Solicitation SP4701‐21‐Q‐0051 is hereby amended to include the answers to the questions below.
The Solicitation is hereby extended until April 6, 2021 8:00 AM EST
Can the technical proposal / Past Performance and the Price for the Country Report be submitted as one document, or should the price be in a separated file?
o Price should be sent separately if possible. If that’s not possible, provide the pricing proposal as a separate page from the technical proposal and past performance information.
Can you confirm that pricing is only required for the Country Reports at this stage, and will not require the Excel spreadsheet to be populated? ‐ as this will be done following award and the production of the reports o Yes, the pricing right now is ONLY for the Country Reports. The spreadsheet will be populated by the eventual award winner.
Can we only provide price for Ford Ranger, Toyota 4 Runner AND Navistar 7400 6x6 ?
o In your technical proposal, state specifically what you can and cannot do. You can bid on as much or as little of the solicitation.
Just to be clear, in our offer for this solicitation, we do not need to complete the spreadsheet attached in the solicitation but only demonstrate our ability to conduct the survey/ research of the local markets in those countries. The spreadsheet would be a part of the reports we will submit once awarded the contract. Is this correct?
o Yes, you are correct. At this time, all we are requesting is information on your ability to conduct the survey/research of the local markets in the select countries. The spreadsheet will only be completed by the award winner.
We should submit our costs to conduct the market research required under this requirement for those countries which we are able to perform such works and not all of the countries listed in the solicitation?
o Yes, you should only provide costs for the countries you wish to be considered for; you do not need to bid on all countries.
The vendors we list in our reports must provide commercial spare parts for the vehicles / equipment listed in the solicitation. They should be commercial (original parts) as per the OEM manuals of the equipment listed and not military NSN type vendors?
o We are looking for information on vendors who can supply commercial parts; however, this does not necessarily mean that vendors capable of supporting military/NSN based requirements are excluded from the reports.
Must the vendors be located within those countries on the list or can they be located elsewhere and ship the items to Afghanistan?
o Vendors should be located in the countries listed in the SOW. The only exception is that is when there are no vendors able to provide that part in that specific country; if that is the case, then you can list vendors who can ship material to the specific countries listed in the SOW.
Can a company offer to write a country report, AND include itself as a Vendor for replacement parts for the vehicles and equipment listed?
o Yes, but the company must demonstrate their ability to provide information on other vendors.
