Solicitation SP451020Q1030 Amendment 01 Questions and Answers

1. Can we negotiate to increase the minimum number of pounds to be picked up to 30,000 pounds? The regions cover a large geographic area and this would minimize the freight expense.

No, many sites have limited storage ability such that the 10,000 lb. minimum remains. There is a longer standard removal time versus past coverage to try to increase the chances of combining loads or support other logistical considerations.

2. If trailer placement is required, can we charge freight for the deadhead when placing the trailer?

No, but the 30,000 lb. minimum annually was added in the past to help ensure a minimum return on any trailer placement needs.

3. Regarding the 30,000 pound per year guarantee on trailer placement, can we charge for 30,000 pounds per each trailer swap if it comes in lighter than 30,000 pounds?

No, the 30,000 lbs. is the annual minimum for the trailer/replacement trailer need per site and

10,000 lb. applies for an individual removal within that, e.g. three trailers filled to at least

10,000 lbs. over the year meets both required minimum amounts

4. FAR 52-216-19 / BPA § 2(2) – Minimum order amount 10,000 lbs. Can the minimum order amount be increased to a more cost effective 53’ truckload amount, i.e. 25,000 lbs.?

No, and please see Question 1 for the reason.

5. FAR 52-216-22 / DLA Disposition Services Scrap Tire Bid Schedules by DSD – The Bid

Schedules for all the geographical areas and periods are identical; how accurate are these estimated amounts and do these amounts factor in the possibility of pickups from the RIP locations?

The annual estimated amounts within each region are the same but there are significant to major differences in estimated quantities across the different regions. The estimates used were the most current available for each region, including RIP locations, when the solicitation Bid

Schedules were finalized just before the solicitation was issued.

6. DFAR 252-225-7048 / BPA § 2 (5) (b) – Is there a list of possible RIP site locations associated with each DLA Service site, or within each BPA geographical region?

The RIP location list by region is being updated and we will try to post an additional amendment with it in advance of the date offers are due. The 300 mile radius from existing DLA Disposition

Sites and 10 calendar day removal standard are included in the meantime as significant defining parameters for pricing purposes.

7. PWS 2. Para (4) – This section states that “In the event there is a container in place, the

Government will place tires in the container.” Will the Government ensure containers are to maximum capacity, thus making trailer spotting cost efficient for contractor, i.e. government will not just roll or pile tires into trailer?

We are not able to control the specific loading practices of each site, including our own sites and

RIP locations, and can only abide by the 10,000 lb. minimum removal requirement.

8. PWS 6. – Will there be any Demil-B tires that are mounted on wheels that will require both the tire and wheel to be mutilated?

Yes, and when Demil B with rims both the tire and rim require mutilation.

9.To avoid undue logistical cost to Contractor, will DLA give any advance notice if one of the scrap tire sites being serviced by the Contractor under the BPA is put out for (presumably sales)

Bid.

We can’t necessarily notify BPA holders of sales actions but all firms are encouraged to monitor fbo.gov for the public notifications of sales opportunities. Utilizing this amendment to also reiterate that per Paragraph 22 of the PWS, “By entering this agreement, the parties mutually understand and acknowledge that this mechanism for recycling/disposal of scrap tires and related items is the last available means DLA Disposition Services has to meet the need at the lowest possible cost to the U.S. Taxpayer. Sales efforts and potential no-cost outlets like the

Greening Program (which may or may not be in place during the life of these BPAs) receive a higher priority in disposition process.”

10. Considering the vast geographical area and distance between DLA scrap tire facilities located in the DSD West Region needing to be serviced under the BPA, would DLA consider dividing the West Region into two separate regions, i.e. Northwest and Southwest?

Not at this time given how the funding and other administration of these actions is handled.

No other questions can be supported at this time and timely offers received before the due date and time and after this amendment posting are construed as acknowledging the amendment’s content. The response due date and time is not extended via this amendment.
