DLA Disposition Services – San Diego Naval Base Racking Procurement and Installation Statement of Work (SOW)
1.0 INTRODUCTION
The primary mission of the Defense Logistics Agency (DLA), Installation Support is to directly provide services for Disposition Services. Disposition Services function is to dispose of Department of Defense (DoD) excess and surplus personal property generated by the military services. This is accomplished through reutilization to other DoD activities, transfer to other Federal agencies, donation to authorized state and local organizations, sale to the general public, or ultimate disposal through abandonment or destruction. DLA Disposition Services and Installation Support is headquartered in Battle Creek, Michigan, with a variety of field sites worldwide. The purpose of this contract is to acquire new industrial storage racks and various equipment at the DLA Disposition Services – San Diego, CA.
By way of Request for Quote, is soliciting Offeror quote to purchase new fixed-height/selective pallet racks, dismantle all of the old racks, install new storage racks at the DLA Disposition Services-San Diego. This procurement service is funded through DLA Installation Support (DODAAC SC4400). DLA Installation Support’s COR will certify the invoice submitted through the Wide Area Work Flow (WAWF) system; the post-contract identified COR will verify the order is properly received and installed IAW specifications.
The contractor shall coordinate to travel to the DLA Disposition Services-San Diego site to confirm/alter the design concept as required. The Site Manager will make the final design approval(s) and can anticipate slight in-process design alterations to meet their requirements.
DLA Disposition Services-San Diego requires a 24 hour notification for all visitors. Completion date for CLINs 0001 is 90 days after award of this contract.
2.0. Common to all fixed height rack installations:
Critical requirements for fixed height locations are as follows:
1.) 16’ tall x 48” deep vertical columns with 108” long horizontal load beams. All horizontal load beams shall have a combined minimum rated capacity between 5500 and 6000 lbs. All pallet spaces shall have wire mesh decking as listed below. Install the three levels of horizontal load beams to support between 52 inches and 56 inches of available pallet height space; ie 52 inches above the floor, then between 108” and 110” above the floor, etc. All 16’ tall vertical columns shall have a minimum 23,000 lbs load capacity.
2.) All horizontal load beams are to either receive solid coats of paint on every surface and then oven baked or galvanize dipped to support corrosion resistance.
3.) Bolted frames are either electro-statically immersed in epoxy paint or galvanized to ensure that the coating saturates every surface and provides enhanced corrosion resistance in humid climates and chemical storage environments.
4.) Over the beam or commonly referred as “waterfall-type” wire mesh decking that’s 48” deep x 52” wide, 2 ½” x 4” mesh spacing size, and has a capacity between 2500-3000 lbs each with four support channels each. Wire mesh decking shall be installed in lieu of pallet supports.
5.) 24” tall column protectors that attach only to the floor specifically designed to fit with the seismic compliant columns and base plates (a decision to attach to columns only with DLA’s Industrial Engineer’s prior authorization).
6.) Each individual vertical column and horizontal load beams must be permanently marked, preferably stamped, a welded, bolted, or riveted metal data plate or an industrial strength sticker is also acceptable. The key information to be marked on each component is the manufacture’s brand name, replacement part number recognized by the manufacturer, and horizontal beam’s load capacity. This identification will support ease in component replacement (vs. entire rack replacement). An acceptable sticker will be a 2” x 4” label using two permanent enamel based inks (white and black) subsurface printed on 10 mil industrial Lexan, backed with 3M 468 permanent adhesive (an example business who demonstrated to meet these specifications is Specialty Printing Inc. in St. Louis, MO).
3.0 Install new fixed height racking in buildings 3655 – Contract Line Item (CLIN) 0001.
All material and equipment shall be delivered to: DLA Disposition Services, building 3655, 3655 Cummings Road, San Diego Naval Base, CA, 92136-5605
3.1 Row Configurations and Pallet Quantities
A. Building 3655 is approximately 100’ long x 50’ wide and has existing rows of racks manufactured by Interlake and painted reddish/orange. This new racking project will require an approximate 80 new pallet spaces between two (2) rows.
- Two (2) rows that are approximately 43 feet long (four 9’ sections long).
- Rows will follow the layout in accordance with (IAW) exhibit A.
- Rows will be installed a minimum 12” away from all wall; see exhibit A for clarification.
- The two rows will use 6” row spacers; each column shall utilize a row spacer.
- The contractor shall purchase and install six (6) 6” long row spacers for these rows (one/column).
- The contractor shall purchase and install one hundred seventy five (175) wire mesh decks as described in section 2.0 above. The contractor shall replace the entire warehouses pallet supports with these wire mesh decks.
3.2 Column and End of Aisle Protectors
- The racking system shall include individual column protective devices that have a corrosion resistant coating applied to each to mitigate the environmental conditions (heat, humidity, and chemicals).
- The contractor shall purchase and install approximately eight (8) 24” tall column protectors that attach only to the floor specifically designed to fit with the seismic compliant columns and base plates. It is the contractor’s responsibility to ensure that all vertical columns exposed to the aisles have a column protector installed and utilize all the manufacturer’s bolt holes utilized to fasten to the concrete floor (regardless of model selected).
- Each vertical column will have a protective device (i.e. corner or column guard); these are in addition to columns with end of aisles guards.
The contractor shall install all column protectors to the concrete floor using the manufacture’s recommended bolts. Additional clarification on anchor bolts are listed in the Installation section below.
- The contractor shall purchase and install one (1) heavy duty end of aisle protector shall be installed between 3” to 6” away from racks, be a minimum of 6” tall, extend the width of the two columns (approximately 102” long), and fastened to the concrete floor as specified IAW the manufacturer’s instructions or comply with “Installation” section below.
4. Installation
- The Contractor shall coordinate with DLA Disposition Services – San Diego to conduct a pre-installation meeting with the Area and/or Site Manager. The contractor is to verify the shipping address and set up pre-installation meeting date, time, and location with the Site Manager. Contact information will be provided upon request.
- DLA Disposition Services – San Diego is in seismic zone 4 (zip code 92136-5605). Calculations support ordering/manufacturing a non-standard 5” x 7” x ¾” thick foot plate on each column in order to better distribute the loads.
- The contractor shall be prepared to adjust rack height spacing listed (as needed) in order to meet any requests from the Site Manager.
- New pallet racking shall be installed per manufacturer’s recommendation and a copy of the manufacturer’s specifications will be provided to the Site Manager for quality assurance/quality compliance.
- The contractor shall install all rack columns, column guards, end of aisle guards by anchoring down to the concrete floor as described by the manufacturer’s installation specifications using the their recommended bolts. If/when anchor bolts are not specified in the manufacturer’s installation specifications, anticipate installing a total of two (2) ½” diameter, grade 5 or better, wedge anchor bolts per column section into the concrete (one per leg); also anticipate placing the anchor bolts 2 ½” below the surface. Wedge anchors (with nuts) shall have 360-degree contact with the base material and torqued down IAW manufactures specifications. Each hole must be drilled into the concrete equal to the diameter of the anchor. Ideally the hole is drilled using a hammer drill that is set in the hammer and rotation mode, and using carbide tipped bits that meets ANSI standards. The tolerance between the hole diameter and anchor diameter is critical; using an ANSI standard bit insures the hole size. After the hole is drilled, it is important that the hole is cleaned out using a wire brush, vacuum or compressed air. The depth of the hole should be a minimum of 1/2” deeper than the anchor bolt which allows room for any dust and debris to fall into during the installation process. Most anchor bolts don’t use the bottom of the hole to be set, so the hole can be any depth as long as it is deep enough to insure that the anchor is embedded after expansion to minimum embedment depth for the diameter being installed. Oversized holes will not be required pending screw anchor type selected for installation. Fasteners shall be manufactured from carbon steel, and are heat-treated. Anchors are not to be reused after initial installation. An example acceptable wedge anchor is Hilti’s Kwik-Bolt 3 or screw anchors such as the Titen HD® anchors from Simpson Strong-Tie (provided installation follows Simpson’s Strong-Tie instructions for the Titen HD anchor) or equal. If inadequate anchor bolt binding occurs the contractor will be required to fix with an epoxy filler designed for threaded applications to ensure a solid contact with the concrete.
- Contractor shall anticipate purchasing manufactured shims to ensure a level installation IAW RMI standards under paragraph 7.1.4 as listed below:
· Shims may be used under the base plate to maintain the plumbness and/or levelness of the storage rack. The shims shall be made of a material that meets or exceeds the design bearing strength (LRFD) or allowable bearing strength (ASD) of the floor. The shim size and location under the base plate shall be equal to or greater than the required base plate size and location.
· In no case shall the total thickness of a shim stack under a base plate exceed six times the diameter of the largest anchor bolt used in that base.
· Shims stacks having a total thickness greater than two and less than or equal to six times the anchor bolt diameter under bases with only one anchor bolt shall be interlocked or welded together in a fashion that is capable of transferring all the shear forces at the base.
· Shims stacks having a total thickness of less than or equal to two times the anchor bolt diameter need not be interlocked or welded together.
· Bending in the anchor associated with shims or grout under the base plate shall be taken into account in the design of anchor bolts.
- The contractor will work incrementally by dismantling/installing in sections approved by the site manager to mitigate work loss.
- All work will be accomplished in accordance with the ANSI MH16.1: 2012 edition.
Clean Up Premises Upon completion of the work, the contractor is required to clean up work space and remove and dispose of any parts or debris resulting from the contractor’s performance, with any associated costs included in existing CLIN prices. This is required after each day of on-site performance, and before the contractor leaves the premises.
