Summary of Questions and Answers (Q&A) Document
This is a Questions and Answers document for a federal delivery order solicitation for a cartridge case shredder system to be installed at Building T388 in Okinawa. The Government seeks a hydraulic-driven, single-shaft shredder capable of processing medium-caliber cartridge cases (30–300mm length, 10–50mm diameter) composed of brass, steel, and plastic at a throughput of 2,200 pounds per hour with a maximum daily capacity of 17,600 pounds. The equipment must produce consistent particle output of 10mm x 10mm maximum through interchangeable sizing screens and operate safely for eight continuous hours without gumming or clogging. The shredder system includes a belt conveyor with motorized automatic feeder, dust collector with air filter, fire suppression (CO₂ cabinet), enclosed hopper, and discharge bins positioned directly beneath the unit.
The Government has clarified critical delivery, technical, and operational requirements in response to contractor questions. The equipment will be delivered to an Okinawa facility with 520 square feet of floor space, 12 feet 8 inches ceiling height, and access through an 10-foot (height) by 11-foot (width) entrance; the asphalt floor should be reinforced with concrete anchoring points. Electrical power available is three-phase, 360–380 VAC, 50/60 Hz, 100 AMP. The Government will provide unloading equipment; the contractor must remove the existing control panel. Acceptance will occur through WAWF with DD250 documentation after delivery, setup, familiarization training, and final invoice submission. The shredder must comply with DFARS 252.211-7003 for Item Unique Identification using the contractor's CAGE code and serial number. Site visit or photographs with layout drawings are available. The material will be inert, free of explosives or primers, and unwashed with possible dust and dirt; no oil contamination or foreign attachments will be present. Shredded material will be collected without pre-separation and shipped for recycling by the customer. The submission deadline is 3:00 p.m. Eastern Daylight Time on July 24, 2026, and USFJ Form 380 will address customs and tax treatment for the Japan installation.
