III PERFORMANCE WORK STATEMENT

III.1 BACKGROUND/PURPOSE

DLA Disposition Services has the responsibility of disposing and reutilizing excess US Department of Defense (DOD) property. DLA Disposition Services receives excess personal property from DOD activities. DLA Disposition Services seeks to accomplish the following: (1) Redistribute excess property to other DOD activities (Reutilization); (2) Transfer the excess property to other Federal Agencies; (3) Performs demilitarization services per regulation; and (4) Sell excess property to the public as required by the Federal Property Management Regulation (FPMR). DLA Disposition Services Sites in Afghanistan support the Central Command (CENTCOM) Area of Responsibility (AOR). To support the Disposition Services mission to dispose of DOD Excess/Surplus property in the CENTCOM AOR requires a workforce with certain skills for excess property management and office support to allow the facility to work in a safe, efficient and user-friendly manner. DLA Disposition Services currently has two sites within Afghanistan (Kandahar and Bagram) with 48 contracted personnel under a DLA Disposition Services Contract. The expectations are that the workload will greatly shift from site to site as base closures occur throughout the Afghanistan Theater. The government expects that DLA Disposition Services sites will close as the drawdown continues and that new sites may be required to be opened or old sites may be expanded as necessary, and the contractor shall be expected to adjust to the changing work environment. The mission requirement could surge 200%, to include work at the forward operating bases (FOBS), and decrease to 5% of the 48 personnel baseline mark.

III.1.1 Fixed Price Task Orders: This is a fixed price contract priced by day per labor category. The Government shall order the required services under a funded task order, and list the required number of personnel per labor category. The contractor shall receive a flat daily rate for each contracted worker by labor category, as specified in the task order. The contractor shall be paid for each worker on order for the time they are at the DLA operation location during the task order specified period of performance. All work shall take place during DLA hours of operation, which can frequently change depending on mission requirements.

The current hours of operation are listed under section III 3.7 of this document. However, each worker may work up to 72 hours a week under the flat rate schedule. The contractor shall notify the COR daily the number of workers onsite per labor category.

III.1.1.2 MINIMUM/MAXIMUM The minimum guaranteed ordering amount is 5-percent of the estimated base period amount. The maximum contract value is 200-percent of the cumulative estimated contract amount for all locations for all periods of performance.

III.2 SCOPE

The contractor shall provide non-personal services to include all necessary labor and Personal Protective Equipment (PPE) to support DLA Disposition Services sites in Afghanistan in accordance with the Contract, its Performance Work Statement, Schedule and subsequent Task Orders within the Combined Joint Operations Area-Afghanistan (CJOA-A). The contractor shall also be responsible to provide their employees with Body Armor

as required by host installation. The contractor will perform a variety of tasks relating to the control and accountability of items from receiving property through reutilization, transfer, donation (RTD), or other disposal action. The contractor shall provide an estimated 48 personnel per the CLIN schedule and shall be able to increase those baseline numbers by 200% for surge activities within 30 days and shall be able to reduce those base line numbers by 95% with a drawdown situation within 7 days. The specific number of personnel ordered shall be listed on each task order. The current DLA Disposition Service site locations are Bagram and Kandahar. These work locations are expected to expand with a surge in the workload with possible new sites added and a reduction of personnel and sites with a drawdown in workload. If there is an increase required, personnel are expected to be on site within 30 days of the order. The Labor categories consist of Supervisors (must be U.S. Citizens), Material Handling Equipment Operators, Laborers, Torch Cutters, Customer Service Clerks, Safety Officers (no local nationals shall be used under this contract and personnel must have sufficient fluency in English to communicate verbally and in writing with other English speaking individuals).

No local nationals (LNs) shall be used on this contract action. Based upon current workload, the skillsets required at each DLA Disposition Services site in Afghanistan performing the work as required by this PWS are:
