1.4 Statement of Work
COMMERCIAL HYDRAZINE FOLLOW-ON TESTING
1. BACKGROUND. DLA Aerospace Energy supports a range of launch/satellite customers with hydrazine products including high purity hydrazine and related products defined in specification MIL-PRF-26536F dated 1 April 2011. Authorities for this support include both DoD IMM responsibility and the Commercial Space Launch Act. One of those customers has gone to an alternate commercial source to support their hydrazine requirements. Since DLA Energy does not currently purchase anything other than MILSPEC hydrazine, they are at a competitive disadvantage when seeking to broaden their sales base by covering both MILSPEC and commercial hydrazine requirements. An effort is required to obtain and characterize commercial hydrazine so that DLA Energy can evaluate the needs of a broader customer base, thereby potentially reducing unit price for this high value material. In some cases a single facility can produce multiple grades of hydrazine.
2. SCOPE OF WORK. DLA Energy as the DoD IMM for Aerospace Energy products and services is engaged in steps to develop Full and Open competition for re-supply of key Aerospace propellants. The DLA Energy Quality/Technical Support Office is assisting with obtaining full technical data for potential alternate source of PROPELLANT, HYDRAZINE and testing support is required comprising the full range of analytical technique outlined in Appendices A-G of MIL-PRF-26536. In addition, the effort will provide analytical insight regarding contaminants that are not called out in Table 1 of the specification. The work consists of two primary tasks:
Task 1: Timeframe for completion of task 1 is within 45 days after contract award.
1. Establish liaison with SwRI POC regarding requirement to move overseas-produced hydrazine sample(s) from San Antonio, TX to vendor’s U.S. laboratory site.
2. Based on coordination with SwRI, transport two (2) samples representative of commercial hydrazine production to laboratory (or laboratories) that will be performing the detailed testing outlined in Task 2 below.
Task 2: Timeframe for completion of task 2 is within 90 days after sample receipt at designated laboratory testing site(s).
3. Conduct full specification testing using referee methods identified in MIL-PRF-26536F paragraph 4 VERIFICATION, and included as appendices to the MILSPEC (Appendices A-F) and using the sole method for Other Volatile Carbonaceous Material appearing in Appendix G.
· EXCEPTION: Due to the high sample volume required for high purity hydrazine particulate testing, do not perform the Particulate test described in Table 1 and paragraph 4.3.3 of the MILSPEC.
4. Repeat the entire MILSPEC test sequence as outlined in Appendices A-F, except using a different approved analytical method (An approved analytical method refers to one that has been formally adopted by the government, for example the Department of Defense, industry or both. Offerors shall identify all additional test methods that will be used for DLA Energy to verify and approve), so that results are available for each MILSPEC property using at least two different approved analytical approaches. As a result of these two activities, test data for hydrazine purity, water content, ammonia content, chloride content, aniline content, iron content, non-volatile residue and carbon dioxide content will be made available based on at least two different analytical approaches.
5. Sample(s) that satisfy complete MILSPEC performance shall be analyzed for levels of organic and inorganic contaminants. Specifically, analyses of silicon and cadmium shall be performed and levels of each of these elements above 10 parts per billion (ppb) shall be reported. Examples of other relevant contaminants include trace amounts of synthesis by-products and solvents used in the production process. Less relevant contaminants include materials picked up during sample transfer or due to exposure of delivered sample to air. Note: “Other relevant contaminants” refers to anything that is not part of the natural molecular make-up of the product material itself (hydrazine) which does not exceed the limits of the identified materials listed in Table I of specification MIL-PRF-26536F. “Trace amounts” refers to anything measured above that which is deemed to be significant.
6. Sample analysis reports which identify actual MIL-PRF-26536F specification failure shall be accompanied by a narrative document suggesting possible cause(s) for the failure.
7. Further, where possible (using approved routine analytical means), match identified inorganic and organic contaminants to manufacturer’s declared composition of product and/or to manufacturer’s stated description of production process.
8. Assemble and distribute anhydrous hydrazine assessment package to DLA Energy Quality/Technical Support Office. The anhydrous hydrazine assessment package shall consist of MILSPEC assessment of each hydrazine sample and in-depth analytical data generated identifying non-MILSPEC contaminants present in each sample.
9. Provide support to a conference call between AFRL Edwards, DLA Energy and AFPA, Wright-Patterson AFB (specification writer) to discuss the results obtained.
3. REPORTS AND DELIVERABLES
- A formal test plan will be developed and submitted to DLA Energy within one month of agreement to the scope of work.
- Written monthly reports will be provided, to include details of the direction and status of the ongoing work; the previous month’s expenditures for each tasking; and total expenditures to date.
- Final anhydrous hydrazine assessment package shall be submitted to DLA Energy Quality/ Technical Support Office in electronic format. Project materials to be included in this package include laboratory reports documenting material performance versus MILSPEC requirements and identifying specific test methods used (per MILSPEC Appendix & paragraph number), laboratory reports documenting key organic and inorganic contaminants present, and recommendation(s) for change to Military Specification MIL-PRF-26536F (if applicable). Example of a recommendation for change would be if hydrazine manufactured by overseas production process routinely includes a contaminant not now measured per Table 1 of MIL-PRF-26536. Example of another category of document that can usefully be included in the final assessment package is test data on same material generated by SwRI under DLA Energy contract SPE601-14-M-1506.
-In addition to the conference call between provider, DLA Energy and the Air Force Petroleum Agency discussing the final results, provider is to participate, as required, in preliminary discussions and/or actual meetings at either the laboratory’s facilities or at DLA Energy site.

(i) Taxes are considered delinquent if both of the following criteria apply:
(A) The tax liability is finally determined. The liability is finally determined if it has been assessed. A liability is not finally determined if there is a pending administrative or judicial challenge. In the case of a judicial challenge to the liability, the liability is not finally determined until all judicial appeal rights have been exhausted.
(B) The taxpayer is delinquent in making payment. A taxpayer is delinquent if the taxpayer has failed to pay the tax liability when full payment was due and required. A taxpayer is not delinquent in cases where enforced collection action is precluded.
(ii) Examples.
(A) The taxpayer has received a statutory notice of deficiency, under I.R.C. §6212, which entitles the taxpayer to seek Tax Court review of a proposed tax deficiency. This is not a delinquent tax because it is not a final tax liability. Should the taxpayer seek Tax Court review, this will not be a final tax liability until the taxpayer has exercised all judicial appear rights.
(B) The IRS has filed a notice of Federal tax lien with respect to an assessed tax liability, and the taxpayer has been issued a notice under I.R.C. §6320 entitling the taxpayer to request a hearing with the IRS Office of Appeals Contesting the lien filing, and to further appeal to the Tax Court if the IRS determines to sustain the lien filing. In the course of the hearing, the taxpayer is entitled to contest the underlying tax liability because the taxpayer has had no prior opportunity to contest the liability. This is not a delinquent tax because it is not a final tax liability. Should the taxpayer seek tax court review, this will not be a final tax liability until the taxpayer has exercised all judicial appeal rights.
(C) The taxpayer has entered into an installment agreement pursuant to I.R.C. §6159. The taxpayer is making timely payments and is in full compliance with the agreement terms. The taxpayer is not delinquent because the taxpayer is not currently required to make full payment.
(D) The taxpayer has filed for bankruptcy protection. The taxpayer is not delinquent because enforced collection action is stayed under 11 U.S.C. §362 (the Bankruptcy Code).
