Amendment 2: Addional Queson and Answer

1. Question: Please provide the waste material profiles for the historical waste streams shipped under the following Waste Disposal CLINs.

DLA DS Response: Generator specific profiles for each waste stream listed in the Price Schedule will be provided to the awarded party shortly after award, please use the actual CLIN description listed in the Price Schedule for pricing.

2. Question: CLIN NR03B5 – states, …”discharge to POTW”. Please clarify if this CLIN is used exclusively for disposal at one of the Government owned sites listed in Clause 0.0, (j)? Or, will this CLIN be used exclusively for waste to be disposed of at an off-site non-Government, DLA approved facility?

DLA DS Response: CLIN NR03B5 will only be used when waste liquids do not meet the acceptance criteria for waste water treatment (WWT) at the Governments facilities or the facilities are in operatable for any reason at the time the of disposal/turn-in.

Waste Stream CLIN

Flammable Liquids, Pumpable, Fuels Blendable, Rich, >7,000 BTU/Lb, <5% total chlorine, no isocyanates.

Physical State: Liquid Permissible Waste Codes: D001 (IGN), D004-43, Listed.

FL05B5

Non-RCRA Liquids, Water-Based, pumpable. NR03B5 must meet acceptance criteria for wastewater treatment (WWT) and discharge to POTW. Physical State: Liquid Permissible Waste Codes: N/A. (See 3.10).

NR03B5

Non-RCRA Liquids/Sludges/Solids/Debris, requiring solidification prior to disposal at a RCRA Subtitle D landfill, or equivalent. Includes bulk liquids not meeting acceptance criteria for wastewater treatment (WWT). May include non-PCB oil-filled transformers, ballasts, capacitors and related equipment. Physical State:

Various Permissible Waste Codes: N/A (See 3.10)

NR05B5

AFFF and other PFAS-related Liquids/Waters, Non-RCRA, 1-100 ppm PFAS, for treatment and disposal at a RCRA Subtitle C Landfill. <10% suspended solids, pumpable if bulk. Includes AFFF Rinsates. Certificate of Disposal required. Physical State:

Liquid Permissible Waste Codes: N/A (See 2.2)

PF02B5

3. Question: CLIN NR05B5 – the CLIN description states, “May include non-PCB oil-filled transformers, ballasts, capacitors and related equipment.” Since this is a vacuuming/pumping service-related contract, what is the likelihood that these items will be ordered? Could this part of the CLIN description be removed?

DLA DS Response: We are only offering the CLIN suffix of B5 for CLIN NR05, this CLIN suffix only allows for pumpable liquids. In order to remove the other various forms of waste such as transformers, ballasts, capacitors, and related items we would need to have CLIN suffixes other then B5 on the contract (i.e.) C1-C4 and B1-B4, and B6. Since they are not on the contract these items will not be able to be turned in under NR05B5 therefore we do not need to modify this CLIN description.

4. Question: CLIN PF02B5 – Please provide waste material profiles from historic volumes shipped, showing the process generating and levels of PFAS-related Liquids/Waters.

DLA DS Response: Generator specific profiles for each waste stream listed in the Price Schedule will be provided to the awarded party shortly after award, please use the actual CLIN description listed in the Price Schedule for pricing. The process of waste generations vary depending on many variables that are based on Department of Defense operations.

5. Question: CLIN PF02B5 – Provide the specific generator location where the 360,000 gallons of PFAS related liquids will be generated.

DLA DS Response: San Diego, California Naval Pier area. No further information regarding specifical locations can be provided.

6. Question: CLIN PF02B5 – What is the process generating the 360,000 gallons of PFAS related liquids?

DLA DS Response: The process of waste generations vary depending on many variables that are based on Department of Defense operations.

7. Question: CLIN PF02B5 – Due to the significant public health and environmental impact concern associated with the PFAS and PFOA chemical compounds, the receiving landfills must follow specific guidelines provided by the State. Such guidelines may include the generators providing acceptable analytical, Method 1633, verifying the levels of PFAS and PFOA chemical compounds. Will this analytical be provided prior to Task Order issuance? Can you please add to the description “Method 1633 analytical required for acceptance” to the CLIN description?

DLA DS Response: All Generators of this contract will properly identify their waste using analytical testing (i.e.) EPA draft method 1633 or modifications/updates thereto and or generator knowledge as required by law to build their waste profiles. Any additional testing required for acceptance by the Contractors chosen treatment facility would be the Contractors responsibility per Section 1.1.2 of the Performance Work Statement (PWS). We will not modify current CLIN description for PF02B5.

8. Question: 1.2.5 BULK LIQUID PUMPING – does not include minimum charge language that is in the current contract 22D0005 and other DLA contracts. Please add the following language, “A 1,500‐ gallon minimum charge will apply for the pumping/ vacuuming and removal of bulk liquid waste on a single TO.”

DLA DS Response: The 1,500 gallon minimum is a means to ensure Contractors are compensated for dispatching a vacuum truck or equivalent with operators to a site that may only have a few hundred gallons of waste. For this contract the 1,500 gallon minimum will be only for those waste streams that will be removed off the Government facility for treatment and ultimate disposal. The 1,500 gallon minimum as stated above will be incorporated into the PWS Section 1.2.5.

9. Question: PWS Section 3.8.4 PROVIDE ADDITIONAL PUMP – CLIN 6391PP – Please define the unit of measure “Each”. Does one (1) Each equal one (1) Hour, (1) Day?

DLA DS Response: Unit of measure for CLIN 6391PP is each (EA), were as one (1) each equals one (1) hour. Section 3.8.4 will be updated to reflect one (1) each is equal to one (1) hour.
