1.0 Introduction:

The primary mission of the Defense Logistics Agency (DLA), Installation Support is to directly provide services for Disposition Services. Disposition Services function is to dispose of Department of Defense (DOD) excess and surplus personal property generated by the military services. This is accomplished through reutilization to other DOD activities, transfer to other Federal agencies, donation to authorized state and local organizations, sale to the general public, or ultimate disposal through abandonment or destruction. DLA Disposition Services and Installation Support are headquartered in Battle Creek, Michigan, with a variety of field sites worldwide. The purpose of this contract is to acquire new industrial storage racks at the DLA Disposition Services, Bldg. 3321 and Bldg. 3325, at Fort Sill, Oklahoma 73503.

2.0 Objectives:

This Statement of Work will comprise of efforts to remove existing racking system, furnish and install new fixed height racks in buildings 3221 per the sketch and details as shown in attachment for 3321. Include all fastening /anchoring devices, shims, and protectors as required. CLIN 0002 will be to Remove existing racking system, furnish and install using the Ban-Air IARS system or government approved equal in Building 3325. Contractor shall provide all fastening /anchoring devices, shims, and protectors as required. Contractor shall provide the submittal and approval process all items used by the contractor on this project. This shall be included in the final design layout.

Contractor shall either confirm and/or alter the design, then purchase new storage racks and install new industrial storage racks at the DLA Disposition Services – Fort Sill with the goal of maximizing aisle widths. This procurement service is funded through DLA Installation Support (DODAAC SC4400). DLA Installation Support’s COR will certify the invoice submitted through the Wide Area Work Flow (WAWF) system; the on-site COR will verify the order is properly received and installed IAW specifications.

The contractor may coordinate travel to the DLA Disposition Services – Fort Sill site to confirm/alter the design concept as required, seek initial approval through the Site Manager, then the DLA Disposition Services Installation Support for final design approval(s). The contractor should anticipate slight in-process design alterations to meet the Site Manager’s requirements.

3.0 Critical Requirements for fixed height rack installations - CLIN 0001:

- New pallet racking shall be installed per manufacturer’s specifications. Rack requirements are as follows:

Either 9’ tall (outside walls) or 10’ tall (inside rows) x 48” deep vertical columns, 108” long horizontal load beams with a rated capacity between 5,500 – 6,600 lbs., wire mesh decking as listed below, install the two levels of horizontal load beams at approximately 52 inches and between 108” – 110” above the finished floor (AFF). Vertical column heights will vary and listed in the drawing below, however, all shall have a minimum capacity of 23,000 lbs, and back to back rows will use 6” row spacers.

- All vertical column and horizontal load beams shall be bolted (not welded) and have a corrosive resistant finish applied to provide complete coverage of surfaces (inside and out). Acceptable methods are either electro-statically immersed in epoxy paint or galvanized to provide enhanced corrosion resistance in the anticipated humid climate and chemical storage environments. The Contractor shall identify their method to meet this requirement in their quote (the Interlake manufacture complies with these requirements).

- Decking shall be over the beam or commonly referred to a “waterfall-type” wire mesh decking that is 48” deep x 52” wide, 2-1/ 2” x 4” mesh spacing size, and have a capacity between 2.500 -3,000 lbs. each with four (4) u- supports each.

- Column protectors shall be provided for all columns except where protected by End of Aisle Guard rails. Column protectors shall be 24” high, anchored to the floor, and specifically designed to fit with the columns. Column protectors shall not be attached to the columns. Column protectors shall be painted with highly visible safety yellow paint.

Rails shall be painted with highly visible safety yellow paint.

- Each individual vertical column and horizontal load beams must be permanently marked. They may be stamped (preferred), but a metal data plate that is welded, bolted, riveted or permanently fixed to the element is also acceptable. This plate shall contain the manufacture’s brand name, replacement part number, as recognized by the manufacturer, and the horizontal beam’s load capacity. This identification will support ease in component replacement (vs entire rack replacement). An acceptable sticker will be a 2”x4” label using two permanent enamel based inks (white and black), subsurface printed on 10 mil industrial Lexan, backed with permanent adhesive. Identify the type of labeling method in the submitted quote.

Bolts will be grade 5 or better, wedge-type anchor bolts per column section into the concrete; depending on the column guard design selected, additional anchors may be required to ensure each manufactured holes is utilized. Anchors with nuts shall have 360-degree contact with the base material. Oversized holes will not be required pending screw anchor type selected for installation. Fasteners shall be manufactured from carbon steel, and are heat-treated. Anchors are not to be reused after initial installation. An example of an acceptable screw anchor is Simpson’s Strong-Bolt wedge anchors for cracked and uncracked concrete (provided installation follows Simpson’s installation instructions) or equal. If inadequate anchor bolt binding occurs the contractor will be required to fill the hole with an epoxy filler designed for threaded applications to ensure a solid contact with the concrete.
