Question and Answers for SP4510-19-Q-1006 2/22/2019 Version 1/1
1. Will DLA make a partial award, or split the CLINS between a few companies?
a. This will be a single award to one responsible vendor.
2. The SOW is calling for training, but no locations is given for the training. We are requesting more clarification training to make some cost assumptions on this cost. There is a substantial difference between CONUS or an OCONUS location. Will the travel cost be incorporated into each CLIN, or will it be a reimbursable? Can the government provide any more detail on this requirement?
a. This training will be conducted at the delivery location with the end user at any DLA Disposition services site at CONUS locations. The travel costs should be included in contractor’s quote. Please see Destinations within the Statement of Work for locations..
3. What lead times are acceptable for from the date of an order, some forks may require fabrication and installation to meet the given specs as well as other modifications?
Lead times will be 180 days regardless of the forks having to be fabricated or not. We’ve had similar contracts with multiple fork lengths, and all of them are successful in meeting the 180 day lead time. No change to the specs as different sites need different fork lengths to meet their missions.
4. Tier III machines are not readably available as they can no longer be sold within CONUS, Europe or Canada, how long would the government expect delivery. Assuming Tier IIIs may need to be a custom order, would there be an extended lead time for these machines?
The lead time for these machines will not be extended, it shall remain at 180 days. DLA has numerous contracts with the Tier III requirement and all of them have been successful at meeting the lead time.
5. All your forklifts have the following requirements.
X.3.10. Operator Presence System
X.3.14. Window tint with UV protection
Would you please clarify these requirements? What kind of mechanism would you want to have, for the operator presence?
a. Operator presence system shall be a seat safety sensor that disables all joystick functions when an operator is not in the operating seat. This prevents the operator from manipulating the controls from outside the cab.

a. Please see Destinations in Statement of Work for more details
7. I will need to know the destination for each of the CLIN’s to get accurate freight rates.
