(16) Description:

(i) This is a synopsis prepared in accordance with the format in FAR 5.207(a), as supplemented with additional information included in this notice. This announcement constitutes the notice of a proposed solicitation; a formal solicitation is anticipated in July 2015.

(ii) Solicitation Number: SP4701-15-R-0008. The solicitation issued will be a Request for Proposal.

(iii) This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-81.

(iv) The North American Industrial Classification System (NAICS) code for this acquisition is 541519 – Other Computer Related Services. The size standard is $27,500,000.00.

(v) Contract Line Item Numbers (CLINs) will be established on a task order basis

(vi) Brief Description of Scope:

The scope of this effort is the continuation of program management, software development, application sustainment, solution integration, testing, training, and operations support of the production of WAWF E-BUSINESS GATEWAY and EDA applications and capabilities. All development efforts are governed by the DoD lead, EDA Operational Requirements Committee and the Electronic Business Configuration Control Boards (EBCCB).

· The Contractor shall assist the WAWF/EDA Program Management Office (PMO) in determining the support needed to manage the applications supporting the WAWF E-BUSINESS GATEWAY and EDA efforts.

· As instructed by the COR, the Contractor shall support the WAWF E-BUSINESS GATEWAY and EDA governance committees and configuration control board’s approval and prioritization process for stakeholder and enterprise requirements and release schedules.

· The Contractor shall implement upon governance approval and the oversight of the COR systems engineering, integration, software development, system architecture engineering support, production system and database operations support at Joint Interoperability Test Command (JITC) and Defense Information Systems Agency (DISA) Enterprise Services Directorate (ESD) Defense Enterprise Computing Centers (DECCs) primary and alternate processing sites, system test and evaluation, system and database documentation, development of web-based training, and enhancement encapsulation for existing and future WAWF E-BUSINESS GATEWAY and EDA applications or capabilities approved by the COR.

· The Contractor shall support security related activities to include, but not be limited to: resolving Information Assurance Vulnerability Alerts (IAVAs) and other United States Cyber Command (USCYBERCOM) in collaboration with the COR and the Information Assurance Manager (IAM).

· The Contractor shall support communications and task orders, DISA Security Technical Implementation Guides (STIGs) and National Institute of Standards and Technology (NIST) Security Content Automation Protocol (SCAP) checklists, and analyzing patches issued by Commercial off-the-shelf (COTS) product vendors affecting WAWF E-BUSINESS GATEWAY operations.

· The Contractor shall support the emerging WAWF E-BUSINESS GATEWAY and EDA technology requirements as they are refined by DLA, WAWF/EDA PMO and Department of Defense (DoD) senior stakeholders that have been approved via system governance and oversight.

· The Contractor shall support the integration of emerging technology requirements in support of the implementation of applications and capabilities of non-DOD Federal agencies.

(17) Place of Contract Performance. Multiple Locations:

The primary place of performance is the contractor provided facility, however JITC, DISA DECCs and selected locations within the National Capital Region for may also be used for coordination, information exchange, and system testing and fielding.

(18) Set-aside Status.

Unrestricted; This acquisition seeks to establish a single Indefinite Delivery Indefinite Quantity (IDIQ) contract with 40 percent of total labor dollars proposed being set-aside for Small Business (SB) firms utilizing a Contractor Teaming Arrangement (CTA) approach.
