1. IDENTIFICATION OF THE AGENCY AND THE CONTRACTING ACTIVITY
Requiring Activity:
DLA Defense Logistics Agency (DLA) Information Operations (J6) 8000 Jefferson Davis Highway Richmond, VA 23297
Contracting Activity:
DLA Contracting Services Office Philadelphia (DCSO-P) 700 Robbins Avenue Philadelphia PA 19111
2. NATURE AND/OR DESCRIPTION OF THE ACTION BEING APPROVED
This limited source justification authorizes and approves task order for the procurement of services for the Migration of the Metering devices and applications from the Smart Building Network to the Industrial Control Systems Network (ICS) for DEEMS Phase One.
Currently the Authorized Honeywell Participating Dealer has been performing support by purchase orders against Blanket Purchase Agreement (BPA)/Goodwill Contract SP4703- 13F-5010. The support provided under the Blank Purchase Agreement allows for supplies not services under the contract for requirements in which the dollar value does not exceed the threshold of $2,500.00. The action being approved restricts the consideration from all GSA schedule contractors offering the required services, which is required by FAR 8.405- 2(c)(3)(iii) , to one (1) Honeywell Participating GSA schedule contractor. This limited source award provides continuity of program support services during a critical period.

3. A DESCRIPTION OF THE SUPPLIES OR SERVICES REQUIRED TO MEET THE
AGENCY’S NEEDS/ESTIMATED DOLLAR AMOUNT
The Smart Building Network (SBN) is a physically separated network at Defense Supply Center – Richmond VA that currently contains the Building Automated System for the existing electrical, natural gas, water, and steam meters and the metering data management system. The intent of this action is to fulfill the requirements of the Energy Policy Act of 2005 and the Energy Independence and Security Act of 2007 with respect to the installation of advanced meters in all buildings that meet the selection criteria at the subject installation connected to the DLA Local Area Network (LAN). By performing actions necessary to migrate the existing devices and software from the Existing Building Network to the Industrial Control Systems Network (VLAN 800), which is a DLA operated, controlled, monitored and accredited DLA LAN.
Honeywell Tridium Niagara Building Automation is the existing proprietary system. Tridium Niagara is the global leader in open platforms, application software frameworks, automation infrastructure technology, energy management and device-to-enterprise integration solutions. The Tridium Niagara Framework is a software platform that integrates diverse systems and devices regardless of manufacturer, or communication protocol into a unified platform that with standard IT network security measures in place, can be easily managed and controlled in real time over the Internet using a standard web browser. By integrating today's diverse building systems such as environmental controls, security, lighting, energy, video, fire and life safety, Tridium Niagara is creating better buildings---ones that are smarter, use less energy, are more efficient, have lower operating costs, are safer and contribute to a sustainable environment.
Built on an open architecture, the Tridium Niagara Framework merges multi-vendor automation systems and real-time integration into a single, extensible platform that monitors, manages and controls the power consumption of all building systems and drives energy efficiency and reduces energy costs. Tridium Niagara takes into account all critical areas that form the subsystems that make a building function including lighting, heating, ventilation and air-conditioning (HVAC), security, and energy management. It allows devices to share information with each other and streamlines them into a common system where management can control and monitor the buildings’ operations.
In addition to integrating energy consuming devices and systems within a building and getting them to work together to be managed, controlled and operate at optimum levels, Tridium Niagara also includes energy measurement and verification tools options that allow users to implement the most efficient and sustained energy strategies in a building today.
As a real-time integration platform and automation infrastructure, Tridium Niagara allows users to deploy optimal energy and environmental management strategies that notifies about events before they occur and provides users with the tools to execute control such as schedule and temperature adjustments or activation of on-site generation. Niagara interacts in real-time, with the systems that control the energy consuming and generating equipment in a facility.

4. AN IDENTIFICATION OF THE STATUTORY AUTHORITY PERMITTING OTHER
THAN FULL AND OPEN COMPETITION
The statutory authority permitting other than full and open competition is Title 10, U.S.C. 2304
Source Selection Information – See FAR 2.101 and 3.104 Page 3
(c) (1), as implemented by the Federal Acquisition Regulation (FAR) 6.302-1, the services required by the agency are available from only one responsible source and no other type of services will satisfy the agency’s requirements under the required timeframe.
5. A DEMONSTRATION THAT THE PROPOSED CONTRACTOR’S UNIQUE
QUALIFICATIONS OR THE NATURE OF THE ACQUISITION REQUIRES
USE OF THE AUTHORITY CITED
The work that must be accomplished is vital to DLA Information Operations and DLA Installation The work that must be accomplished is vital to DLA Information Operations and DLA Installation Support for the DLA Enterprise. In accordance with FAR 6.302-1, a Honeywell Participating GSA schedule contractor is the only source that is capable of providing the services required at the level of quality required in the time available due to the unique or specialized nature of these services. Award to the Honeywell Authorized Distributor is warranted because no new contractor could successfully provide full functionality of these highly specialized services in the given timeframe, while attempting to become proficient at all of the required technical applications. Honeywell Participating GSA schedule contractor is crucial to the success of DLA’s enterprise-wide support of the Warfighter. Due to the complexity of the many initiatives underway, only a Honeywell Participating GSA schedule contractor has the present training and skills required to accomplish the required tasks under the required timeframe.
Currently the only vendor that has performed installation and maintenance of the Metering System and devices on the Defense Supply Center Richmond DLA Aviation property is the Region, Honeywell Participating GSA schedule contractor. As a Honeywell Authorized Distributor the vendor has demonstrated that they have meet and can meet the unique tasks and requirements specified in this requirement.
In addition, awarding to any other firm will likely result in unacceptable delay as a new vendor would require a period of transition to familiarize themselves with DLA Installation Support Richmond systems, processes and procedures. Award to another firm during this period would increase performance risk and could result in the interruption of services which would have a severe negative impact on the mission, daily operations, and could result in an inability to implement the DEEMS Phase One initiatives mentioned above. It is imperative that Honeywell Participating GSA schedule contractor be retained for this action, for continuation of Smart Building Network migration to the Industrial Systems Control Network. Delay, breakdown or collapse would result in mission failure.
This ability to provide uninterrupted support for the programs and applications noted above is critical for the associated logistics functions supporting the DOD’s missions.
This contract for Honeywell Participating GSA schedule contractor as the vendor is warranted because no new contractor could successfully provide full functionality while attempting to become proficient at all of the required technical applications. Awarding to any other firm for this period of time will likely result in unacceptable delays as a new vendor would require a period of transition to gain required certifications and proficiency with DLA Installation Support Richmond systems, processes and procedures. Additionally, award to another firm during this period would increase performance risk and could result in the interruption of services which would have a severe negative impact on the mission, daily operations, and could result in an inability to implement the DEEMS Phase One initiatives mentioned above. It is imperative that Honeywell Participating GSA schedule contractor be retained for this requirement of DEEMS Phase One and to maintain functionality during the September 30, 2014 through August 31, 2015.

ANTICIPATED COST TO THE GOVERNMENT WILL BE FAIR AND REASONABLE
This solicitation will be posted via FedBizOps as a small business set aside acquisition
8. A DESCRIPTION OF THE MARKET RESEARCH CONDUCTED AMONG
SCHEDULE HOLDERS AND THE RESULTS OR A STATEMENT OF THE
REASON MARKET RESEARCH WAS NOT CONDUCTED.
Market research was not conducted with respect to this requirement. Market research was not performed as the authorized distributor for the Richmond was requested to provide a quotation per the current task order that provided sources of Authorized Dealers that could provide the required support. Research was completed by looking at the existing contracting vehicles, such as GSA contracts.
9. ANY OTHER FACTS SUPPORTING THE USE OF OTHER THAN FULL AND
OPEN COMPETITION
Failure to obtain vendor support services would cause a serious mission impact to the operations of DLA Information Operations and DLA Installation Support. It is paramount for the mission of DLA to have these devices and application migrated to the DLA Industrial Control System Network to continue with fulfilling the requirements of the Energy Policy Act of 2005 and the Energy Independence and Security Act of 2007 with respect to the installation of advanced meters in all buildings that meet the selection criteria at the subject installation.
Given the mission critical nature of the current DEEMS Phase One, the corresponding gap in support that would result in not issuing an extension is unacceptable. As previously indicated, this extension is for DEEMS Phase One. This support is essential for DLA Information Operations and DLA Installation Support to be able to successfully complete their mission. Not providing this support could result in the inability to fix information technology systems and/or lose critical data that is essential to the day to day operations of the Organization. As a result, it is imperative that this requirement be awarded to allow continuous support while avoiding mission failure for DEEMS Phase One.
As previously mentioned, the team that is currently providing support, is the most familiar with DLA Installation Support internal systems and processes and would not require transition as opposed to the normal thirty (30) day transition in timeframe for DEEMS Phase One. Awarding a new contract to another contractor poses an unacceptable risk to failure given the short timeframe involved.
