DLA Disposition Services – Fort Sam Houston, Texas Racking and installation – Performance Work Statement (PWS)
1 April 2013
CLIN DESCRIPTION PRICE
0001 Building 4195, dismantle old racking 0002 Building 4195, new racking and installation
Total:
1.0 Introduction
The primary mission of the Defense Logistics Agency (DLA), Disposition Services is to dispose of Department of Defense (DoD) excess and surplus personal property generated by the military services. This is accomplished through reutilization to other DoD activities, transfer to other Federal agencies, donation to authorized state and local organizations, sale to the general public, or ultimate disposal through abandonment or destruction. DLA, Disposition Services is headquartered in Battle Creek, Michigan, with a variety of field sites worldwide. The purpose of this contract is to purchase and install new racking for DLA Disposition Services – San Antonio in building 4195 on Fort Sam Houston, Texas.
Rack lengths will vary based on the building’s constraints (support columns). Building 4195 has six bays, each bay is 160’ wide x 100’ long. The building has seasoned concrete floors and supported by one row of vertical support columns per bay running lengthwise; each row is centered widthwise in each bay at 50 feet. Concrete Masonry Unit (CMU) block walls separate the bays.
2.0 Dismantle Racking in Building 4195 - CLIN 0001
Contractor shall provide all labor, material, and equipment to remove all the current racks in Bldg. #4195. The following characteristics are common to all existing rack configuration to be dismantled: all are less than 12’ tall x 42” deep vertical columns, all are three levels and sitting on horizontal load beams that are 108” long each. The existing rows are as follows: Thirty-three
(33) rows at 105 feet in length; two (2) rows at approximately 80 feet in length; and nine (9) rows at approximately 42 feet in length.
All racks are bolted to the floor with column guards/corner protectors randomly present (mainly found in the main aisles-anticipate less than 100 each).
Remove the column bolts and fill with epoxy-type filler (grey in color closely matching the existing concrete floor). Alternatively, if bolts cannot be removed without causing excessive damage, the Contractor shall grind the column bolts flush to the concrete floor ensuring no sharp protruding edges remain.
The dismantled pallet racking shall be the responsibility of the Site Manager and disposed of through internal processes. The contractor shall place dismantled pallet racking at a suitable location within the perimeter of facility (within 100 meters of building 4195).
3.0 Racking – CLIN 0002 (New Racking and Installation)
Critical requirements are as follows:
1.) Each individual component must be permanently marked with the manufacture’s brand name and replacement part number recognized by the manufacturer. This identification will support ease in component replacement (vs. entire rack replacement).
2.) All beams are to receive two solid coats of paint on every surface and then oven baked to support corrosion resistance.
3.) Bolted frames that are electro-statically immersed in epoxy paint to ensure that the paint saturates every surface. This provides corrosion resistance to rival galvanizing - proven in humid climates.
4.) Vertical columns shall have a minimum 23,000 lbs. load capacity.
5.) Slotted horizontal load beams that enable use of roll-in type pallet supports which allows flexibility in rapidly moving/adjusting pallet support/crossbar locations without the use of hand tools. Horizontal beams shall have a 5,990 lbs. load capacity
6.) 24” tall column protectors that attach only to the columns (limited due to seismic and pallet space requirements).
7.) End of aisle guard rails are a minimum of 17” high, preferably 11-gage or thicker 5” x 5” x 3/16” structural cold rolled steel with continuous welds used at all joints, 12” x 12” base plates anchored with 5/8” x 4-3/4” grade 5 bolts. Painted with highly visible safety yellow paint.
8.) Complete rack configuration accepted IAW RMI standards and for a seismic zone 1.
3.1 Row and Column Configurations
The contractor shall replace the old racking identical to the existing layout using new racks.
New pallet racking shall be installed per manufacturer’s recommendation. All rows and columns constitute approximately 2406 pallet spaces.
The following specifications are common to all existing rack configuration to be purchased and installed: 48” deep vertical columns, 108” long horizontal load beams with a minimum rated capacity of 5990 lbs each, pallet supports as listed below, install horizontal load beams to be at 52” and between 108” and 110” above the ground, creating three pallet levels. Vertical column heights will vary due to ceiling heights (see below). Vertical columns shall have a minimum 23,000 lbs load capacity.
A minimum of two roll-in pallet supports per load (i.e. four pallet supports per 108” platform), capable of withstanding loading/off-loading accidents and beam spreading. The pallet supports shall support a minimum of 1000 lb. loads. All pallet supports shall be designed to support 48” deep pallet spaces.
The contractor shall purchase and install the following rows:
• Thirty-three (33) rows at 105 feet long.
- The outer three vertical columns on each end shall be 10’ high.
- The inner six vertical columns shall be 12’ high.
• Two (2) rows at approximately 80 feet long.
- The outer three vertical columns on just one end shall be 10’ high.
- The inner six vertical columns shall be 12’ high.
• Nine (9) rows at approximately 42 feet long, and all shall have 12’ high vertical columns.
If/when anchor bolts are not specified in the manufacturer’s installation specifications, the contractor shall install a minimum of two (2) screw anchor bolts, one bolt/column (one on traffic aisle and one bolt toward the back of the vertical support column). Screw anchors shall have 360-degree contact with the base material. Oversized holes shall not be required pending screw anchor type selected for installation. Fasteners shall be manufactured from carbon steel, and are heat-treated. Anchors are not to be reused after initial installation. An example acceptable screw anchor is the Titen HD® anchors from Simpson Strong-Tie (provided installation follows Simpson’s Strong-Tie instructions for the Titen HD anchor) or equal.
The contractor shall purchase and install the following row spacers:
• Fifteen (15) rows at 105’ long require 8” spacers; vertical support columns are not between these racks.
• Four (4) rows at 105’ long require spacers that are 24” wide are required; these racks shall surround the existing vertical support columns.
• One (1) row at 42’ long requires spacers that are 24” wide are required; these racks shall surround the existing vertical support columns.
• Eight (8) rows at 105’ long require wall anchors with a 12” spacing.
3.2 Column Protectors
The racking system shall include sets of individual column protective devices and a corrosion resistant coating applied to each to mitigate the environmental conditions (heat, humidity, and chemicals).
The contractor shall purchase and install approximately four hundred sixty two (462) 24” bolted-on column protectors as described above. All vertical columns shall have a column protector.
Due to the column’s seismic compliant base plates and available space requirements, column protectors are limited to bolt-on protectors only.
• The contractor shall install two (2) grade 5 or better bolts securing the column protector to the columns and a minimum of two (2) screw anchor bolts into the concrete. Screw anchors shall have 360-degree contact with the base material. Oversized holes shall not be required pending screw anchor type selected for installation. Fasteners shall be manufactured from carbon steel, and are heat-treated. Anchors are not to be reused after initial installation.
3.3 End of Aisle Protectors
The contractor shall purchase and install end of aisle protectors that are described in paragraph
3.0 above. Each end of aisle protector shall be installed between 3” to 6” away from racks; the Site Manager will have final approval for final placement approval.
• Twenty (20) single row (approximately 48” wide)
• Twenty two (22) double row (approximately 108” wide)
• Twelve (12) double row (approximately 120” wide)
• The contractor shall install a minimum of grade 5 bolts to secure the end of aisle protectors to the concrete floor; all manufactured bolt holes shall be utilized (not fabricated). Screw anchors shall have 360-degree contact with the base material.
Oversized holes shall not be required pending screw anchor type selected for installation.
Anchors are not to be reused after initial installation.
4.0 Miscellaneous Requirements
DLA Disposition Services San Antonio is not in a seismic zone, however rare earthquakes do happen. The last earthquake was a record breaking 4.6-magnitude earthquake that hit 50 miles from San Antonio, Texas on Thursday morning on October 20th, 2011. A non-standard 5” x 7” x ¾” thick foot plate shall be manufactured on each column in order to better distribute the loads.
The contractor shall verify that the selected racks are in compliance with a current/licensed professional Structural Engineer and provide signed/stamped drawings validating seismic zone safety calculations. The contractor shall coordinate changes to the listed industrial storage rack system with the assigned Contracting Officer’s Representative (COR). It is critical that the structural integrity of the selected racks comply with the current version of the Rack Manufacturer’s Institute’s (RMI) recommendations (i.e. anchor bolt size, grade, and depths for the seismic zone). These drawings shall be provided on A-size standard printer paper, B and D-size plotter paper, and a scanned PDF format. All copies will be draw to scale.
Each individual horizontal load beam facing the aisle shall include the manufacturers load capacity rating via data plate label (e.g., stickers, metal plate, stenciled, etc.) and placed on each horizontal load beam facing the aisle.
The contractor shall provide all personnel, equipment, tools, materials, supervision, other items, and non-personnel services necessary to perform industrial rack installation.
All rows of installed pallet racks shall be level, straightened and anchored to the floor IAW the manufacturer’s recommendations and comply with the Rack Manufacturers Institute (RMI) standards. Aisle widths shall be no less than 10’ apart in Building 4195. Contractor shall be prepared to adjust rack/aisle spacing listed (as needed) in order to meet any requests from the Site Manager.
Contractor shall make provisions to have a supply of shims available for use under the legs of the uprights, as necessary.
The Contractor shall coordinate with DLA Disposition Services – Fort Sam Houston to conduct a pre-installation meeting with the Area and/or Site Manager. Confirmation or minor alterations of the design concept shall be discussed at this time (if required) and all alterations shall be approved by the COR or Contracting Officer before implementation. The contractor shall verify the shipping address and set up pre-installation meeting date, time, and location with the Site Manager.
5.0 Administrative Information
All material and equipment shall be delivered to and installed at: DLA Disposition Services, 2999 Parker Hill Road, Suite 65, Fort Sam Houston, Texas 78234.
All work shall be accomplished in accordance with the Rack Manufacturers Institute, Specification for the Design, Testing, and Utilization of Industrial Steel Storage Racks – 2006 Edition. Installation hardware utilized shall primarily be supplied by the manufacturer.
Alternative hardware shall meet and/or exceed the manufacturer’s installation specifications if selected.
Contractor shall provide a complete and fully operational system and is ultimately responsible for providing all necessary components to efficiently and safely install the industrial pallet rack system.
Upon completion of the work, the contractor is required to clean up work space and remove and dispose of any parts or debris resulting from the contractor’s performance, with any associated costs included in existing CLIN prices. This is required after each day of on-site performance, and before the contractor leaves the premises.
6.0 Schedule
DLA Disposition Services on DLA Disposition Services - Fort Sam Houston requires a 24 hour notification for all visitors. Contract completion is required 90 days after award of this contract.
The contractor must provide at least 14 calendar days advance notice to the Site POC before rendering services at the site.
Coordinate with DLA Disposition Services – Fort Sam Houston for entry and scheduling daily work hours. Any overtime/weekend work must be coordinated with DLA Disposition Services – Fort Sam Houston for advanced approval.
The service to be performed under this contract shall be performed during normal government working days, Monday through Friday, which are available from the COR/POC. If services are scheduled by the contractor to be performed on a regular federal holiday (see below), designated by Presidential proclamation, or DLA, Disposition Services closure, rescheduling shall be at the discretion of the POC.

* The holiday is observed on the preceding Friday or the following Monday when the holiday occurs on Saturday or Sunday, respectively.
7.0 Contractor furnished property and services
Unless otherwise noted elsewhere as Government furnished, the contractor shall provide all labor and materials to perform all necessary work.
Contractor shall:
• Supply any needed parts/hardware not included in new racking supply.
• Supply adequate supply of floor anchor bolts for the new pallet racking and corner protectors.
• Supply shims for leveling uprights.
• Coordinate with site for use of municipal utilities and shelter. However, contractor shall plan accordingly and be prepared to provide necessary assets to complete this project with little to no assistance from the site/end customer.
• All physical labor support to unload installation materials upon receiving shipment.
Anticipate no support from the site.
• Provide Scissors lift with appropriate safety harness/equipment, as needed.
• Provide forklift for use of installation of racking.
8.0 Government furnished property and services
The Government will be responsible for providing an area for the contractor to perform the required tasks. Electrical power, water, and facilities that are necessary to perform the required tasks will be available to the contractor, but all hand tools, Material Handling Equipment (MHE), and other task specific equipment are to be provided by the contractor.
9.0 Government Point of Contact (POC)
The Government Site POC for this work is the Area Manager for DLA Disposition Services- Fort Sam Houston. Contact information to be provided at contract award.
The program office POC is DLA Installation Support – Battle Creek Industrial Engineer. POC Contact information to be provided at contract award.
10.0 Acceptance/correction of work
All work performed under this contract shall be subject to the acceptance of the designated Government Point of Contact. If performance is found to be unsatisfactory and not in accordance with the requirements of this contract, the contractor shall correct unsatisfactory work as soon as possible but not later than within 90 calendar days of Government notification.
Correction of work is performed at the contractor’s expense as per FAR 52.212-4.
11.0 Contract Manager
The contractor shall be solely responsible for the overall performance of the contract. The contractor shall designate a contract manager and alternate contract manager, who shall have full authority to act for and make binding contractual decisions on behalf of the contractor. Within five (5) days after contract award, the contractor shall provide the name of the primary and alternate contract managers in writing. The contract manager or the alternate shall be available during normal operating hours to meet with Government personnel. The contract manager and the alternate must be able to speak, read, write and understand the English language.
12.0 Protection to Public and Property
In order to provide for environmental abatement and control and to prevent environmental pollution arising from the services of the contractor in the performance of this contract, the contractor shall comply with applicable federal, state and local laws and regulations concerning environmental pollution abatement and control currently in effect and all applicable DLA, Disposition Services Fire, Safety, Security and Environmental Protection Regulations.
The Contractor must perform all operations in a prudent, conscientious, safe and professional manner. At a minimum, the Contractor’s personnel and equipment shall comply with applicable federal, DoD, state, local and host installation laws, safety regulations and procedures, and Contractor shall ensure that its agents, employees, and subcontractors perform in a safe manner.
The contractor shall ensure that its agents, employees and subcontractors involved in handling and packaging wastes are trained to the level of expertise required for the proper performance of the tasks and in particular, in the areas of chemical compatibility, safety, general first aid procedures and spills. Personal protective equipment shall be provided by the Contractor and must be appropriate for the task. The Contractor agrees that his personnel and equipment are subject to safety inspections by Government personnel while on Host Installation Property.
The Contractor shall assume full responsibility and liability for compliance with all applicable local, state federal, and DoD regulations pertaining to the health and safety of personnel and environmental management during the execution of work. All work shall be completed and performed in accordance with the best practices of the trade and in compliance with all-applicable federal, DoD, state and local codes.
The contractor shall take all necessary precautions to prevent injury to the public, building occupants, and/or damage to property of others.
13.0 Installation/Site access security requirements
Installation/site access requirements vary for visitor badges and other access/security procedures for performing contractor services at the sites. The contractor is required to coordinate with the Government COR/POC on the contract to obtain the necessary security/access procedures prior to commencing work at the site, and in such time as the performance timeframe for completion of the services is met. If coordination and/or access is delayed by the Government such that performance timeframes cannot be met, the contractor must submit, in writing, their proposed reasons, including any supporting evidence, prior to the original due date of the contract such that an extension can be granted, if appropriate. At no cost to the government, it is the contractor’s responsibility to make arrangements to conduct a site visit prior to submitting an accurate and complete bid. The government is not responsible for incomplete material or condition list and expects the final installation to be complete and fully usable IAW RMI standards.
14.0 Identification of Employees
The contractor shall be responsible for furnishing to each of their employees’ identification as may be required by the installation where the services are performed. Contractor shall require each of their employees engaged on the work site to display such identification as directed by the appropriate installation. All prescribed identification shall be delivered to the COR/POC for cancellation upon the release of any employee. Badges are issued for a period of one year and must be returned to the issuing pass office prior to renewal. Failure to return badges may constitute a delay in payment.
15.0 Conduct of personnel on duty
While on duty working in Government buildings and on Government property, personnel employed by the contractor shall be prohibited from sleeping, using Government telephones and utilizing Government facilities for recreational activities. Personal items in office areas, such as desk accessories, radios, supplies, pens, pencils, plants and food shall not be disturbed by the contractor’s employees at any time. Contractor’s employees are subject to Government standards of conduct including sexual harassment. Clothing, personal grooming, and personal cleanliness standards for Government working environment apply.
16.0 Standards of conduct
All personnel employed by the contractor in the performance of this contract or any representative of the contractor entering DLA Disposition Services compound/facilities, shall obey all regulations of the installation and shall be subject to surveillance to ensure that no violations occur. The contractor shall be responsible for maintaining satisfactory standards of employee competency and conduct and taking such disciplinary actions with respect to contractor employees as may be necessary. The contractor shall ensure that all personnel employed in the performance of this contract shall be United States citizens; or non-United States citizens who legally reside in the United States. No contractor employee shall be permitted on DLA Disposition Services sites when investigation reveals employee’s presence would be detrimental to the security of the installation or to the accomplishment of the work prescribed. The Government reserves the right to refuse to permit any contractor employee to perform services under this contract who is not in compliance with requirements of this contract (for example, employees not meeting stated minimum qualifications). In such cases, the KO/COR will advise the contractor of the reason for requesting an employee’s removal or withdrawal of authorization to enter DLA Disposition Services sites.
17.0 Disorderly conduct
Disorderly conduct, such as use of abusive or offensive language, quarreling, intimidation by works or actions, or fighting will not be condoned. Contractor employees shall not participate in disruptive activities which interfere with normal and efficient Government operations.
18.0 Intoxicants
The contractor shall not allow any employees, while on DLA Disposition Services sites to possess, sell, consume, or be under the influence of intoxicants, illicit drugs, or any other incapacitating agent which produces similar effects. The KO/COR shall require the contractor to remove from the job site, any contractor employee found under the influence of intoxicants, illicit drugs, or incapacitating agent during his tour of duty.
19.0 Criminal Actions
Contractor employees shall be subject to prosecution for criminal actions. These shall include, but are not limited to, the following:
• Falsification, unlawful concealment, removal, mutilation, or destruction of any official documents or records, or concealment of material facts by willful omission from official documents or records.
• Theft, vandalism, immoral conduct, or unauthorized use of Government property.
• Unethical or improper use of official authority or credentials.
• Misuse of weapons, including possession of weapons on the DLA Disposition Services premises.
• Violations of State laws, such as traffic offenses, which have been assimilated and are enforced through the U.S. Magistrate Court System.
• The contractor’s employees shall be on DLA Disposition Services premises only for contractual duties and not for other non-contractual purposes.
20.0 Personal Protective Equipment (PPE)
The contractor shall be responsible for equipping their personnel with the proper PPE required to safely provide services required. PPE is defined as equipment and supplies to protect the human body, inside and out, from harm / injury / illness occurring in line with contracted services provided. PPE may include, but is not limited to: Goggles, ANSI approved Safety Toe Boots, Leather Gloves, Hearing Protection, Face Masks (dust).
