1.) If a project is 75% complete, will that meet the requirement for completed in the last 2 years, since contracts generally have a POP of 5 years? Also,
a. Yes, performance of completed option years constitute as a past performance.
2.) due to the typical 5 year POP of government IDIQ contracts, can you extend the completion period to 5 years from the date of the solicitation?
a. The PWS reflects a Base plus four-12 month option year. The solicitation on Beta.Sam.gov will reflect to have base plus four option years.
3.) Will DLA personnel be responsible for loading the roll off bins with the scrap tires or will the contractor be required to load the tires from the ground, pallets or containers where the tires currently are held into the roll off containers?
a. The tires will most likely to be on paled and the USG will load the pallets onto the vehicle if the contractor has a flatbed trailer. Any other means will be the responsibility of the contractor to complete the removal.
