1. The following clause is added to the solicitation:

INVOICING AND PAYMENT – SERVICES DRMS (NOV 2002)

(a) The contractor shall be paid upon submission of a proper invoice for services performed and accepted. Services on the invoice must be completed prior to the invoice date. An original and two (2) copies shall be submitted to the designated COR at the following address: DRMO Bupyong, Unit #15395, APO AP 96283-0120.

(b) Upon receipt of the invoice discussed above, the services provided may be inspected/reviewed. The Government inspection/review period shall not exceed four (4) calendar days. The COR or his/her designee will sign the invoice accepting the services and forward it to DRMS Headquarters for receipt processing. After processing, the invoice shall be forwarded to the payment office for payment processing. If the COR decides not to accept services, in whole or in part, because of deficiencies in the service provided or documents submitted by the contractor, the COR will issue the contractor written notification of deficiency within three (3) calendar days after completion of the inspection/ review period specifying therein all deficiencies present.

Upon subsequent connection of the noted deficiencies and acceptance of services/documents, the COR or his/her designee will sign the invoice accepting the services/documents and send it to DES-WRF (DLA Enterprise Support) in Battle Creek, MI for receipt processing.

(c) All payments will be made in accordance with the clause entitled PROMPT PAYMENT, FAR 52.232-25 (OCT 2003). The PROMPT PAYMENT clock starts on the date a proper invoice is received at DES-WRF, Battle Creek, MI.

2. Government response is provided for the following questions:

a. Question: On Past Performance Submission in 5.1.2 of the SF1449 Continuation Sheet it says prospective contractors are expected to submit relevant past performance as well as all required licenses and registrations to Ms. Roth at lisa.roth@dla.mil, not to DRMSHazardousContractsHawaii@dla.mil, which is the email address where interested contractors are supposed to send offers. Before this system, technical proposals and pricing information used to be sent to the same account. However this time, it seems that contractors are supposed to send them to the different accounts: that is, past performance + licenses and registrations to lisa.roth@dla.mil; pricing offer to DRMSHazardousContractsHawaii@dla.mil. Do we understand this correctly?

Response: The past performance questionnaires are to be submitted directly to Ms. Lisa Roth at email address:

lisa.roth@dla.mil. Proposals (which includes licenses, registrations and pricing) should be submitted to email address: DRMSHazardousContractsHawaii@dla.mil.

b. Question: On 2nd Passage of Para 4 in the SF1449 Continuation Sheet it says “The minimum for the base period and each of the priced information shall be 10% of the estimated value of the period. The maximum for the base period and each of the priced information shall be 200% of the estimated value of the period.”

1) Does 10% of the estimated value mean Korea value added tax? 2) Does 200% of the estimated value mean tariff? 3) If so, do we have to annotate these two factors in our pricing information?
