I. The following are the 67 questions received in response to the subject solicitation and Government’s response to the questions:

1. In regards to Lot 0002 Tablet (iOS) device; would you consider a non-Apple device?

Response: The specifications listed under each configuration are the minimum requirements and evaluation will be based on the minimum specifications.

2. The Windows Tablet option, one has an Intel Atom Z3795 (Quad Core 1.6

GHz base/2.3 Ghz burst) processor. It is a quadcore and previously Atom processors were dual core (or in some cases still single core). They offer longer battery life, and run cooler than i5/i7 processors. Please let us know if this would be acceptable.

Response: The specifications listed in the RFP are the minimum specification.

Acceptability is based on those configurations.

3. Would it be possible to determine in which states delivery might be required for the purposes of this RFQ?

Response: Based on history, deliveries haven been made to Battle Creek, MI;

Richmond, VA; Fort Belvoir, VA; Philadelphia, PA; New Cumberland, PA;

Dayton, OH and Columbus, OH. This list is not all inclusive. All equipment shall be delivered F.O.B. destination to a specific address located within the Contiguous United States (CONUS).

4. Do you require everything to be TAA?

Response: All products/components provided under the resultant contract(s) must be in accordance with the Buy American Act and Berry Amendment, as applicable. See FAR 25.103(e), Foreign Acquisition exceptions on Information Technology that is a commercial item.

5. Will teaming with another reseller be permitted to complete LOT 2?

Response: The RFP is a single award by Lot.

6. Can we bid on only 1 LOT and still be acceptable to win?

Response: The solicitation contains two separate and distinct Lots that may result in two separate awards.

7. Is this a new requirement?

Response: This is a new requirement.

8. Does the GSA Terms and Conditions apply?

Response: This is a fully competitive requirement and a total small business set-aside using FAR Part 12. GSA Terms and conditions do not apply.

9. There seems to be no Windows Tablets that meet all required specifications, specifically with regard to mobile connectivity capabilities, cameras, and hard drive space. Is there a model that DLA has in mind that meets the salient characteristics?

Response: The Dell Venue 11 Pro” “Security Model” is an example of a tablet that meets the requirements.

10. Would the Government consider making the pricing and bidding of the iOS

Tablets an optional part of Lot 2 for offerors to bid? That way, offerors who are not among the few Apple channel partners, despite their own efforts to become so, may still compete on Lot 2 and be eligible for a Lot 2 award?

Response: Offerors are required to propose pricing on all items listed in Lot 0002.

Offers failing to submit on all items in Lot 0002 will be rejected as non-responsive.

11. Are you interested in ARS services and warehousing? Large roll-out usually need a staging and holding warehouse for Delivery purposes. Also, imaging, asset tagging, reports etc would be very helpful to meet your mission objectives. Is this something you can include?

Response: These services are not included as part of the requirement.

12. Would you consider setting RFP SP4701-14-R-0021 as an 8(a) set-aside?

Response: Refer to response to question #8 above.

13. The corresponding documentation addresses printers & peripherals

(upgrades) however, the actual solicitation has no mention actual requirements. Can you please clarify your SOW?

Response: The options & upgrades are a list of potential items that may be required. Other than what is listed in the Core List/Schedule of Supplies, there are no additional items.

14. Does the contractor have to provide on-site warranty for the tablets? If so, for how many years?

Response: Failing units will be shipped back for warranty replacement.

15. For the on-site warrant y support work are the conditions such as eight hours response time, 24 hours response time from the time the call was placed into the call center. Please explain the conditions for on-site warranty more thorough.

Response: The response time should start at the time the call is placed into the vendor’s call center to request warranty support.

16. For the OCONUS telephonic support what are the conditions for those locations outside the US. Is this a 24-hour seven days a week support scenario, please explain in more details how the government would like to see this support conducted.

Response: 24x7 support scenarios are not typical, except in times and locations where contingency operations may be taking place.

17. Is on-site support required for OCONUS?

Response: On-site support will be required as part of the warranty for the OCONUS orders.

18. Is Asset tag desirable for the Laptop and the thin client as well?

Response: Yes, offeror must provide asset management information electronically on all PCs/tablets ordered through the DLA agreement.

19. Most manufacturer warranty is for three years, the additional 1 to 2 years according to the RFP would require an additional call is it possible to get a list of addresses in the US where the potential products will be required to be serviced?

Response: Based on history, deliveries haven been made to Battle Creek, MI;

Richmond, VA; Fort Belvoir, VA; Philadelphia, PA; New Cumberland, PA;

Dayton, OH and Columbus, OH. This list is not all inclusive. All equipment shall be delivered F.O.B. destination to a specific address located within the Contiguous United States (CONUS).

20. Under place of performance we are not the manufacture of any of this equipment we are considered a dealer/reseller only, is it necessary that we list the facility/ plant of the manufacture of the equipment being offered?

Response: Place of Performance is required for the items being proposed as reference under clause FAR 52.215-6 on page 69 of the RFP.

21. As this procurement is for commercial items, BAA does not apply (please see

FAR 25.104(e)). Furthermore, TAA does not apply to acquisitions set-aside for small businesses so TAA would not apply. In addition, the Government is not purchasing items covered by the Berry Amendment. Will the Government please confirm?

Response: The restriction on purchasing foreign end products does not apply to the acquisition of Information Technology that is a commercial item (FAR

25.103(e)). However, all products/components provided under the resultant contract(s) must be in accordance with the Buy American Act and Berry Amendment, as applicable. Page 43 of 71 in the RFP contains the scope of items that may be required.

22. NAICS 334111 is a manufacturing code, and the Government is requesting that resellers (see page 52) respond. Accordingly, it would seem that NAICS code 541519, IT VAR (Footnote 18) is the appropriate classification. Will the Government please confirm?

Response: The NAICS code 334111 applies to this requirement.

23. Could the Government please clarify if any preference will be extended to

Service-Disabled, Veteran-Owned Small Businesses (SDVOSBs)?

Response: Refer to response to question #8 above.

24. Will the government consider a commercial pricelist and discount structure off list as a means of determining fair and reasonable pricing?

Response: Commercial pricelist and other published pricing can be used to determine price fair and reasonable.

25. Please confirm that all items in Lot 0001 including Options/Upgrades

(Monitors/KB's) must be from the same manufacturer.

Response: No, however, a single brand name is required for the Desktop and Laptops.

26. Does an offeror need to submit a bid for both Lots?

Response: The solicitation contains two separate and distinct lots that may result in two separate awards.

27. Please confirm the method by which the upgrades (i.e. related peripherals, transit cases, consumables, rugged notebooks, solid state hard drives, etc.)

will be evaluated. Is it FAR 52.217-5?

Response: Options and upgrades will be determined fair and reasonable based on published prices, comparison to the Independent Government Estimate and/or historical compatible prices found on contracts of similar items.

28. Will a completed Mandatory Activities Checklist provided by the OEM suffice? Does the offeror (prime) need to apply? Will application be sufficient or must an applicant actually be recognized?

Response: The Mandatory Activities Checklist provided by the OEM is acceptable.

29. Please confirm that this Executive order is for Federal Government Agencies and does not apply to contractors and offerors.

Response: Yes, the Executive Order was included in the RFP as reference.

30. The Federal Green Challenge has taken the place of the Federal Electronics

Challenge. This website is for Federal Agencies only. Please further define what offerors are supposed to complete?

Response: Contractors are required to complete the checklist per the instructions.

Refer to response to question #42 below.

31. Please confirm that the full line of COTS add-ons as described in A.1 page 43 for Lot 1 (i.e. related peripherals, transit cases, consumables, rugged notebooks, solid state hard drives, etc.) must be supplied by the same manufacturer.

Response: No, it will be determined at the delivery order level. Refer to response to question #25 above.

32. Please clarify how the Government prefers for the offeror to show their proposed pricing for CLINS in Lot 0001 & Lot 0002 in Volume III? Will the Government accept an excel document mirroring the form prescribed in the schedule of supplies provided on pages 7-12 of the solicitation? Or should the offeror hand right proposed pricing in the form prescribed in the schedule of supplies provided on page 7-12 of the solicitation?

Response: An excel document is acceptable; however, pricing shall be in accordance with the schedule of supplies.

33. As the cost of requested warranties may vary based on geographical coverage will the Government allow for more than one price entry to reflect the appropriate warranty coverage in the form prescribed in the schedule of supplies provided on pages 7-12?. Volume III-Price Proposal:

Response: Pricing for each CLIN shall be in the form prescribed in the schedule of supplies on page 7-12.

34. Will the Government allow for more than one manufacturer offering per

CLIN for Lot 0002?

Response: The schedule of supplies allows for one price per CLIN for the one year base and each option year period.

35. Volume II- Non Price Proposal Information: Please clarify what data fields the Government would like to see in the commercial catalog or document demonstrating the ability to provide optional items/options and upgrades for the items being proposed in Lot 0001 and Lot 0002.

Response: Item, Item description, Brand Name, and Part Number etc. as referenced on page 52 of the RFP.

36. Under what authority is the Buy American Act applicable? FAR 25.103(e) provides that “e) Information technology that is a commercial item. The restriction on purchasing foreign end products does not apply to the acquisition of information technology that is a commercial item, when using fiscal year 2004 or subsequent fiscal year funds (Section 535(a) of Division F, Title V, Consolidated Appropriations Act, 2004, and similar sections in subsequent appropriations acts).” In addition, FAR 25.402 waives the Buy American Act in favor of the Trade Agreements Act when an acquisition exceeds the Trade Agreements Act threshold ($204,000).

Response: Buy American Act and Trade Agreements Act apply to the resultant contracts and delivery orders. Refer to response to question #21 above.

37. C-3 Administrative #6 indicates “it is desirable to have the DLA Asset Tag

Number to be imbedded into the firmware of each PC/Tablet so that it is accessible by asset management discovery tools. The offer should describe this capability in their proposal, along with the information regarding the ability for DLA to remove or overwrite of the number when disposing of the PC/tablet.” How will this be evaluated in the Lowest Cost Technically Compliant evaluation model?

Response: Describing this capability does not apply and is deleted via Amendment 0002 dated May 08, 2014, to this RFP.

38. Did not see in anything in reference to the Trade Agreement Act (TAA). Are all products proposed required to be TAA compliant?

Response: Refer to response to question #21 above.

39. In reference to Lot 2, Tablets (Android): Are we allowed to submit a tablet which may be shipped by the manufacturer with a lower version of an operating system (such as 4.3 Jellybean) for which a version of 4.4 (KitKat) is available and which does not allow downgrade after an update?

Response: See Amendment 0003 dated May 15, 2014, to this RFP.

40. In reference to Lot 2, Tablets (Android) and Tablets (iOS): It is our understanding that presently integral CAC readers are not available for iOS and Android devices but are available as third-party accessories with appropriate software. Will a submission be allowed if a third-party hardware and software solution is included and available for the CAC reader component?

Response: Yes, third-party solutions for CAC reader are acceptable.

41. In Lot 0001 it is stated that “desktops and laptops shall be of the same make and brand. A single brand name is required for all items in Lot 0001”. Is this referring to the manufacturer brand name (i.e. Hewlett-Packard, Dell, Sony, etc.) or the actual model family (i.e. Hewlett-Packard Pavilion, Dell Optiplex, Sony Vaio, etc.)?

Response: The single brand name required is in reference to the manufacturer brand name.

42. Is the Mandatory Activities Checklist required as part of the proposal delivery? Are bidders required to register? I see no reference in the Instructions to Offerors where this is required. Attachment A states “Contractors shall submit the attached Mandatory Activities Checklist.”

Please clarify the requirements for the Mandatory Activities Checklist.

Response: Contractors shall submit the Mandatory Activities Checklist that was provided and posted along with the RFP on FEDBIZOPPS. See caution notice #23, page 71 and attachments.

43. Does the requirement for a single manufacturer across LOT 1 extend to the keyboards, docks and monitors, or is that only required of the notebook and desktop CLINS?

Response: The single brand name is required for the proposed Desktop and Laptops.

44. Does the requirement for TAA compliance extend to bundled peripheral items that are accessories to the TAA compliant notebooks and desktops?

Response: TAA is not applicable to small business set-asides.

45. Will each order have unique delivery requirements such as Inside Delivery

Services, or more common requirements such as call ahead/delivery appointments needed?

Response: A delivery order may have unique delivery requirements. However, it is anticipated that unique delivery requirements will only apply to less than 20% of orders.

46. Will RFID’s/ IUID’s, be provided by the agency? Is this a standing requirement for every order, or do advance shipment notifications suffice?

Response: RFID requirements apply to all orders being delivered to a specific Defense Distribution Center (DDC).

47. Are IUID’s a valid alternative to RFIDs on the outside packaging, being that

IUIDs are being used on the hardware itself?

Response: Refer to response to question #46 above.

48. Can you please provide the entire country list for all OCONUS locations that will require onsite warranty support, to include all countries in the Middle East?

Response: Shipments could be required anywhere outside the Continental United States. Destination will be stated on each delivery order requirement.

49. The offeror assumes that all DLA locations require onsite warranty. Is the offeror correct?

Response: Yes

50. Is it the intent of the Government to purchase solely Intel processor based systems or is the government open to comparable performance AMD based systems at a lower cost to the government?

Response: Only Intel based desktops and laptops.

51. Is it intended that the vendor/offeror will provide the DAR Software or is that software already in place?

Response: Data at rest software is already in place.

52. Will the Government require proposal submissions in electronic format via

CD/DVD as well as written hard copy submissions?

Response: Hard copy submissions are required, however, CD/DVD can be included as part of the proposal

53. Does the Government have a preference for the form factor for the desktop configuration – mini-tower, desktop, small form factor, etc?

Response: No.

54. The Government requires a “TPM 1.2 Security Device capable of providing

Data at Rest Encryption.” The TPM module in itself does not handle drive encryption. Microsoft Bitlocker or another third party encryption suite is required to provide Data at Rest Encryption. Would the Government please clarify this requirement?

Response: TPM 1.2 is a requirement of the DAR Encryption software. TPM 1.2 will enable, rather than provide, drive encryption.

55. The Government requires a “Webcam with integrated microphone, speakers and soundcard.” We would like the Government to clarify that these are three separate items, which are 1) Webcam with integrated microphone, 2) speakers, and 3) soundcard.

Response: Yes, they are three separate items.

56. The Government requires a soundcard, but we ask if we can utilize the hardware audio codec chip to fulfill this requirement instead of an additional soundcard?

Response: RFP will be officially amended to include this requirement.

57. To calculate the total acquisition price, will the Government be multiplying the estimated annual quantities by the proposed price for each year, summing the 4 years? In other words, will the total acquisition price be equal to (Est. Qty x Year 1 Price) + (Est. Qty x Year 2 Price) + (Est. Qty x Year 3 Price) + (Est. Qty x Year 4 Price)?

Response: The total evaluated price for each CLIN will be determined by multiplying the Annual Estimated Quantity (AEQ) to the unit price for base year and the four one-year option periods. The sum of the base year and four option year periods will make up the total evaluated price for each Lot of the potential 5 year contract period.

58. iOS 6.0 is specified as a minimum specification, please conform that iOS 7 is would be considered to exceed the minimum specification

Response: iOS 7 would be considered to meet the minimum iOS 6 specification

59. RFID is not specified in the minimum configuration, yet is required for specific destinations, can you please include the estimated quantities in your in the evaluation matrix?

Response: RFID is required for items shipped to a specific Defense Distribution Center (DDC). DDC New Cumberland, PA and Tracy, CA will be utilized for OCONUS customers/addresses. Based on historical data, 2% of the equipment purchased will be shipped/located in the Pacific region and 3% in the Europe and Africa region.

60. Since this is a Small business set aside, please confirm that there is no requirement for a small business sub-contracting plan to be submitted with the initial proposal

Response: FAR 52.219-9, Small Business Subcontracting Plan (JUL 2013) does not apply to small business concerns.

61. Please confirm that the options and upgrades will not be considered as part of the pricing evaluation?

Response: The options and upgrades listed in the Core List/Schedule of Supplies will be evaluated as part of the total contract price. As part of technical acceptability, offerors are required to submit a commercial catalog or documentation demonstrating the ability to provide optional items/options and upgrades for the items being proposed in Lot 0001 and Lot 0002 as referenced in the Schedule of Supplies on page 6 of the RFP.

62. To ensure protection of sensitive data the Government reserves the right

NOT to return defective hard drives to the vendor. Is this a requirement that needs to be priced in the minimum configuration or added as an option?

Response: This is a requirement in the Statement of Work (SOW). It’s neither a minimum configuration specification nor an option CLIN.

63. Offerors are advised that Berry Amendment and Buy American Act apply to this solicitation. Depending on the item being solicited, the Berry Amendment or the Buy American Act requirements may apply. Contractors must be aware of which provision applies at the time they submit their offer.

Which CLINS does this requirement pertain to?

Response: Refer to response to question #36 above.

64. Lot 0002 CLIN 0012 (page 11 of 71), Does the Government mean port replicators/docking stations for thin client desktops or does the Government mean keyboards?

Response: CLIN 0012 is changed from Port Replicator/Docking Station to Internal FIPS 140-2 Wireless 802.11b/g. The Annual Estimated Quantity (AEQ) is 380 EA. See Amendment 0001, dated May 07, 2014, to this RFP.

65. The Core List/Schedule of Supplies pricing will serve as the respective ceiling price in the contract with a one year base and four one-year option periods.

Is the purpose of this to establish a ceiling price for the contract or CLIN (core list item)? And if the item is no longer available will this ceiling price be modified to reflect the price of the replacement item as a result of a technical refresh?

Response: The prices proposed will be the ceiling price for each CLIN and may only be changed via a formal modification.

66. In Lot 0002, Thin Clients (mobile) the specifications have requested a 14 inch screen with 1920 x 1080 resolution. According to our research this is unavailable in a laptop thin client and the highest resolution available that will otherwise fully meet the specifications for a laptop thin client is 14 inch, 1366 x 768 resolution. We are inquiring as to whether the requirement for

1920 x 1080 resolution may have been issued in error. Please clarify as soon as possible if the indicated resolution was correct.

Response: See Amendment 0003, dated May 15, 2014 to this RFP.

67. According to Page 50 of Solicitation Number SP4701-14-R-0021 under the

Proposal Volumes it states that the offeror is required to submit proposals in three separate volumes according to the format in the table. The table indicates that there are to be multiple copies for Volume’s II and III. Do you want the copies in a separate binder or the original and the copies for each volume all in the same binder, so that only 3 separate binders are submitted?

Response: Copies of Volume II and III can be in the same binder.

II. The following revisions are hereby made to subject solicitation:

1. Caution Notice, Paragraph #12 on page 14 is revised to read as follows:

The requirements of this solicitation are 100% set-aside for small business with approval of a waiver to the non-manufacturer rule by the Small Business Administration (SBA).

2. Lot 0001 LAPTOP, Page 8 of 71, the language “Webcam with integrated microphone, speakers, and soundcard" is revised to read "Integrated webcam, microphone, speakers”.

3. Lot 0002 THIN-CLIENT (MOBILE), Page 12 of 71, the language “Webcam with integrated microphone, speakers, and soundcard" is revised to read "Integrated webcam, microphone, speakers”.

III. The closing date is hereby extended. All proposals must be submitted on or before Friday, May 23, 2014 at 10:00 AM, Eastern Time.
