15. Does the contractor bring empty drums/containers to the accumulation point when he/she picks up from an accumulation point?
Answer: Yes, when a full drum/container is removed it has to be replaced with an empty drum/container. Please refer to section B2(a)(6) Drums and Removals

Answer: It is possible but not guaranteed. Task orders are guaranteed by price, not weight or truckload.
19. In case that we win the contract, we want to ship the most of waste to Germany in accordance to the Basel Agreement.
Answer: For removal of waste to Germany it is reminded that all facilities require approval and the contractor is responsible for all Basel notifications and approvals.
20. Can the contractor use government own equipment (forklift, trucks, etc.)?
Answer: Yes, it is possible. See pages 43 and 52.
21. The electronically prepared documentation, such as DD form 1348-1 must be done by ETID?
Answer: Yes. The installation is responsible for establishing contractor access to the ETID system as well as executing Electronic Turn-In Documents of hazardous waste at both RAFs Lakenheath and Menwith Hill. The Contractor will only be required to utilize the Air Forces’ Enterprise Environmental, Safety & Occupation Health, Management Information System – EESOH-MIS to input the 1348s, when granted access into the system
22. On the page 54 under ii is to read, that the contractor has to provide the HWSA at Lakenheath every day from 07:30 till 16:30. Is this requirement still current?
Answer: Yes, it is.
23. In attachment 7 are listed nine locations where a removal service must be done. But within the last 12 month were only six locations provided. Is it also new in the future?
Answer: There are 9 RAF’s that require removal service and two that will currently require both removal and waste management services (RAFs Lakenheath and Menwith Hill). Removal services at the other 7 locations will include a single hazardous waste storage area for each RAF and approximately 3 hazardous waste accumulation points at each for a total of 28 sites to service at each of the location/RAF. This change will be noted in a revision to attachment 7 under this amendment.
24. Is it possible every two months make a removal of all the sites? That are 35 – 40 tons, what means two truckloads. It can be done from our site within 4 days.
Answer: Scheduling two month removals for all sites is not practical. Some generators are ready for removals every month or less, and others may not have accumulated enough hazardous waste for a removal until 3 months.
PAGE 4 OF 7 PAGESCONTINUATION SHEET REFERENCE NO. OF DOCUMENT BEING CONTINUED:
Some sites may not require services every year (e.g. RAF Welford).
25. Is there any capital equipment associated with the contract that we would need to be aware of within our proposal?
Answer: For waste management service sites, contractor is required to have equipment to transfer hazardous waste from HWAP’s to the HWSA and to move containers within the HWSA. This more than likely will require a truck with lift, forklift, and pallet jack. The government forklift may at times be available for moving containers within the HWSA at Lakenheath. Menwith Hill will not have a government forklift available at the HWSA. The contractor is required to have equipment for loading containers during hazardous waste removals at all sites.
26. Fork-lift truck use is mentioned in sections 2, 3 and 6, however could it be confirmed that these will be available to load vehicles from the HWSA’s?
Answer: Contractor is required to provide forklifts for loading trucks.
27. Should we factor in provision of vehicles to allow collection from the HWAP’s and movement to the HWSA?
Answer: Yes, see response to question above.

Answer: The transportation cost is to be included within each CLIN’s proposed price.
29. Is all the waste packaged – i.e. will items such as oil, glycol and metal containing liquids be collected in bulk?
Answer: No. Some wastes such as antifreeze will be collected in drums. In keeping with EU regulations, we do not combine non-regulated substances with regulated (i.e. oils with metal containing liquids)
30. For general items, what size of container should be assumed?
Answer: Generally container sizes of drums are 55 gal or 26 L. However, not limited to, wooden crates for fluorescent tubes, 1 CBM boxes for batteries and cages for CRT monitors and fire extinguishers are also used.
31. How will this contract inter-act with the existing FM companies in-site (where applicable)?
Answer: It will not. They will act independently. If coordination with other FM companies is warranted in the future, then the Generator and/or COR for this contract will document and elevate concerns to the Contracting Office for resolution.
32. Item N26500 ‘chemical defense equipment’ – could more information be supplied?
Answer: See response above
33. Items N18000 and N18100 ‘heavy metal wastes’ – Could some waste examples be supplied as the price differences are significant depending upon the contaminant? The same applied to the gas cylinders.
Answer: Please see the examples of heavy metal wastes included in the description of each of these CLINs in the bid schedule. These are examples only, and may include other heavy metal waste not listed.
34. How will the asbestos be presented at the HWAP’s?

PAGE 5 OF 7 PAGESCONTINUATION SHEET REFERENCE NO. OF DOCUMENT BEING CONTINUED:
