DEFENSE LOGISTICS AGENCY (DLA)

DLA CONTRACTING SERVICES OFFICE-PHILADELPHIA

700 ROBBINS AVENUE

PHILADELPHIA, PA 19111-5092

JUSTIFICATION AND APPROVAL (J&A)

1. IDENTIFICATION OF AGENCY AND CONTRACTING ACTIVITY:

AGENCY REQUIRING ACTIVITY

Defense Logistics Agency (DLA) Information Operations (J6) 8725 John J. Kingman Road Fort Belvoir, VA 22060

CONTRACTING ACTIVITY

Defense Logistics Agency DLA Contracting Services Office 700 Robbins Avenue Philadelphia, PA 19111

2. NATURE AND DESCRIPTION OF THE ACTION:

The action being approved is the ability to solicit for DLA requirements on an other than full and open competition basis. This justification authorizes procurement of items using a brand-name description or other purchase description to specify a particular brand-name, product, or feature of a product, peculiar to one manufacturer.

3. DESCRIPTION OF THE SUPPLIES/SERVICES REQUIRED TO MEET THE

AGENCY’S NEEDS/ESTIMATED DOLLAR AMOUNT:

The Defense Logistics Agency (DLA) has a requirement for desktop, laptop, and tablet computers. These computer devices will be used across the entire Agency to provide end user access to DLA systems, and will be managed using systems infrastructure currently in place to remotely control access, provision software applications, manage security postures, and deploy changes.

The desktop and laptop computers are restricted to equipment that is provided with a suitable Microsoft Windows 7 Professional (Windows 8 Professional Compatible) operating system, and must be powered by processors that meet or exceed the power efficiency and processing performance specifications of 4th Generation Intel i5 processors.

The DLA tablet computer requirements are restricted to three tablet operating systems:

Apple iOS, Google Android, and Microsoft Windows. Tablets using the Microsoft Windows

PROCUREMENT SENSITIVE INFORMATION Page 1

Justification and Approval for DLA Enterprise Wide Personal Computing operating system must be powered with 4th Generation Intel i5 or i7 processors appropriate for tablet use, and must be loaded with a Pro or Enterprise version of Windows 8.1.

The period of performance will be for a one-year base period and four one-year option periods, for a potential contract term of five years.

4. IDENTIFICATION OF STATUTORY AUTHORITY:

The applicable statutory authority permitting other than full and open competition is 10 U.S.C. 2304(c)(1), FAR Part 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements.

5. DEMONSTRATION THAT THE NATURE OF THE ACQUISITION REQUIRES

USE OF CITED AUTHORITY:

The use of this authority is necessary because DLA requires a solution that is capable of being secured to Department of Defense (DOD) specifications, and can be operated on DLA networks and managed using the accredited production network infrastructure.

The accredited production network infrastructure is designed and built to manage desktop and laptop computers running the Microsoft Windows operating system. Management includes imaging of the operating system, authentication of the user and device identity for access control, provisioning of Windows-based applications for end-user use, maintenance of security controls and system policies, application of patches, upgrades, and changes to the operating system and installed applications, and monitoring of logs and changes to detect and prevent malicious intrusion or attack. Desktop and laptop computers used in DLA must run on an image of the Microsoft Windows operating system that has been secured and configured for use on DLA networks. DLA maintains licensing for upgrades, ongoing support, and connection to various Microsoft system products through an enterprise license agreement, but a valid copy of the Microsoft Windows operating system must be purchased with each desktop or laptop computer to be eligible for enterprise licensing. The DLA IT infrastructure that is currently in place is based on MS Windows products. The desktop and laptop computer equipment to be acquired under the authority of this justification must therefore operate using the MS Windows 7 Professional (Windows 8 Professional Compatible).

Tablets running the Microsoft Windows operating system must be loaded with Microsoft Windows 8.1 Pro or Enterprise to be compliant with DOD security requirements as outlined in Defense Information Systems Agency (DISA) Security Technical Implementation Guidelines (STIG). Only tablets running a STIG-compliant version of the full version of Windows 8.1 can be directly attached to DLA networks at this time, and can be managed using DLA’s accredited production management network. Windows-based tablets must be powered by appropriate 4th Generation Intel i5 or i7 processors to perform satisfactorily in a

DLA environment. Tablets powered with Atom or other older processors have been ineffective once loaded with a full Windows operating system that is configured to be STIG-compliant.

DLA has implemented additional infrastructure to integrate tablets running the Apple iOS and Google Android operating systems into DLA operations in an accreditable STIG-compliant configuration. Other tablets using Android or OEM-proprietary operating systems, such as the Nook or Kindle, cannot be made STIG-compliant on DLA infrastructure. The Apple iOS operating system is proprietary to Apple, and the only tablets available using the iOS operating system are Apple tablets.

The tablet equipment to be acquired under the authority of this justification must therefore operate using the MS Windows, Apple iOS, or Google Android operating system.

6. A DESCRIPTION OF EFFORTS MADE TO ENSURE THAT OFFERS ARE

SOLICITED FROM AS MANY POTENTIAL SOURCES AS PRACTICABLE:

This justification will be published with the solicitation in accordance with FAR 6.305(c).

The requirements will be synopsized and solicited on FEDBIZOPPS.

7. DETERMINATION BY THE CONTRACTING OFFICER THAT THE

ANTICIPATED COST TO THE GOVERNMENT WILL BE FAIR AND

RESAONABLE:

As the contracting officer, I hereby determine that the anticipated cost to the Government will be fair and reasonable based on obtaining offers from as many vendors as practicable, historical price comparisons, and competition. Proposals will be analyzed in accordance with FAR 15.404-1. It is anticipated that the Government will use various price analysis techniques including, but not necessarily limited to: 1) comparison of proposed prices received in response to the solicitation (reference FAR 15.404-1(b)(2)(i); 2) comparison with competitive published price lists (reference FAR 15.404-1(a)(2)(iv); and 3) comparison of proposed prices with prices obtained through market research for the same or similar items (reference FAR 15.404-1(b)(2)(vi) in order to obtain a fair and reasonable price. The Contracting Officer will determine pricing to be fair and reasonable prior to award.

8. DESCRIPTION OF THE MARKET RESEARCH CONDUCTED AND THE

RESULTS:

Market research was conducted by issuing a request for information (RFI) to survey the marketplace, reviewing the System for Award Management (SAM), GSA FSS, Army CHESS, and contract history. The market research conducted confirmed the Government's requirement and only the products described above can be satisfactorily and securely integrated into DLA networks. No additional market research was conducted.

9. SUPPORTING FACTS OF WHY FULL AND OPEN COMPETITION HAVE NOT

BEEN DEVELOPED OR ARE NOT AVAILABLE:

PROCUREMENT SENSITIVE INFORMATION Page 3

Microsoft, Apple, and Google, are the sole designers and producers of the operating systems described above. Intel is the sole designer and producer of the central processing units described above. Apple is the sole designer and producer of the Apple tablets described above. These products are proprietary to these companies; therefore, no formal market research survey will be performed to identify other manufacturers.

10. A LISTING OF THE VENDOR SOURCES, IF ANY, WHICH EXPRESSED, IN

WRITING, AN INTEREST IN THE ACQUISITION:

11. A STATEMENT OF THE ACTIONS, IF ANY, THE AGENCY MAY TAKE TO

REMOVE OR OVERCOME ANY BARRIERS TO COMPETITION BEFORE ANY

SUBSEQUENT ACQUISITION FOR THE SUPPLIES OR SERVICES REQUIRED:

DLA has and continues to exercise competition as often as possible and is required to conduct on-going reviews to keep abreast of new technology, both in industry and in the Government as a continuing effort within DLA. DLA always uses a variety of vendors, manufacturers and contracts to fulfill its requirements and will continue its practice of surveying the market to ensure future full and open competition.
