunch times.”

Cancellations, paid lunches/breaks and billing increments do not apply in a Firm

Fixed Pricing (FFP) structure. Can DLA clarify if this contract is intended to be

Labor Hour or FFP?

Firm-Fixed Price (FFP) Indefinite Delivery Contract (IDC) Agreement-

Unilateral, contract in accordance with FAR 52.216-1

4. Section 2.6 Assignments, it states: “For same day rescheduling, interpreter(s) shall be available for earlier or later time slots to complete the agreed upon assignment(s)

Interpreters and writers usually have prior and subsequent assignments in any given day. Unless they are specifically assigned to DLA for ongoing on-call assignments, it is impossible to know if they already have assignments prior to their scheduled time with DLA and they most often cannot stay past the end time of the assignment. Will DLA provide a minimum of 5 days advance notice of any schedule change or remove this requirement?

We always attempt to manage these events in a manner which allows us to be respectful of all parties associated with the proceedings. However due to the nature of these events and the needs of our employees, our requirement are designed to be flexible.

5. Section 2.3 Remote CART Service, it states: “The CART Reporters must possess a minimum of two (2) year experience transcribing materials…”

Section 2.5 Qualifications, it states: “All CART providers must have a minimum of three (3) years of professional writing/captioning experience and a minimum of an Associate of Arts (AA) degree or higher or equivalent experience.”

Can DLS provide clarification on how many years of experience are required for

CART reporters/writers?

The required experience is based on the information outline in Section 2.5

Qualifications.

6. Throughout the solicitation there is mention of providers having “clearance.” Can

DLA clarify what kind of clearance level is required? Is DLA referring to

“suitability” or a national clearance?

Security Clearance is based on whether or not the task requires access to sensitive or classified security information. In general Sign Language interpreters and

CART technicians must abide with the (Non-Disclosure Agreement (NDA) and

Code of Ethics.

7. Can DLA clarify its intent with DLAD 52.204-9000 Contractor Personnel

Security Requirements (Jul 2015) pg60-64:

a. Pg 60 (a) states any onsite work will require, at a minimum, a

NACI/NACI equivalent initiated and a favorable FBI fingerprint check and that fingerprints can be processed at DLA facilities per CO/COR arrangements.

b. Pg 64 (p) states, Contractor security requirements do not excuse the contractor from meeting the delivery schedule/performance requirements set forth in the contract or waive the delivery schedule/performance requirements in any way. The contractor shall meet the required delivery schedule/performance requirements unless the contracting officer grants a waiver or extension.

Following the two points in the clause above and understanding that this process of getting personnel cleared takes time; with a 10 business day turnaround time from the proposal response due date until the period of performance begins. Will

DLA explain further their expectations for suitability and clearance or confirm that the contracting officer will waive/grant an exception for the security requirements?

All interpreters must have a valid photo identification (ID) that is accepted by

DLA’s Security Office in order to enter the DLA Troop Support Philadelphia and any of its’ grounds, property and facilities. When the interpreter arrives at the security desk, if they do not possess a Common Access Card (CAC), they should contact the designated POCs provided to them through the job assignment request, to request escort from the main lobby entrance to their assignment. The interpreter shall adhere to the badging requirements designated by the security office, whether or not they must be escorted at all times while in the facility. The contractor shall not bill the DLA Troop Support EQUAL EMPLOYMENT

8. Does the DD 3150 need to be submitted with the proposal?

The DD 3150 is required from the successful awardee

9. What is the exact number of total Hrs per month/per year that the Interpreter and report will be working? In the pricing sheet it doesn't specify and I will need this to provide an accurate quote. for example, Will they be working every M-F from 0700-1530pm for the year

The task order will provide the specified times required.

10. Are you requiring the Interpreter to also do the CART System or are you looking for two different people?

Historically these requirements have been at different times.

11. Will the phonetic keyboard be provided or will they need to provide their own for assignments?

They will need to be provided by the vendors.

12. I combed through the Solicitation and I didn't see any specific documents that needed to be added to the proposal. Can you please clarify what you would like submitted in the proposal. (price sheet, other documents...etc)

Please provide technical and price information.

13.Are you searching for a company to provide both CART and sign language interpretation, or would you be amenable to a company that can provide sign language interpreting services only?

We are looking for a vendor capable of providing both ASL and CART services.

14.Under section 2.6 “Assignments” it lists the cancellation policy at 16 hours, however, in accordance with national interpreting standards the cancellation policy is at least 24 hours in advance. Will the DLA honor 24 hour cancellation policy?

DLA’s cancellation policy is 16 hours.

15.What is the level of effort for the base year and each option year?

Attachment 3 DoD Contractors Seeking Access

Attachment 4 DD2150

Attachment 5 Privacy Requirement

Note:

Force Health Protection Guidance (Supplement23) Revision 3 - Department of Defense Guidance for Coronavirus Disease 2019 Vaccination Attestation, Screening Testing, and Vaccination Verification

This provides guidance for implementing additional force health protection and workplace safety measures directed by the White House Safer Federal Workforce Task

Force (reference (b)) to reduce the transmission of the virus that causes coronavirus disease 2019 (COVID-I9).

DoD contractor personnel and official visitors must attest to being fully vaccinated and, if not fully vaccinated, present the results of a recent negative COVID-I9 test as a condition of physical access to DoD buildings and DoD-leased spaces in non-DoD buildings in which official DoD business takes place (referred to jointly in this memorandum as "DoD facilities"). For purposes of this physical access requirement, "contractor personnel" are those individuals issues a credential by DoD that affords the individual recurring access to DoD facilities, classified herein as "credentialed recurring access" (CRA) (e.g., Common Access Cardholders).

"Official visitors" are non-DoD individuals seeking access, one time or recurring, in association with the performance of official DoD business (e.g., to attend a meeting), but who do not have CRA. The COVID-I9 vaccination status for all individuals with CRA and official visitors will be determined in accordance with Attachment 2

Individuals are considered fully vaccinated 2 weeks after completing the second dose of a two-dose COVID-I9 vaccine or 2 weeks after receiving a single dose of a one-dose

COVID-l9 vaccine. Individuals must be vaccinated with vaccines that are either fully licensed or authorized for emergency use by the Food and Drug Administration (FDA)

(e.g., Pfizer-BioNTeoh/COMIRNATY, Moderna, Johnson & Johnson/Janssen vaccines);

listed for emergency use on the World Health Organization Emergency Use Listing (e.g., AstaZeneca/Oxford); or approved for use in a clinical vaccine trial for which vaccine efficacy has been independently confirmed (e.g., Novavax). Those with previous

COVID-I9 infection(s) or antibody test results are not considered fully vaccinated on that basis for the purposes of this guidance.

All medical and other information collected from individuals will be maintained in a manner meeting the privacy requirements in Attachment 3.

The Secretaries of Military Departments and the Director of Administration and

Management for all other DoD Components will publish any necessary supplemental instructions and ensure that all contract and associated funding implications are considered.

DoD Components should engage with DoD civilian employee unions as they develop supplemental guidance and otherwise satisfy any applicable collective bargaining obligations under the law at the earliest convenience, including on a post-implementation basis.
